The latest comprehensive U.S. Energy Information Administration (EIA) estimate puts federal energy-specific subsidies and support at $29.363 billion in fiscal year 2022, in 2022 dollars. Within that total, EIA counted $15.589 billion for renewable energy, including biofuels—not electricity generation alone. These are historical estimates under EIA’s defined scope, not a total for all government support or a current 2026 figure.
How much federal support went to each energy category?
EIA’s FY2022 figures below are rounded to the nearest million. They use the same federal accounting framework, but the categories do not line up perfectly with electricity-generating technologies.

These are EIA’s energy-type categories, not a complete allocation of all federal support for power generation. EIA reports end-use, conservation, and transmission support separately, and includes broad programs only when it can identify an energy-specific budget effect. The category definitions therefore limit direct comparisons among electricity technologies. EIA’s FY2016–FY2022 report and tables describe the scope and breakdown.
What is included in the $29.363 billion total?
EIA’s August 2023 report covers fiscal years 2016 through 2022. It counts direct federal financial interventions that provide a financial benefit, have an identifiable federal budget impact, and specifically target energy markets. It excludes state and local programs and says its analysis does not capture every subsidy that may affect energy markets.

For FY2022, EIA’s total comprised $22.682 billion in tax expenditures, $5.054 billion in direct expenditures, $1.461 billion in research and development support, and $166 million in DOE loan-guarantee subsidy cost. Together these components equal $29.363 billion in 2022 dollars. Across FY2016–FY2022, tax expenditures made up 70% of EIA’s cumulative $183.309 billion total.
How to read the support categories
- Tax expenditures: estimated federal revenue forgone because of preferential tax treatment. They are not necessarily cash payments.
- Direct expenditures: federal grants, loans, or other assistance awarded to non-federal recipients.
- Research and development: federal assistance for energy-related R&D, itemized separately even though it is a subset of direct expenditures.
- DOE loan-guarantee subsidy cost: the estimated net-present-value cost of federal credit support, not the face value of the guaranteed loans.
Why this is not a current 2026 subsidy total
The EIA series ends in FY2022, so it does not incorporate later statutory changes. For example, IRS guidance published in Internal Revenue Bulletin 2025-36 says that Sections 45Y and 48E terminate for applicable wind or solar facilities placed in service after December 31, 2027, subject to construction-date provisions and other statutory conditions.

Sections 45Y and 48E are technology-neutral credits for qualifying electricity facilities with zero or lower emissions rates; they are not renewable-only credits. The IRS’s description of current law is distinct from EIA’s historical FY2022 expenditure estimates and should not be used to recast those figures as a current-year total.
What the figures can—and cannot—tell you
The figures answer a budget-accounting question: how much federal support EIA identified under its definitions and categories. EIA explicitly says, “In this report, we focus only on expenditures on subsidies, and we do not attempt to quantify the impact or evaluate the value of these subsidies.”

They do not show how much electricity generation was caused by subsidies, whether one technology received more support per kilowatt-hour, or the net economic or environmental value of the programs. The Government Accountability Office (GAO) also cautions that adding tax-expenditure estimates does not account for interactions among provisions or outlay effects from refundable credits. GAO reports that federal tax expenditures aided utility-scale electricity projects, particularly renewable ones, while noting that available effectiveness data are limited. See GAO-25-107704, published May 19, 2025.

- Time period and dollars: compare the same fiscal year and inflation-adjusted dollar basis.
- Types of support: establish whether the estimate includes tax expenditures, direct spending, R&D, and loan-guarantee subsidy costs—or only one category.
- Technology boundaries: check whether a figure covers electricity, fuels, or both, and whether fuels such as natural gas and petroleum are grouped together.
- Estimate type: distinguish historical expenditure estimates from forward-looking tax-expenditure projections, and do not combine figures from different agencies without explaining their methods.
