How Informal Businesses Can Register, Formalize, and Find Business Support

A practical cross-country guide to finding registration requirements, weighing the real costs of formalization, and checking whether business support is available to you.

To register an informal business, start with the official business registry and tax authority where you operate, then check local permits and any rules for your type of work. Before you pay to register—or hire someone to help—compare the full ongoing cost with benefits you can actually use, such as eligibility for contracts, finance, training, or public programs. The steps and outcomes depend on your country, location, and business activity.

What formalizing a business can—and cannot—do

Formalization usually means bringing a business into the legal and administrative systems that apply where it operates. That may involve registering the business, meeting tax obligations, obtaining activity-specific permits, and registering workers where required. Registration is not necessarily the only step, and the rules can differ by location and business type.

Formal status may open routes to legal and financial services, finance, formal customers or contracts, public programs, and employee social-security protection. Those are possible benefits, not automatic entitlements: availability depends on national rules, program terms, and whether the business qualifies. The World Bank’s Business Ready methodology describes potential benefits of registered status, but it is not an individual business’s eligibility checklist.

There is no single formalization procedure or policy that fits every country. The ILO’s overview of enterprise formalization notes that businesses weigh expected benefits against costs, and that recurring costs can matter more than the initial registration expense.

How to find the requirements that apply to your business

  1. Start with official sources. Check your national or local business registry and tax authority. Look for a government one-stop shop or official online registration service, if one is available.
  2. Check local and activity-specific rules. Ask the municipality about local operating permits, and check with the regulator for your activity. A business can need permits or worker registrations in addition to business registration.
  3. Confirm the sequence and responsibilities. Ask which registrations must happen first, what documents are required, what fees apply, and what tax, reporting, or worker obligations follow. The ILO’s brief on simplifying business start-up and compliance discusses coordinated rules and easier registration as part of formalization work; the precise process remains local.
  4. Get the details from the relevant authority. Before submitting anything or paying for assistance, confirm the current requirements, fees, processing arrangements, and any eligibility rules directly with the official office or program.

Use this as a way to locate the right offices, not as a country-specific filing checklist. The exact legal form, taxes, permits, order of steps, and reporting duties cannot be determined without knowing where and what the business does.

How to decide whether formalization is worth the cost

Estimate both the one-time cost of entering the system and the obligations that continue afterward. Include time spent applying and keeping records as well as money paid. Then compare those costs with benefits that are available to your business—not just benefits that formal status might make possible in theory.

What to compare Questions to answer
Up-front costs and time What are the registration fees and application requirements? How much time will the owner need to spend, and is help available in person or online?
Recurring obligations What taxes, social-security contributions, permit renewals, reporting, bookkeeping, or worker-related duties will continue after registration?
Benefits the business can use Does registration make this business eligible for a specific service, program, contract, or finance option? What other conditions apply?
Legal and commercial implications How do the available legal forms affect liability, tax treatment, financing, contracts, and responsibilities to workers? Confirm these details with local official sources.

Do not treat a one-time registration fee as the total price of formality. An apparently affordable application may be followed by recurring costs or reporting duties. Conversely, a benefit such as a formal contract matters only if the business can meet the buyer’s requirements and the benefit is realistically accessible.

Where to look for business support

Ask the registry or small-business agency what services are active and what conditions apply. Depending on the country, support may include application help, business-development services, training, finance programs, social-security options, or assistance reaching markets. The ILO formalization intervention map describes work across registration and compliance, capacity building, finance and market incentives, and social security; it does not establish that any particular program is available to every business.

  • Ask whether the service is government-run or delivered by a named partner, and whether there is a charge.
  • Check the eligibility criteria, application deadline, required documents, and whether registration is a prerequisite.
  • Ask what the support provides in practice—for example, training, an introduction to a lender, or help completing an application—and what it does not provide.
  • Verify current terms with the program administrator before paying a third party or relying on a promised benefit.

What the Benin example shows—and what it does not

Benin’s Entreprenant status was designed for micro and small businesses. The World Bank and Innovations for Poverty Action describe registration as free and possible in one business day. In an evaluation, assistance included in-person explanations, facilitated access to government training and support opening a business bank account, and help dealing with tax authorities. The evaluation brief reports that formalization appeared to provide limited benefits to firms and that assistance costs were high. When to get local advice

If you are unsure which legal form fits, whether you need a permit, or what your tax and worker obligations will be, ask the relevant registry, tax authority, municipality, or sector regulator before filing. For questions about liability, tax treatment, or complex reporting duties, seek qualified advice in your jurisdiction. A cross-country guide can help you identify the questions, but only current local rules can answer them for your business.
