Re:

How Much Can You Borrow With a HELOC or Home Equity Loan?

Your potential HELOC or home equity loan is based on the lender’s accepted home value, maximum combined LTV and the liens it counts—not a universal percentage. See the calculation, differences between products and questions to ask before applying.

There is no universal dollar maximum for a HELOC or home equity loan. A practical estimate is the lender’s maximum combined loan-to-value (CLTV) percentage multiplied by the home’s accepted appraised value, minus the balances the lender counts as senior liens. The result is only a starting point: the lender can reduce it or decline the application after reviewing your income, debts, credit, property and the product’s rules.

Estimated additional borrowing = (accepted appraised value × lender’s maximum CLTV) − counted senior mortgage and lien balances. Ask the lender exactly which CLTV limit applies, whether it counts a HELOC’s full committed line or only the amount drawn, and whether a separate product-dollar cap applies.

What actually determines how much you can borrow

Your home’s equity is not the same as the amount a lender will make available. Equity is the difference between the property’s value and the debt secured by it. Borrowing capacity is the smaller, lender-approved amount that remains after applying valuation, lien, product and borrower-underwriting rules.

The lender’s accepted property value

The calculation starts with a value the lender accepts, usually an appraisal or another valuation method it permits. An online estimate can help you plan, but it is not a substitute for the value used in underwriting. If the lender’s valuation is lower than your estimate, the maximum line or loan falls even if your mortgage balance has not changed.

The maximum combined LTV for that transaction

Loan-to-value (LTV) compares secured financing with the property’s appraised value. Combined LTV (CLTV) considers more than one lien, such as a first mortgage plus the proposed HELOC or home equity loan. The Consumer Financial Protection Bureau explains that lenders use LTV to determine how much a borrower can borrow and what interest rate to offer. Each lender sets its own limit by product, occupancy, property type, state and risk policy.

Existing mortgages and other liens

A senior mortgage reduces the room available for a new lien. So can other obligations secured by the property, depending on the lender’s lien-priority and calculation rules. Federal Reserve supervisory methodology includes senior liens when measuring LTV and uses the legally binding committed amount for a credit facility. That means a lender may count a HELOC’s entire approved commitment rather than only the balance you have drawn; ask for the institution’s consumer calculation before relying on an estimate.

Borrower and property underwriting

Passing an LTV calculation does not guarantee approval. The lender separately evaluates your financial profile and the property securing the debt. Its decision may produce a lower amount, different terms or no offer even when substantial equity appears to be available.

How to estimate your potential amount, step by step

  1. Get a realistic value range. Start with the valuation method the lender is likely to accept. Treat an informal estimate as a planning figure only.
  2. Ask for the applicable CLTV limit. Request the maximum percentage for the exact product, occupancy status and property type. Do not assume that a percentage advertised for another borrower or product applies to you.
  3. List every debt secured by the home. Include the first mortgage and any other liens the lender says it must count. Confirm whether the lender uses current payoff balances, recorded lien amounts or another figure.
  4. Clarify the HELOC convention. Ask whether the calculation uses the full legally binding line commitment, the drawn balance or a product-specific method. The answer can materially change the available amount.
  5. Apply the arithmetic. Multiply the accepted value by the lender’s CLTV percentage, then subtract the counted senior balances. This is an estimate, not an approval.
  6. Check the lender’s other limits. A product can have a dollar ceiling, minimum loan size, occupancy restriction or property-eligibility rule that overrides the arithmetic.
  7. Submit the full application for a decision. The final offer reflects verification of your finances, title, valuation and the lender’s current terms.

Illustrative calculation

Suppose a lender accepts a $500,000 appraised value and states that its maximum CLTV for your transaction is 80%. The secured-financing ceiling under that policy would be $400,000. If the lender counts a $300,000 first-mortgage balance and a $15,000 senior lien, the arithmetic leaves an estimated $85,000 before any product cap or underwriting adjustment:

($500,000 × 0.80) − ($300,000 + $15,000) = $85,000.

This example uses invented figures to show the method. It is not a typical limit, a quote or a prediction of what any lender will approve.

HELOC versus home equity loan: how the money is delivered

Comparison Home equity loan HELOC
Access to funds A specific amount is generally paid out as a lump sum. You receive an approved maximum line and can make repeated draws from available credit; amounts you repay generally replenish availability.
Rate structure The rate may be fixed or adjustable, depending on the lender and terms. The Consumer Financial Protection Bureau says HELOCs usually have adjustable rates.
Payment behavior Payments follow the loan’s stated balance, rate and repayment schedule. Payments vary with the outstanding balance, and an adjustable rate can change the payment as market conditions and the contract’s index or margin change.
Capacity calculation Depends on accepted value, existing liens, the lender’s limit and underwriting. Uses the same broad factors, but you must confirm whether the lender counts the full committed line or another amount.

Choose the structure that fits the purpose and cash-flow pattern rather than assuming one product always permits more borrowing. A lump-sum loan can match a known, one-time expense. A line can be useful when expenses occur in stages, but the available credit and payment can change as you draw, repay and experience rate adjustments.

Why “90%” is not a universal borrowing promise

Federal Reserve interagency guidance describes a supervisory high-LTV residential loan as one or more credits secured by an owner-occupied one- to four-family property at 90% or more of appraised value without specified appropriate credit support. That 90% threshold is a bank-supervision classification. It is not a national consumer entitlement, a guaranteed HELOC limit or evidence that a lender must lend up to 90%.

Online explanations often present 80%, 85% or 90% as if one percentage governs every borrower. Those figures can be a lender’s internal policy, a product advertisement, a state-specific restriction or a supervisory threshold. Unless the lender confirms the percentage for your transaction, treat any number as an example rather than a rule.

State and loan-type rules can change the result

Home-equity laws are not identical across the United States. The transaction’s state, lien structure and loan type can impose limits that are stricter than a lender’s general national policy.

Texas Section 50(a)(6) example

Fannie Mae’s Selling Guide dated March 4, 2026 states an 80% maximum LTV and CLTV for Texas Section 50(a)(6) loans. The same guide says subordinate HELOC financing is not permitted under that section. This is a Texas-specific example for the specified loan category, not a nationwide cap and not a rule for every Texas home-equity transaction. If your property is in Texas, ask whether the contemplated loan is governed by Section 50(a)(6) and have the lender explain the applicable structure before you rely on a calculation.

Questions to ask a lender before comparing offers

  • What appraised or otherwise accepted property value will you use?
  • What is the maximum LTV or CLTV for my occupancy, property type, state and product?
  • Which mortgages, liens and other secured obligations must be included?
  • Do you use payoff balances, recorded amounts or another lien value?
  • For a HELOC, do you count the full committed line or only the drawn balance?
  • Is there a separate dollar maximum or minimum that limits the formula?
  • What borrower-income, debt, credit and documentation requirements could reduce the amount?
  • Are there property, title, insurance or occupancy conditions that could make the loan unavailable?
  • Is the rate fixed or adjustable, and how can the payment change?
  • What fees and draw, repayment or conversion terms apply?

Ask for the answers in writing or in the lender’s disclosures so you can compare offers using the same assumptions. A higher nominal limit is not automatically better if the rate, payment behavior, fees or restrictions make the debt unsuitable.

How rates and payments affect the practical amount

Capacity and affordability are separate tests. A lender may approve a line based on CLTV but set a lower amount after considering whether the expected payment fits your finances. The CFPB notes that higher LTV generally represents greater risk and usually corresponds to a higher offered interest rate.

With a home equity loan, the rate can be fixed or adjustable, so read the contract rather than inferring the structure from the product name. With a HELOC, the rate is usually adjustable and the payment changes with the balance outstanding. Drawing the full line can therefore create a much larger payment than maintaining a small balance, while a rate change can raise the payment even if you make no new draw.

Common reasons the approved amount is lower than your estimate

  • Lower valuation: The lender’s appraisal or accepted valuation is below your planning figure.
  • Stricter CLTV: The lender applies a lower limit for your property, occupancy, state or risk profile.
  • Additional liens: A lien or secured obligation you did not include must be counted.
  • Commitment treatment: The lender counts the full HELOC commitment rather than the amount already drawn.
  • Product ceiling: A separate dollar cap is below the amount produced by the percentage calculation.
  • Underwriting result: Verification of your finances or the property leads to a smaller offer or a decline.
  • Legal or structural restriction: State law or the transaction type limits the lien or prohibits the proposed structure.

When adding home-secured debt may be the wrong move

A HELOC or home equity loan places your home behind the debt. Before applying, test the payment against a higher-rate scenario if the product is adjustable and consider what happens if your income falls or the balance remains outstanding longer than planned. Do not treat the calculated equity as cash you are entitled to receive.

The CFPB recommends shopping around. If you are already having trouble paying your mortgage, consult a housing counselor before adding another home-secured obligation. A counselor can help you evaluate whether new borrowing addresses the problem or increases the risk to your housing.

A concise decision checklist

  • Use a lender-accepted value, not only an online estimate.
  • Calculate with the lender’s stated CLTV and lien-counting method.
  • Confirm whether a HELOC commitment is counted in full.
  • Separate the maximum theoretical amount from the amount your budget can safely repay.
  • Compare lump-sum and revolving access, fixed versus adjustable rates, payment changes and fees.
  • Check state-specific and loan-type restrictions, especially for Texas Section 50(a)(6) transactions.
  • Obtain a formal offer before making plans that depend on the money.

The reliable answer to “How much can I borrow?” is therefore lender-specific: accepted value multiplied by the applicable CLTV limit, less every lien the lender counts, then reduced if product rules or underwriting require it. Use the formula to prepare questions, not to assume approval.
