That is annual factory output—not 620 GW of solar power installed in China, and not a measure of how much its factories could produce at full capacity.
What does “solar capacity” mean here?
The phrase can refer to three different measures:
- Manufacturing capacity is how much factories could produce over a year.
- Manufacturing output is what factories actually made during a year.
- Installed PV capacity is the nameplate generating capacity of solar systems connected to the power system.
The figures below distinguish these measures. In particular, annual GW of wafers, cells or modules describes a flow of products through factories; it is not generating capacity. Module manufacturing means encapsulating and assembling the finished panel. A company may also make upstream products, and the national survey assigns module production to the country where encapsulation occurs. IEA PVPS’s China 2025 profile reports later output figures, while its 2025 Trends in PV Applications report and the CPIA survey provide 2024 data.
How much did China’s solar industry produce?
For calendar 2025, CPIA figures reported by IEA PVPS put China’s output at 1.3 million tonnes of polysilicon, 680 GW of wafers, 660 GW of cells and 620 GW of modules. IEA PVPS says utilization declined, but these output figures alone do not establish a precise national manufacturing-capacity total for 2025. See the 2026 IEA PVPS China profile.
The preceding year’s figures show the scale and the distinction between stages. CPIA’s 2024 output figures, as reported in IEA PVPS’s 2025 country update, are:

Each of these four segments grew by more than 10% year over year, according to the same CPIA table. The GW values cannot be added: wafers, cells and modules are successive products in one manufacturing chain, not separate supplies of power-generation equipment. IEA PVPS’s 2025 country update reports the figures.
How much could China’s factories produce?
Capacity is a potential annual production rate, not a record of what factories made. At the end of 2024, CPIA reported effective polysilicon capacity of 3.086 million metric tonnes per year, mainland wafer capacity of 1,348.8 GW, and solar-cell capacity of 1,302 GW. China’s wafer capacity represented 96.7% of the global total, according to the same survey.

Those capacity figures are not interchangeable with output. For example, the survey reports solar-cell production capacity of 1,302 GW and actual cell output of about 695.1 GW. This is a different 2024 cell-output figure from the 654 GW in the CPIA output table reported by IEA PVPS. The two sources report different totals; they should not be blended into a single figure or treated as if the difference had been reconciled. IEA PVPS’s 2025 country update gives the output-table figure; the 2025 report summarizes the national survey.
How does factory output compare with installations?
China added 317 GWac of PV installations in 2025, up 14% from 277.57 GWac in 2024, according to IEA PVPS. GWac is the alternating-current rating of installed systems; the factory-output figures above describe products made, generally expressed in GW of module or upstream product capacity. The measurements answer different questions and should not be compared as though one were a direct count of the other. IEA PVPS’s 2026 profile reports 2025 installations; its 2025 report reports 2024 installations.

Why does enormous production coexist with oversupply?
High manufacturing scale does not mean all available factory capacity is being used or that the industry can sell everything it could make. The International Energy Agency estimated global PV module manufacturing capacity at 1,100–1,350 GW in 2024—more than twice annual deployment—and estimated average utilization at 55–65%, down from 60–80% in 2023. These are global industry estimates, not China-only utilization rates. The IEA linked low prices and inventories with pressure on utilization and manufacturers’ margins. The IEA’s 2025 renewable technology manufacturing analysis provides that context.
The IEA also projected that China would retain 75–95% of global PV manufacturing capacity in 2030, based on announced plans. That is a forecast range, not a measured current share or a guaranteed outcome. IEA, 2025.
