Before deployment, define what it may access and do, what it must never do, who is accountable, when a person must review its work, and how the lender will detect and contain failures. Then test the configured agent on representative mortgage cases, adversarial inputs, and realistic handoffs; approve only a defined version and use; and monitor it for errors, changes, and borrower impact.
Start with the workflow, not the model
The risk of an agent depends on the work it is allowed to perform and the consequences of an error. An agent that summarizes public mortgage guidance has a different risk profile from one that collects borrower documents, changes loan terms, recommends an underwriting outcome, sends a decision notice, or starts a collateral-valuation process. A capable model can still be unsafe in a workflow if it has excessive access, unclear authority, or a handoff that no one meaningfully reviews.

Treat the deployed system as the combination of its model, prompts and configuration, tools, data access, user interface, connected systems, human procedures, and vendor services. Evaluate the exact configuration the lender intends to use. A generic benchmark score or a successful demonstration does not establish that the system can perform a mortgage task reliably or safely in the lender’s environment.
For each proposed use, create a concise record that captures:

Map the use to the actual origination process rather than to an abstract AI category. The CFPB’s mortgage origination examination procedures, updated December 22, 2021, cover areas including business models, marketing, originators, loan disclosures and terms, appraisals, and underwriting. They can help teams identify which workflow records and controls to examine; check the CFPB page for later revisions before relying on it.
Set an explicit boundary on what the agent can do
Translate the use case into an action matrix before testing. For every action, state whether the agent may do it independently, may propose it only for a named person’s approval, or must never do it. Examples include reading a document, extracting a field, updating a record, sending a message, changing a loan term, recommending an outcome, and initiating a valuation workflow. The matrix should identify the approving role and the evidence that person will see—not merely say that a human is “in the loop.”
Limit permissions, tools, data, and system access to what the approved task requires. A person’s review is a real control only when the reviewer can understand the agent’s evidence and uncertainty, has authority to reject or correct its output, and can stop an action before it affects a borrower or a consequential record. Decide in advance what happens when the record is incomplete, instructions conflict, confidence is inadequate, or a request falls outside the approved scope: the agent should stop, preserve the relevant context, and route the case to an accountable person.
Test the boundary under pressure, not only with ordinary prompts. Include attempts to make the agent follow instructions hidden in an uploaded document, disclose information it should not reveal, misuse a connected tool, bypass an approval, or act on a request outside its authority. Check for “confused deputy” failures, in which the agent uses a legitimate permission for an unauthorized purpose. Keep a human-readable record of what it did and why, including the information or instructions that led to the action.

Build a mortgage-specific test set
Use appropriately protected cases that resemble the lender’s actual workflow, products, documents, users, and borrower circumstances. Assemble cases with mortgage-domain, compliance and fair-lending, security, operations, and consumer-experience reviewers. Record where test data came from, protect borrower information in test environments, and make sure the team is permitted to use the data for that purpose.
Coverage matters as much as case count. Include routine cases and cases involving:
- Incomplete, conflicting, low-quality, or unusual documents and inputs.
- Valid but uncommon borrower circumstances, exceptions, and different workflow stages.
- Instructions that conflict with policy, changes in policy, and cases outside the intended use.
- Known failure modes, uncertain facts, and circumstances where the correct action is to stop or escalate.
For each case, specify the expected result and unacceptable results before running the agent. That prevents a plausible-sounding answer from being judged successful after the fact. Assess at least the following dimensions:

|---|---|
| Correctness and completeness | Did the agent reach the expected result, identify all material information, and avoid omitting a required step? |
| Evidence fidelity | Can a reviewer trace statements to the supplied record or an authorized source, or did the system invent or overstate support? |
| Consistency | Does it handle materially similar cases consistently, while responding appropriately to meaningful differences? |
| Authority and access | Did it stay within its permissions, refrain from prohibited actions, and wait for approval where required? |
| Escalation and recovery | Did it stop when information or authority was insufficient, send the issue to the right person, and leave the task in a recoverable state? |
| Human review | Could the intended reviewer notice and correct an error using the evidence, uncertainty, and context the interface presents? |
| Consumer explanation | For credit-related or consumer-facing uses, does the explanation accurately reflect the actual basis for the action? |
Do not treat a high aggregate score as proof that the system is fair or reliable. Report results by relevant workflow and, where lawful and methodologically appropriate, by population. Investigate disparities and failure patterns rather than masking them in an overall average. Keep the test cases, expected outcomes, agent outputs, reviewer decisions, and analysis so the approval can be reconstructed.

Red-team the system and test the people around it
Run structured exercises using the actual roles that will rely on or supervise the agent. Present realistic misuse and abuse scenarios: hostile or malformed documents, conflicting instructions, social-engineering requests, attempts to extract data, and requests that probe tool boundaries. Exercise ordinary workflow stress as well as deliberate attacks, including cases where the agent is unavailable or returns a confident but incorrect answer.
Observe whether users recognize uncertainty and errors, challenge recommendations when appropriate, use the approval controls correctly, and complete the work safely without the agent. If an interface makes uncertain output look definitive, or staff routinely accept recommendations without examining evidence, the deployment risk is not captured by model performance alone. NIST cautions that generic or anecdotal tests may not reflect the context in which a system will be deployed. Its voluntary AI Risk Management Framework: Generative Artificial Intelligence Profile (NIST AI 600-1), published in July 2024, calls for iterative, documented testing, evaluation, validation, and verification (TEVV), and notes that available pre-deployment methods may be inadequate or mismatched to real use.
Test consumer explanations and valuation controls where they apply
Credit decisions and adverse-action reasons
If an agent contributes to a credit decision or a consumer-facing explanation, test the explanation path separately from the internal recommendation. The explanation should match the actual basis for the action; a broad category, generic checklist, or plausible reason is not enough if it does not describe what actually happened. In a September 19, 2023 release, the CFPB said creditors must give specific and accurate reasons for adverse actions even when complex algorithms or black-box models are involved. The agency’s examples are not an exhaustive safe harbor when they fail to explain the actual decision. CFPB Director Rohit Chopra stated, “Creditors must be able to specifically explain their reasons for denial. There is no special exemption for artificial intelligence.” Read the CFPB release on credit denials and artificial intelligence; the page was modified June 25, 2026.
Automated valuation models
When an agent touches an automated valuation model (AVM), first determine whether the activity falls within the rule’s covered uses. The interagency AVM quality-control rule concerns specified transactions involving AVMs used to determine the collateral value of a principal dwelling. For covered uses, required policies and controls address a high level of confidence in estimates, protection against data manipulation, conflicts of interest, random sample testing and reviews, and applicable nondiscrimination law. These are AVM-specific controls, not a blanket rule for every AI agent or mortgage workflow. Review the CFPB’s AVM quality-control rule page, last modified August 7, 2024, and confirm current applicability and effective status before relying on it.

Validate vendor evidence instead of relying on assurances
Ask the provider for evidence that relates to the proposed system and use, not just a general product description. A vendor’s test results can inform the lender’s review, but they do not substitute for testing the lender’s configuration, workflows, and controls. Establish which claims the lender can independently verify and document where limited visibility prevents direct inspection.
| Ask about | Evidence or terms to examine |
|---|---|
| System and evaluation | Model and system documentation, test methods and results, case coverage, known limitations, and the basis for performance claims. |
| Data | Data sources and provenance, use of lender or borrower data for training, retention and deletion, and protections for data in test and production environments. |
| Security and dependencies | Security documentation, incident history and reporting commitments, subcontractors, and relevant third-party components; consider assurance reports and software bills of materials where appropriate. |
| Operations and auditability | Release and change notices, available logs, service-level commitments, access to records needed for review, and support for incident investigation. |
| Exit and continuity | How data will be returned or deleted, how the lender can transition away, and what happens to the workflow if the service becomes unavailable. |
For each evidence gap, record the risk, any compensating control, the responsible owner, and whether the gap blocks approval. A vendor attestation is not independent validation. If the lender cannot inspect or reproduce a claim, that limitation should shape the permitted use, monitoring, and approval conditions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Pilot with limits, then monitor the same risks
Where feasible, begin outside production or in a shadow setting where the agent’s output does not control a live borrower outcome. Move to a bounded pilot only after defining exposure limits and requiring human approval for consequential actions. Set go/no-go thresholds before examining pilot results. The thresholds should reflect the use case and cover task quality, exception and escalation rates, unauthorized actions, consumer impact, fair-lending review, security findings, and the ability to continue operations if the agent fails.
Approval should identify the exact system version and configuration, permitted workflow, accountable owner, monitoring owner, review date, and conditions that require suspension. Keep a tested rollback and fallback procedure so people can return to an established process without depending on the agent.

After launch, monitor against the pre-deployment baseline. Track errors and near misses, human overrides, complaints, escalations, drift, access events, changes in workflow or data, and affected outcomes. Re-evaluate after a provider changes the model, tools, prompts, data source, permissions, or user interface, and when lending policy or regulation changes. For incidents, have a process to contain the problem, identify its cause, remediate it, and assess whether borrowers were affected. These controls make approval an ongoing decision rather than a one-time sign-off.
Use regulatory guidance in its proper scope
Not every relevant document is a direct rule for an AI agent. The OCC’s April 17, 2026 revised interagency model risk guidance discusses model development and use, testing, validation and monitoring, governance and controls, and third-party products. It explicitly excludes generative and agentic AI from its scope, and says the guidance is not prescriptive or enforceable. It can provide risk-management context—particularly for conventional quantitative models and model-risk governance—but should not be described as directly governing agentic AI. See OCC Bulletin 2026-13.
NIST AI 600-1 is a voluntary, cross-sector framework rather than a mortgage-specific legal requirement. Its relevance is practical: it emphasizes governance, content provenance, pre-deployment testing, incident disclosure, human review, and third-party diligence for generative AI. The CFPB materials on adverse-action explanations and the interagency AVM rule address narrower obligations that can apply whether or not AI is involved. Keep those distinctions clear when assigning controls and determining which requirements apply to a specific deployment.

When evaluating two or more agents or vendors, use the same use case, configuration assumptions, and test set. A comparison is meaningful only when the lender can see how the result was produced, which cases were covered, what thresholds were used, and what limitations remain. Compare the dimensions that matter to the workflow:
- Task accuracy, completeness, unsupported output, and consistency.
- Fidelity of adverse-action explanations, when relevant.
- Escalation behavior, approval controls, permissions, and tool boundaries.
- Fairness and population-level outcomes, privacy, data retention, security, and resilience.
- Monitoring, incident response, auditability, vendor transparency, and change control.
- Integration and deployment burden, total cost, and portability when exiting.
Do not rank providers from marketing claims or one aggregate benchmark. Preserve the methodology and results, and make explicit where scores are not directly comparable. The approval decision should be tied to the defined lending use—not to a vendor’s general reputation or a model’s performance on unrelated tasks.
