Re:

How Much of Your Income Should Go to Housing in Canada?

A 30% housing share is a useful Canadian affordability benchmark, but it is not the same as a mortgage approval limit or a personal budget recommendation.

A practical starting point is to keep housing costs at or below 30% of your total before-tax household income. In Canada, that figure is an affordability benchmark—not a guarantee that your remaining money will cover your debts, savings goals and everyday needs. CMHC uses a separate 32% homebuyer planning guideline, while mortgage lenders use qualification ratios that can allow higher housing costs. For your own budget, calculate the costs you actually pay and check what remains after tax and other essentials.

What does the 30% housing rule mean?

Statistics Canada classifies housing as affordable under its shelter-cost measure when a household spends less than 30% of its total before-tax income on shelter costs. A household at 30% or more is on the other side of that statistical threshold. The measure is useful for describing housing affordability across the country, but it is not an individual spending prescription: it does not account for your exact debts, location, savings priorities or housing needs. Statistics Canada’s definition of core housing need describes the departmental standard behind the measure.

The rule uses household income before tax, not the amount deposited into your bank account. That makes it possible to compare households using a consistent basis, but it can make the 30% figure feel more generous than it does in day-to-day cash flow. Two households with the same gross income can have different take-home pay, debts and essential expenses. Treat the percentage as a first check, then work through the money actually available to your household.

Spending 30% or more does not automatically mean a household is in crisis. It means the household meets a threshold used in a defined affordability measure. Whether that cost is manageable depends on the rest of the household’s finances, and the national statistic cannot decide that for you.

Three percentages answer three different questions

The 30% affordability measure, CMHC’s homebuyer guidance and mortgage qualification ratios are often grouped together as if they were versions of one official rule. They are not. Each has a different purpose, income-and-cost calculation, and use.

Measure Figure What it is for What it does not tell you
Statistics Canada shelter-cost affordability measure Affordable means less than 30% of total before-tax household income. A statistical measure for assessing housing affordability. Whether a particular household can comfortably afford its costs after debts, taxes and savings.
CMHC homebuyer planning guidance Housing costs up to 32% of gross income; total debt up to 40%. Consumer guidance for planning a home purchase. A promise of lender approval or a guarantee that spending at the limit will feel comfortable.
FCAC mortgage qualification guideposts Gross Debt Service (GDS) up to 39%; Total Debt Service (TDS) up to 44%. Guidance on ratios lenders use when assessing a mortgage application. A recommended household spending target or a personal verdict on affordability.

CMHC’s 32% housing and 40% total-debt guidelines are described on its mortgage planning page. FCAC explains its GDS and TDS guideposts in Preparing to get a mortgage. Because these figures serve different purposes, don’t average them or substitute one for another. Use 30% to understand the national affordability measure, CMHC’s figures as homebuyer planning guidance, and lender ratios to understand mortgage qualification.

What costs should you count?

For the national shelter-cost measure

Use the shelter costs and before-tax household income specified by Statistics Canada’s measure when you want to compare your situation with its affordability threshold. Don’t assume that this statistical definition matches a lender’s mortgage calculation or includes every item you might put in a household budget. The published threshold is about how shelter costs compare with total before-tax household income; it is not a full cash-flow assessment.

For a mortgage GDS calculation

FCAC’s GDS housing-cost calculation includes mortgage payments, property taxes, heating costs and 50% of condo fees. It compares these costs with gross household income. TDS uses those housing costs plus other debt payments, such as credit-card balances, car loans, lines of credit, student loans and support payments. That second ratio matters because a household’s debts reduce its capacity to handle housing payments.

For your personal budget

Count recurring housing outflows that actually affect your cash flow, then include your other regular obligations. A renter should use rent and recurring housing costs that are the renter’s responsibility; a homeowner should consider costs beyond the items in a lender’s GDS calculation when those costs affect the household budget. Do not label this broader estimate “GDS” unless it follows the lender’s defined calculation.

  • List the monthly housing payments and recurring housing-related costs you pay.
  • Add non-housing debt payments and essential expenses, including ordinary living and transportation costs.
  • Compare the total with take-home income and account for savings and emergency reserves.

This personal view is more useful for deciding whether a housing payment fits your life than a percentage alone. It can also reveal why a housing share below 30% may still leave a household stretched, or why a higher share may be manageable for a household with few other obligations. The calculation is a decision aid, not a certification.

How to calculate your housing share

For a percentage based on before-tax income, use:

Monthly housing-cost share = monthly housing costs ÷ monthly total before-tax household income × 100

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, if a household brings in $5,000 per month before tax and spends $1,500 per month on the housing costs relevant to the comparison, the calculation is $1,500 ÷ $5,000 × 100 = 30%. The arithmetic is simple; choosing the right costs and income basis is the important part. Use the official shelter-cost definition for a statistical comparison, the specified GDS costs for a mortgage ratio, or your actual recurring outflows for a household budget.

  1. Choose the question you are answering. Decide whether you want to compare with the national affordability measure, plan a home purchase using CMHC guidance, estimate a lender ratio, or assess monthly cash flow.
  2. Set the income basis. Use total before-tax household income for the 30% measure and gross-income mortgage ratios. For your spending plan, also identify the take-home income available to pay bills.
  3. Gather the matching housing costs. Label the figure so you know whether it represents shelter costs, the GDS calculation, or a broader personal budget. Avoid combining different definitions without saying so.
  4. Add debts and essential spending. Include recurring debt payments and ordinary needs to see what remains after housing. A low housing percentage does not by itself show whether the full budget works.
  5. Check savings and resilience. Consider emergency savings and other savings goals alongside the monthly bills. If the budget has little room for unexpected costs, choose a lower housing target if possible.
  6. For a mortgage, test a higher payment. Check whether your budget could withstand a higher interest rate or a change in income or expenses, rather than looking only at the payment you expect today.

Mortgage approval is not the same as affordability

Lenders assess more than income. FCAC says they consider expenses such as utilities and living costs, the amount borrowed, debts, credit report and score, and the amortization period. Its GDS and TDS ratios are part of mortgage qualification; meeting a guidepost does not establish that the resulting payment fits your household priorities.

For federally regulated lenders, the mortgage qualifying rate is the higher of 5.25% or the negotiated interest rate plus two percentage points. FCAC says this applies to insured and uninsured mortgages. The qualifying rate is used to assess whether a borrower can handle payments under the stress-test calculation; your household should still budget for its actual costs and consider how higher rates could affect it.

CMHC cautions that borrowing the maximum can create risk if income drops, expenses rise or interest rates increase. A lender’s approval describes what may be permitted under its assessment; it is not a recommendation to borrow that amount. Before committing, compare the prospective payment and related costs with your take-home cash flow, debt obligations, savings needs and tolerance for a tighter budget.

What recent Canadian figures say—and what they cannot say

Statistics Canada’s Housing affordability in Canada, 2024, released September 21, 2026, reports that 23.2% of Canadian households spent 30% or more of their income on shelter costs in 2024, compared with 22.0% in 2022. The release is based on the 2024 Canadian Housing Survey, collected from October 28, 2024, to March 31, 2025, and covers the ten provinces.

The same release reports that 33.7% of renters and 17.4% of owners lived in housing classified as unaffordable in 2024. It also reports that 27.9% of households had financial difficulty in the prior 12 months because of rent or mortgage payment increases. Among recent movers in the private rental market, 40.0% lived in unaffordable housing, compared with 32.2% of sitting tenants.

These numbers describe population patterns, not what you personally should spend. They cannot account for your debt load, savings, location, household needs or the costs that apply to your situation. Use them to understand the scale of affordability pressures, not as a prediction of your household’s finances.

How to choose a target that fits your household

Start with 30% of gross household income as a reference point, then decide whether your actual budget supports that amount. If you are buying, compare the housing costs with CMHC’s planning guidance and understand the lender’s ratios separately. If you rent, the lender’s mortgage ratios are not a renter affordability rule; use rent and other costs that actually come out of your budget.

There is no single percentage that works for every Canadian household. A target should leave enough room for debt payments, food, transportation, savings and other essentials, while making space for unexpected changes. If those needs do not fit after housing, lower the target where possible—even if a lender might approve a larger mortgage or your current costs fall below the statistical threshold.

CMHC provides mortgage and household-budget calculators through its planning guidance, and FCAC’s mortgage page explains qualification considerations. These tools can help organize figures, but the decision still depends on costs and priorities specific to your household.
