Mortgage lenders may review credit data from Equifax, Experian, and TransUnion, but they do not simply average three scores. For Fannie Mae loans, a representative score is generally the borrower’s lower score when two are available, or the middle score when three are available; for multiple borrowers, the loan-level representative score is generally the lowest applicable borrower score. The exact model and calculation depend on the loan program, underwriting path, and lender. Ask which rules apply to your application.
Why a mortgage application can show several different scores
Credit information is kept in separate files by the nationwide credit repositories Equifax, Experian, and TransUnion. Their records may differ because an account, balance, payment history, or inquiry may appear at one repository and not another, or may be updated at different times.

A lender can obtain a merged mortgage credit report drawing on bureau in-file reports. “Tri-merge” describes a report that requests information from all three repositories; it does not mean the lender averages three scores. Fannie Mae requires a three-in-file merged report in the applicable process, subject to specified exceptions when information is unavailable or frozen. The report’s contents can therefore be narrower than the three-repository label suggests. See Fannie Mae’s credit-report requirements and FHFA’s credit-score policy.
Different numbers may also reflect different scoring models. A score shown by a consumer credit app may use a different model or report data than the score ordered for a mortgage application. The familiar number is useful context, but it does not establish which score model, report, or aggregation rule the lender will use for approval or pricing.

It helps to separate three things that can all be called a “credit score”: the model that calculates a score, the credit-file information supplied to that model, and the rule that selects a score for a particular underwriting or pricing purpose. Two displayed numbers can differ because one or more of those inputs differs. A change in score does not, by itself, tell you whether the lender has changed your underlying credit history, used another model, or applied a different selection rule.
A three-in-file report is about the repositories requested, not a guarantee that every repository supplied a complete file or that each file contains identical information. Fannie Mae’s report requirements describe an automated merged report that combines bureau in-file reports and generally contains data from three repositories, with specified exceptions when information is unavailable or frozen. Ask whether a missing or frozen file affected your report rather than assuming the “tri-merge” label means all three files contributed the same information.
How Fannie Mae calculates a representative score
For Fannie Mae’s general representative-score calculation, first determine the applicable score for each borrower. If only two scores are available for one borrower, use the lower. If three are available, use the middle score. With multiple borrowers, use the lowest applicable borrower score as the loan’s representative score. If a borrower has no score, Fannie Mae says to base the loan representative score on the scores of the other borrowers. The details are in the Fannie Mae Selling Guide’s general credit-score requirements.

|---|---|
| One borrower, two scores | Use the lower score. |
| One borrower, three scores | Use the middle score. |
| More than one borrower | Determine each borrower’s applicable score, then use the lowest applicable borrower score for the loan. |
| One borrower has no score | Base the loan representative score on the other borrower or borrowers’ scores. |
Example: if one borrower has scores of 671, 704, and 729, the middle score is 704. If a co-borrower’s applicable score is 681, the loan-level representative score is generally 681—not the average of 704 and 681 and not the higher borrower’s score.
For another simple example, suppose one borrower has two available scores, 688 and 713. Under this general Fannie Mae rule, the applicable score is 688, the lower of the two. If three scores are available—say, 662, 688, and 713—the applicable score is 688, the middle value. The highest score does not become representative merely because it is the most favorable number.
For a joint application, the calculation happens in stages. First select each borrower’s applicable score using that borrower’s available scores. Then, for the general representative-score rule, select the lowest applicable borrower score for the loan. For example, if borrower A’s selected score is 704 and borrower B’s is 681, the loan-level representative score is 681. It is not the average of the two selected scores, and it is not the score of the borrower with the stronger file. This can make a co-borrower’s score consequential even when the other applicant has a higher number.
If one borrower has no score, do not automatically treat the absent number as zero or assume that the loan-level result is calculated by averaging in a missing value. Fannie Mae’s guide says to base the loan representative score on the other borrowers’ scores. The applicable path and other eligibility requirements still matter, so the lender should explain how it is handling the no-score borrower in this particular application.

Do not confuse a representative score with a manual-underwriting average
Some manually underwritten Fannie Mae transactions use a different calculation for deciding whether a minimum-score requirement is met: the average of each borrower’s median score. That is a specific minimum-score test, not the general representative-score rule and not a universal pricing formula.

Fannie Mae’s example uses median scores of 605 and 693 for two borrowers. Their average is 649 for the applicable manual-underwriting minimum-score test, while the representative score remains 605. The two figures answer different questions; a lender should identify whether it is discussing a representative score or the manual-underwriting test.
This distinction matters when a lender quotes a number that appears higher than the loan’s representative score. The average-median figure may be relevant to a particular manual-underwriting minimum-score determination, while the representative score is calculated separately. The calculation should not be carried over to automated underwriting, every loan program, or pricing without confirmation that the specific rule applies.
When asking about a manual review, request the purpose of the calculation in plain language: “Is this number the representative score, or the average of the borrowers’ median scores for a minimum-score test?” That question can prevent confusion between a value used to test one eligibility condition and the figure used for another requirement or pricing decision.

What changes under the current Fannie Mae and Freddie Mac score-model policy
FHFA’s policy, last updated October 2, 2026, permits eligible lenders to choose Classic FICO or VantageScore 4.0 for each loan delivered to Fannie Mae or Freddie Mac under an interim Enterprise transition. The borrowers on any one loan must all be evaluated using the same model, though the lender may select a model loan by loan. Classic FICO remains eligible, and FHFA has announced no retirement date for it. FHFA’s policy page describes current eligibility and transition details.
This is a limited rollout, not a universal change. FHFA began accepting VantageScore 4.0 from approved lenders on April 22, 2026; lenders outside the rollout continue using Classic FICO. Fannie Mae says approved lenders may elect VantageScore 4.0 through a three-in-file merged report for eligible loans delivered to it. FICO 10T has been approved for planned future use but is not currently eligible for Enterprise loan delivery; FHFA says it will provide timing later.
Changing the eligible score model did not initially replace the Enterprises’ credit-report requirements. Fannie Mae’s applicable Desktop Underwriter process still uses a three-in-file merged report, subject to repository availability and specified report conditions. A proposed or previously planned bi-merge transition should not be treated as already universal. Fannie Mae’s credit-score initiative page sets out its current program information.
In practical terms, the transition has two separate dimensions: which scoring model an eligible lender selects, and what credit-report inputs are required. The existence of an additional model option does not mean every lender can use it, every loan is eligible, or that the report requirement has changed. The lender may select a model loan by loan, but the borrowers on a particular loan must use the same model. A borrower should therefore ask both which model is in use and whether the loan is being delivered through the Enterprise path covered by the interim policy.

FHFA has not supplied a date for that future use in the reviewed policy. Likewise, Classic FICO remains eligible and has no announced retirement date. Older articles that describe only a planned transition or that treat a proposed bi-merge process as universal may not reflect the current interim status.

What the score does—and does not—tell the lender
A score can matter for eligibility requirements and pricing, but it is not the whole credit review. Fannie Mae says Desktop Underwriter (DU) assesses creditworthiness from credit-report data and does not treat scores as an integral part of DU’s own risk assessment. That does not mean scores are irrelevant: other requirements and pricing decisions may use them. The key distinction is between DU’s automated assessment of report data and other uses of a score under the applicable loan rules. See Fannie Mae’s report requirements.
Approval, pricing, and automated underwriting are related but separate questions. A loan’s score model, report inputs, borrower aggregation, underwriting path, and delivery channel can all affect how a number is used. A lender should be able to tell you which purpose a score is serving rather than referring to “your mortgage score” as though there were one universal figure.
For a borrower, the practical implication is not that a score can be ignored. Rather, do not assume a score alone explains an underwriting result. In the Fannie Mae DU context, creditworthiness is assessed from report data; scores may still matter for other eligibility conditions or pricing. The report may contain information that a single score does not summarize, and the score calculation and score-selection rules remain distinct from DU’s automated assessment.

The answer may be different for each number, even though all are discussed as “the score.”
How widely VantageScore 4.0 is being used
In September 2026, 37% of conventional applications created in Fannie Mae’s Desktop Underwriter included a VantageScore 4.0 score, according to Fannie Mae. This figure describes that specific Fannie Mae application set for that month; it is not the share of all lenders, U.S. mortgages, or mortgage applications nationwide. Fannie Mae publishes the figure on its credit-score initiative page.
In the April 22, 2026 announcement, HUD Secretary Scott Turner described the rationale for embracing additional predictive models as a step toward expanding access to homeownership, particularly for creditworthy borrowers potentially overlooked under older systems. That is the stated policy rationale, not evidence that a particular borrower will qualify or a quantified result for access to credit. The announcement also discussed FHA: FHA is a distinct channel, and its eligible-model announcement should not be mistaken for the Enterprise delivery rules. Read the FHFA announcement for the agency-specific distinction.
The 37% figure is useful as a dated indication of adoption in one defined application set, not as a prediction of which model your lender will use. The denominator is conventional applications created in Fannie Mae’s DU in September 2026. It does not measure all mortgage applications, all loans delivered to Fannie Mae or Freddie Mac, or every lender’s model choices. FHFA describes a limited rollout, and approved-lender participation is part of the context. Avoid turning the figure into a general market share or a promise that VantageScore 4.0 is available on an individual file.
The policy announcement also mentioned FHA’s separate use of VantageScore 4.0 and FICO 10T as eligible models for FHA-insured underwriting. That announcement is specific to the FHA channel; it does not make FICO 10T currently eligible for Enterprise loan delivery. FHA, VA, USDA, Fannie Mae, Freddie Mac, and other lender or investor channels should not be collapsed into one set of credit-score rules. Confirm the program and delivery channel on the specific loan.

What to ask your lender when scores do not match
- Which score model is being used for my application: Classic FICO or VantageScore 4.0?
- Is this loan eligible for the model you selected, and is the lender participating in the relevant rollout?
- Is the application going through Desktop Underwriter or manual underwriting?
- How are the scores for all borrowers being combined, and which figure is the representative score?
- Are any bureau files frozen or unavailable, and do I need to unfreeze a file or update information?
- Is the score you are quoting being used for eligibility, pricing, or another purpose?
- Do these rules apply to my specific program, investor, and delivery channel?
These questions help separate three issues that are easy to conflate: which data the report contains, which score model produced the numbers, and which underwriting or pricing rule uses a score. If an application is not a Fannie Mae or Freddie Mac Enterprise loan, do not assume the Enterprise formula applies. FHA, VA, USDA, and other lender or investor channels can have distinct rules; confirm the specific path with the lender.
If scores differ from what you expected, start by asking what report and model produced the lender’s number, rather than assuming one source is wrong. You can then ask whether all three repository files were available, whether any were frozen, which borrower-level score was selected, and how the loan-level figure was derived. If there is a missing or frozen file, ask what documentation or report update is needed. Your lender or the applicable program can explain the correction process for your application; it may differ by lender or program.
For a joint application, request the calculation for each borrower as well as the final loan-level representative score. That makes it easier to see whether the lender has applied the lower-of-two or middle-of-three rule to each borrower before selecting the lowest applicable borrower score. If the application is manually underwritten, also clarify whether a separate average-median calculation is being used for a minimum-score test. Those steps help distinguish a calculation issue from a difference in model or report data.

Fannie Mae’s Selling Guide is a primary source for Fannie Mae deliveries, and FHFA’s interim model policy concerns Fannie Mae and Freddie Mac Enterprise deliveries. Neither source establishes that every mortgage lender or government-backed program follows precisely the same rule. Scores and policy can change as the transition proceeds, so for current model eligibility, report requirements, minimum scores, or pricing, check with the lender and the relevant agency or Enterprise guide.
What not to assume
- Do not assume the three scores are averaged. Under the general Fannie Mae representative-score method, one borrower’s two scores are handled by taking the lower, and three scores by taking the middle. Multiple borrowers are then combined by taking the lowest applicable borrower score.
- Do not assume the highest number controls. The highest score shown in an app or report is not necessarily the score selected for the loan’s representative score.
- Do not assume every lender can use VantageScore 4.0. FHFA describes a limited rollout for eligible lenders and eligible Enterprise deliveries; lenders outside the rollout continue using Classic FICO.
- Do not assume the model transition means a new report format is already universal. The policy initially retained current Enterprise report requirements, including Fannie Mae’s applicable three-in-file merged-report process.
- Do not treat a manual-underwriting average as the representative score. The average of borrower median scores can apply to a specific minimum-score test, while the representative score remains a separate calculation.
- Do not apply Enterprise rules automatically to another loan channel. Confirm the actual program, investor, lender, underwriting path, and delivery rules for the file in question.
There is no single consumer-facing score that can answer all these questions by itself. To understand a lender’s result, get the model, report availability, borrower-level calculations, loan-level representative score, underwriting path, and intended use of the number. That is more reliable than comparing a mortgage figure with a familiar app score without knowing what each represents.
Frequently Asked Questions
Do mortgage lenders average scores from Equifax, Experian, and TransUnion?
Not under Fannie Mae’s general representative-score rules. For one borrower with two scores, the lower is used; with three, the middle is used. For multiple borrowers, the lowest applicable borrower score is generally the loan-level representative score. Other programs may have different rules.
Which credit score does a mortgage lender use if I have three?
For the general Fannie Mae representative-score calculation, the middle of the three scores is used for an individual borrower. The exact model and method depend on the loan program and lender.
What happens if co-borrowers have different credit scores?
Under Fannie Mae’s general rule, the lender first determines each borrower’s applicable score, then uses the lowest applicable borrower score as the loan’s representative score. Certain manually underwritten transactions use an average of borrower median scores for a specific minimum-score test, which is a separate calculation.

Can my mortgage score differ from the score in a credit app?
Yes. A consumer-facing score may use a different scoring model or report data than the score ordered for a mortgage application. Ask the lender which model, credit report, and score-selection rule apply to your loan.
Are mortgage lenders using VantageScore 4.0 now?
FHFA’s interim policy permits eligible lenders in a limited rollout to choose Classic FICO or VantageScore 4.0 for eligible Fannie Mae or Freddie Mac deliveries. FHFA began accepting VantageScore 4.0 from approved lenders on April 22, 2026. Lenders outside the rollout continue using Classic FICO, and all borrowers on one loan must use the same model.
Is FICO 10T currently accepted for Fannie Mae and Freddie Mac loans?
FHFA has approved FICO 10T for planned future use, but it is not currently eligible for Enterprise loan delivery. FHFA says it will provide timing later. Classic FICO remains eligible, with no retirement date announced.
Does VantageScore 4.0 mean lenders no longer need a three-bureau report?
No. The model transition initially retained current Enterprise credit-report requirements. Fannie Mae’s applicable Desktop Underwriter process still uses a three-in-file merged report, subject to repository availability and specified report conditions.
Does a credit score alone determine mortgage approval?
No. In Fannie Mae’s Desktop Underwriter process, DU assesses creditworthiness from credit-report data and does not treat scores as an integral part of its own risk assessment. Scores can still matter for other eligibility requirements and pricing. Ask what purpose a quoted score serves.
Do these score rules also apply to FHA, VA, or USDA loans?
Do not assume so. Fannie Mae and Freddie Mac Enterprise rules differ from FHA, VA, USDA, and other channels, which can have distinct requirements. Ask the lender which program and underwriting rules apply to your loan.
The Bottom Line
Multiple mortgage scores are not simply averaged. Under Fannie Mae’s general rule, one borrower’s applicable score is the lower of two or the middle of three; for multiple borrowers, the lowest applicable score is generally the loan-level representative score. Manual-underwriting minimum-score tests and other loan channels can use different rules. Ask your lender which report, model, calculation, underwriting path, and loan program apply to your application.
