How Much Land Do Women Own in India? The National Share Is Still Unknown

The national share of India’s land area owned by women is not established. The latest government-reported figure measures women reporting ownership, not hectares.

How much land do women own in India? The share of India’s total land area legally owned by women is not established in the sources available. The latest national figure reported by the Government of India is different: 31.7% of women aged 15–49 said they owned land alone or jointly in the 2019–21 NFHS-5 survey. That is a measure of how many women reported owning land—not how much land area they own.

What the available figures actually measure

Several statistics can sound like answers to the same question, but they use different denominators. A percentage of women who own any land is not a percentage of all landowners who are women, a percentage of landowning households with a woman owner, or women’s share of the country’s land area.

The first two figures come from NFHS-5, conducted in 2019–21, and count people who reported owning land alone or jointly. The World Bank’s 2021 India values count sole ownership, so they should not be read as conflicting estimates of one identical measure.

Why land operated is not the same as land owned

India’s Agricultural Census uses the operational holding as its basic unit. Its purpose is to count land operated by a holder, rather than land legally owned by that person. Someone may operate land without holding title, so the census cannot by itself establish how much land women legally own. The Department of Agriculture and Farmers Welfare describes the census design in its Agriculture Census Scheme.

The distinction also appears in the government’s 2019 rural holdings survey: an operational holding is land used for agricultural production without regard to title. The survey separately defined household ownership holdings and operational holdings. (MoSPI, NSS Report No. 587 release, 10 September 2021)

What older and newer government sources say about the data gap

In a 2013 paper on gender statistics, the Ministry of Statistics and Programme Implementation said that household surveys did not identify land legally owned by individual female household members and that women’s title data had not been consolidated and published. That is historical context, not proof that nothing has changed since then. (MoSPI, Gender Statistics in India, 2013)

A Government of India parliamentary reply dated 5 August 2026 reports an initiative to address the gap: the Department of Land Resources had contacted States and Union Territories about adding a gender column to Records of Rights. The reply says the initiative “will facilitate capturing information on women land owners in land records.” This describes an intended improvement, not a completed national inventory of land area by owner’s sex. (Ministry of Women and Child Development, Government of India)

What the household and international indicators can—and cannot—show

The 2014 rural household comparison

A peer-reviewed study using 2009–2014 data found that women owners were present in 16% of landowning rural households in 2014. Its state figures ranged from 6% in Odisha to 44% in Telangana. These are historical household-level comparisons: they do not tell us what share of the land area women owned nationally, and they should not be presented as current state estimates. FAO’s separate land-rights measures

The Food and Agriculture Organization’s SDG Indicator 5.a.1 distinguishes between the prevalence of secure land rights by sex and women’s share among agricultural owners or rights-bearers. These indicators answer different questions from the area of all land legally owned by women in a country. (FAO, SDG Indicator 5.a.1 methodology)
