Irish small businesses can find EU funding by matching a defined project to a current programme call, then applying through the body that manages that funding. Direct EU grants are listed on the EU Funding and Tenders portal; indirectly managed funding is accessed through the relevant Irish authority. EU-backed loans and equity are separate routes, not grants.
Start by identifying the funding route
“EU funding” can mean a project grant, funding administered nationally or regionally, or finance such as a loan, guarantee or equity investment. The route determines where to search and whom to apply to.

Your Europe says nearly 80% of the EU budget is managed indirectly through EU structural and related funds. That is an EU-wide budget description, not the share available to Irish businesses.
Where Irish businesses can search
Enterprise Ireland and the National Enterprise Hub
Browse Enterprise Ireland’s funding and grants catalogue by business type and goal. Its listed support spans areas such as innovation, employment, sustainability, digitalisation and international growth. The National Enterprise Hub gathers information on more than 250 government supports and offers advisor contact through its website, phone and live chat. Neither catalogue is an eligibility decision: check the terms of the individual programme.

Direct EU calls and partner help
Search the EU Funding and Tenders portal when the project appears to fit a directly managed EU programme. Read the call topic and its application documents rather than relying on a short listing. The Irish government also identifies Enterprise Europe Network Ireland as a source of business connections and help finding partners for EU-funded research and development.
Indirect calls and finance
For indirectly managed funding, identify the Irish or regional authority named for the programme and follow its application process. For loans, guarantees or equity, look at the relevant EU Access to Finance listing and the participating financial institution; a grant application process will not apply.

How to prepare and apply
- Define the project. Write down what the business will do, who benefits, where it will happen, what it is expected to cost and what results it should produce. Clarify whether the need concerns innovation, investment, skills, sustainability, exporting or another objective.
- Search Irish support channels. Filter Enterprise Ireland’s catalogue by business type and goal, and search the National Enterprise Hub for grants, loans, advice and other supports. Treat these as discovery tools; the scheme owner’s current terms control.
- Find a matching call. For a direct EU grant, search the Funding and Tenders portal and inspect the call topic and application documents. A general business need is not enough: the proposed project must fit the particular call’s objectives. For indirect funding, find the administrator and its call instead.
- Check the current rules before drafting. Confirm who may apply, location restrictions, eligible project types and costs, any co-funding or finance rules, required documents, the deadline and the assessment criteria. Call terms vary, and eligible proposals are evaluated against selection and award criteria.
- Confirm whether a consortium is required. Some EU calls require partners. Check the call’s consortium rules first; if partners are needed, use the portal’s partner search, national contact-point resources or Enterprise Europe Network. The European Commission says partners need to be financially viable and qualified for the proposed tasks.
- Build the application around the call. Explain how the project meets its objectives, show that the company can deliver its part, and provide the evidence requested in the call documents. There is no universal EU application checklist: the particular call is authoritative.
- Submit to the right administrator. Use the submission route and deadline specified by the call. A direct grant, an Irish-administered fund and an intermediary’s loan or investment may have different application systems and decision-makers.
Check whether the business counts as an SME
The European Commission’s general SME definitions combine headcount with financial thresholds. The thresholds below are a starting point, not a decision on eligibility for any specific call.

The Commission notes that these figures apply to individual companies and that group resources can affect SME status. A call may add or change eligibility conditions, so confirm both the relevant SME rules and the call’s own requirements.

What happens after submission
For grants, admissibility and eligibility are checked before the proposal is assessed. The European Commission states: “For grants, if your proposal is admissible and eligible, the selection process usually starts with independent experts that will evaluate your proposal and score it against selection and award criteria.” The applicable call documents set out the process for that programme.
The Commission’s eligibility page says the EU supports more than 200,000 businesses per year. That is an EU-wide figure; it does not mean that many Irish small businesses receive grants, or that every supported business receives a grant.

Verify details before committing time
- Is the opportunity a grant, a loan, a guarantee, equity or another support?
- Does the project match the call’s stated objectives and eligible activities?
- Which authority or institution accepts the application?
- Are the business, its location and any partners eligible under the current terms?
- Are the deadline, allowable costs, co-funding rules and required documents clear in the call documents?
- Can the business demonstrate that it and any partners can deliver the proposed work?
Programme calls, eligibility rules, budgets and deadlines change. Use the current call documents and the named administrator’s information rather than assuming that a previous round’s terms still apply.
