How Much Does an F-15 Cost? FY2025 F-15EX Budget Figure

The FY2025 U.S. Air Force budget estimates the F-15EX at $113.137 million per aircraft in gross/weapon-system unit cost, a measure that is not the same as flyaway cost or a universal F-15 price.

The U.S. Air Force’s FY2025 budget puts the gross/weapon-system unit cost of an F-15EX at $113.137 million. That is a budget estimate for a specific variant and cost measure—not a universal price for every F-15, nor a bare flyaway price.

What the $113.137 million figure covers

The figure comes from the Air Force’s FY2025 aircraft procurement budget exhibit, dated March 2024. It budgets for 18 F-15EX aircraft at a combined gross/weapon-system cost of $2,036.472 million, or $113.137 million per aircraft. That distinction matters: the exhibit’s notes caution that cost elements and procurement conditions vary from year to year. Advance procurement funding and changing requirements can affect gross weapon-system unit cost.

Why “F-15 price” can mean different things

Gross/weapon-system unit cost

The $113.137 million figure is the FY2025 budget’s gross/weapon-system unit cost. It should be quoted with that label rather than shortened to “the price of an F-15.”

Flyaway or aircraft-only cost

Flyaway cost is a narrower measure. The cited budget exhibit’s figure should not be relabeled as an aircraft-only or flyaway price.

Contract value divided by aircraft count

A contract headline may include more than aircraft. In 2020, Boeing announced a nearly $1.2 billion first-lot award for eight F-15EXs that also included support and one-time upfront engineering costs. Does the figure apply to every F-15?

No. The FY2025 figure is specifically for the F-15EX. Boeing describes the EX as an upgraded configuration with digital fly-by-wire controls, a modern mission system, open mission systems architecture and a two-seat layout. How to compare other F-15 cost claims

Before comparing published figures, align the variant, cost definition, fiscal year and dollar basis, procurement quantity and production lot, and what the amount includes. In particular, distinguish aircraft-only costs from figures that include support, engineering, spares or other items.

A later Boeing announcement reported a September 29, 2026 award of $2.38 billion for 22 additional F-15EX aircraft and said 120 aircraft were then under contract. The announcement does not itemize the award’s cost elements, so dividing $2.38 billion by 22 would not establish a directly comparable unit cost—and this later award is not the FY2025 budget estimate.
