GameSpot reported that The New York Times said Sandfall put the game’s budget at “less than $10 million.” This is a reported figure, not an independently audited or itemized budget. The available account does not specify its accounting boundary, so it cannot establish whether the amount includes every external production cost, marketing, localization, or other expense. How did Sandfall make a smaller budget work?
A small core team and external support
Sandfall co-founder and lead programmer Tom Guillermin described the core team as fewer than 30 people in an Unreal Engine interview. GameSpot’s report also describes a core team of about 30, outsourced battle animation in Korea, and outside marketing and localization support. These descriptions concern the core team and particular external contributions—not a complete count of everyone who worked on or supported the game.
Bounded scope and production tools
GameSpot says the team conserved resources by choosing a turn-based RPG rather than an open-world design. Guillermin discussed using Unreal Engine 5 and Blueprint visual scripting to help a small team create content and share access to game logic. Sandfall describes Expedition 33 as its first game, a single-player turn-based RPG for new-generation consoles and PC, published by Kepler Interactive; its official website provides the studio’s description.

The combat is turn-based but incorporates real-time dodging, parrying, and counters. Its premise follows an expedition trying to end a cycle in which the Paintress paints a cursed number each year, as Guillermin explained in the Unreal Engine interview.
Did a low budget cause the game’s success?
The reported figure alone cannot show that spending less caused the game’s reception. In an October 2025 interview, creative director Guillaume Broche reflected that limited resources can help narrow a game’s scope and distill its vision. He said that even with an unlimited budget, the team would not have made the game radically different or bigger. That is Broche’s view of the creative process, not proof that a smaller budget guarantees stronger results. AUTOMATON WEST published the interview on October 8, 2025.

Broche also told GameSpot, “Games like this are coming. We are lucky to be early.” The remark points to the possibility of more games with a similar approach; it does not establish how much they will cost to produce.

It is evidence that a successful, high-profile RPG can be made by a relatively small core team with a defined scope and outside contributions. It is not a reliable apples-to-apples comparison with another game’s budget unless both figures use the same accounting rules and distinguish internal staffing from external work, as well as development spending from marketing and other costs.
