Its stablecoin rules apply to issuers and offers or admissions to trading; separate rules and provider decisions affect exchange services, custody and transfers. Circle’s USDC has an identified EU issuer, Circle France, while the materials available here do not establish an equivalent MiCA issuer status for USDT. That difference can affect where each token is offered, but it does not mean every USDT holder must sell or that every transfer is banned.
What MiCA changes—and what it does not
The EU’s Markets in Crypto-Assets Regulation (MiCA) entered into force in June 2023. For dollar-referenced stablecoins such as USDC and USDT, the relevant category is generally an e-money token (EMT): a crypto-asset that seeks to maintain a stable value by referencing one official currency. The rules distinguish the token’s issuer from the crypto-asset service provider (CASP)—for example, an exchange or custodian—that serves you.
Under the European Commission’s MiCA Q&A published by ESMA, the relevant rules for EMT and asset-referenced token (ART) issuers applied from 30 June 2024. Issuers of such tokens offered to the public or admitted to trading in the EU need the applicable authorisation, subject to specified transitional provisions. This issuer rule is not the same as authorisation for an exchange, custody or transfer service.
USDC: an identified EU issuer
Circle’s MiCA white paper, published on 10 July 2026, identifies Circle Internet Financial Europe SAS, trading as Circle France, as the EEA issuer of USDC as an EMT. It gives 1 July 2024 as the start date for the public offer or admission to trading. The white paper also says Circle France obtained an AMF CASP licence on 24 April 2026 for custody and administration, and transfer services relating to tokens it issues. These are distinct facts: issuer status does not establish that every third-party platform is authorised or offers USDC.

USDT: do not infer a universal ban
The sources cited here do not establish an equivalent EU issuer authorisation for USDT. ESMA’s January 2025 statement set expectations for CASPs dealing in ARTs and EMTs that were not compliant with MiCA, and ESMA’s 2025 risk report said prominent EU exchanges delisted USDT after that guidance. Those developments show that access can change, but they do not prove that every provider has the same restrictions today or that every EU holder must sell.
Buying or trading USDC and USDT
Whether you can buy a token depends on the provider, the service it offers, your country and the token’s status—not just on whether you live in the EU. A platform may stop offering a buy or trading pair while still permitting some other activity, such as withdrawals or custody. Check the provider’s terms for your country and account before placing an order; listings and supported services can differ between providers.

ESMA’s Q&A on exchange services says that when a client buys a crypto-asset, the CASP must transfer the purchased crypto-asset to the client. A service that only pays the client the corresponding fiat value is not an allowed substitute for delivery under that exchange service. This does not mean a provider must list USDC or USDT, support every blockchain network, or offer withdrawals through every route.
Holding: exchange custody and self-custody are different
Holding a balance with an exchange means the provider controls the custody arrangement; holding tokens in a self-custody wallet means you control the wallet’s keys. MiCA’s stablecoin issuer rules do not by themselves answer whether a particular provider will keep an asset available in its interface or continue to offer all account functions.

In its January 2025 statement, ESMA said mere custody and transfer of non-MiCA-compliant ARTs and EMTs should remain possible, while clients should be clearly told about restrictions and potentially worse execution conditions. It also contemplated a longer sell-only period so investors could liquidate or convert positions. The statement did not promise that each provider would retain every service indefinitely or support every token and network.
Transferring USDC or USDT to a wallet
MiCA’s treatment of custody and transfer should not be confused with a guarantee that a specific exchange will let you withdraw a specific token on a specific network. Check both the withdrawal and deposit requirements before sending funds: the token and network must match on both sides, and the receiving wallet must support them.

- Confirm the provider supports withdrawals for the exact token and network you intend to use.
- Check whether the provider has limits, fees, account eligibility rules or restrictions for your country.
- Verify that the receiving wallet supports the same asset on that network. A hardware wallet is optional; confirm compatibility for the exact device, token and blockchain before transferring.
- If you are moving between platforms, confirm the destination accepts deposits on the same network. A transfer sent on an unsupported network may not arrive as expected.
A general expectation that custody and transfer remain possible is not a promise of a particular withdrawal route, and a token’s issuer status does not verify an exchange’s support for it.

For an EMT, the joint European Supervisory Authorities’ consumer factsheet says the holder has a right to redeem at full face value in the official currency the token references. That is an issuer-redemption right; it is not the same as selling tokens for cash on an exchange, and practical access depends on the issuer’s process and the holder’s eligibility.

Circle’s current redemption policy describes its EU/EEA framework for USDC and EURC. Read the issuer’s terms for eligibility and procedure before relying on direct redemption. Do not assume that an exchange listing, wallet balance or right to redeem means you can obtain cash instantly through any provider.
How to check your position in the EU
- Identify the activity. Decide whether you need to buy, trade, keep tokens in provider custody, transfer to a wallet or redeem with the issuer. Availability for one activity does not settle the others.
- Check the issuer and token. Consult ESMA’s interim MiCA register for EMT issuers, CASPs and entities identified as non-compliant. ESMA reported that the register was last updated on 24 September 2026. The register’s white papers are not reviewed or approved by competent authorities; responsibility for them remains with the issuer or offeror.
- Check the provider’s country-specific terms. Confirm it serves your country and supports the precise token and service you need. For a transfer, confirm the withdrawal network and the receiving wallet’s matching deposit support.
- Check redemption separately. If your plan depends on redeeming with the issuer rather than selling to another market participant, review the issuer’s policy and your eligibility.
What the EU market changes show
ESMA’s 2025 risk report described USDT as the market leader at that time and said its share declined from 65% to 61% over the period measured in the report. The same report put euro-denominated stablecoin trading volume at EUR 426 million in June 2025—more than double a year earlier, but 0.1% of stablecoin trading volume. These are dated figures, not current market estimates. They illustrate that the market was changing while euro-denominated stablecoin trading remained a small share of the total; they do not tell you which provider supports a token today.
