That figure is the closest official answer to “how many fish farms,” but it counts sites—not companies, licences, or locations known to have fish in them on a particular day. The latest published value should be read from the Directorate’s spreadsheet for the 2025 reference year; its statistics page confirms the series but does not display the spreadsheet’s 2025 total.
What does Norway’s official count include?
The Directorate’s Comprehensive Statistics on Norwegian Aquaculture lists a series called “Total number of sites in sea water 2006–2025.” Its unit is seawater aquaculture sites. It should not be described as a count of every fish-farming business or every approved aquaculture location in Norway.
The statistics portal also publishes separate series for licences and companies with production. Those measures answer different questions: a company may operate multiple sites, and a site count is not a count of permit holders. The portal’s listed series include total licences and companies with production through 2025, alongside the seawater-site series.
Why “fish farms” can mean different things
Norway’s aquaculture statistics cover more than finfish. The Directorate’s statistical scope includes molluscs, crustaceans, echinoderms, and algae; algae have been included since 2015. Its definition of aquaculture concerns controlled farming of aquatic organisms, including intervention such as stocking, feeding, or protection from predators, together with ownership or contractual rights over the stock.

The Directorate’s methodology for aquaculture statistics identifies the basic statistical units as companies or individual permit holders. Its published population comprises active commercial, research, education, and development licences with production at any time during the reference year. Reference years are calendar years. So a count of seawater sites and a count of licences with production are not interchangeable, and neither necessarily means “salmon farms.”
Does every mapped locality have fish in it?
No. The Directorate’s locality register layer records approved aquaculture localities and attributes such as status, capacity, water environment, species, permit holders, and municipality. An approved locality is not proof that fish or shellfish are present there now.

The public Akvakultur – lokaliteter WFS catalogue entry notes that mapped points are approximate locality midpoints, that biomass may not be present at every locality at all times, and that withdrawn or discontinued localities can appear. It points to monthly reporting as a way to check biomass presence. A quick count of map points therefore should not be presented as the number of currently stocked farms.

The Directorate says it collects and disseminates aquaculture statistics annually. Preliminary figures are released in May and final figures in October; revisions may follow when new or updated information becomes available. When citing a total, identify its calendar reference year and the date you accessed the table, rather than treating it as a live count. The Directorate’s statistics page also lists series for licences, companies with production, employees, sales, and the share of licences with production, but these measures should remain clearly distinguished from site totals.

How to choose the right number
- For seawater sites: use the Directorate’s “Total number of sites in sea water” annual series.
- For permit counts: use the separate total-licences series, noting its population and reference year.
- For businesses producing during a year: use the companies-with-production series.
- For approved locations or present-day biomass: consult the locality register and its status or monthly biomass information; do not assume every mapped locality is occupied.
