How India’s Power Grid Works: Transmission Lines, Substations and Grid Operators

India’s grid links regional and state networks through transmission lines and substations. Learn how electricity moves and who operates, coordinates and sets standards for the system.

India’s power grid is a single interconnected, synchronously operated network linking regional and state grids. Electricity moves from generating stations through high-voltage transmission networks and substations, across inter-state and inter-regional links, then into state networks and distribution systems serving homes and businesses. GRID-INDIA coordinates operation of the interconnected system; it does not own every line or substation.

How electricity moves through India’s grid

A useful way to understand the system is as a sequence of connected networks rather than one utility delivering power directly from a particular plant to a particular home:

  1. Generation: Power plants feed electricity into transmission systems, including the infrastructure used to evacuate power from generating stations.
  2. Bulk transmission: High-voltage lines carry large amounts of electricity from generation areas toward load centres.
  3. Inter-regional and inter-state transfer: Links connect regional grids and allow electricity to move across state and regional boundaries.
  4. State transmission: State transmission networks carry electricity onward within states.
  5. Distribution: Distribution systems deliver electricity to end users.

The Central Electricity Authority (CEA) describes the National Grid as including generating-station evacuation systems, inter-regional links, the inter-state transmission system (ISTS), and intra-state systems associated with State Transmission Utilities (STUs). The regional and state grids are interconnected and operate synchronously at a single frequency. CEA, National Electricity Plan, Volume II: Transmission, section 2.2.

This is a system map, not a way to trace the electrons used by a particular consumer back to a specific power plant. Electricity flows through an interconnected network; the route serving a customer is not a separately labelled path from one generator.

What transmission lines and substations do

Transmission lines move bulk power

Transmission lines form the high-capacity links between generating areas, load centres, regions and states. The network includes both inter-state and intra-state systems, operated by different transmission utilities. A line crossing a boundary is part of a broader connected system, not a standalone supply route.

Substations connect and manage parts of the network

Substations are part of the high-voltage transmission infrastructure. POWERGRID’s portfolio, for example, includes substations at multiple voltage levels. POWERGRID reports 187,576 circuit-kilometres of transmission lines, 293 substations, 649,116 MVA of transformation capacity and 99.81% system availability as of 30 September 2026. Substations also have monitoring and control arrangements, but ownership and practices vary among utilities. POWERGRID says its National Transmission Asset Management Centre (NTAMC) provides central remote monitoring and control of its substations, supported by regional centres and a disaster-recovery centre. As of August 2026, POWERGRID reported that 296 of its extra-high-voltage substations were controlled and monitored from control centres. POWERGRID, NTAMC Overview.

Who operates and coordinates the grid?

GRID-INDIA (Grid Controller of India Limited) operates the all-India synchronous grid through the National Load Despatch Centre (NLDC) and five Regional Load Despatch Centres (RLDCs). The Ministry of Power describes system operators as maintaining real-time balance in the interconnected system. Its 2024–25 annual report says GRID-INDIA coordinates with thousands of entities and balances generation and demand every 15 minutes under CERC regulations. That interval describes market and balancing coordination in the report; it does not mean every real-time control action happens only once every 15 minutes. RPCs provide a separate coordination forum for regional utilities. The CEA links their responsibilities to section 29(4) of the Electricity Act, 2003, and describes their role as supporting the stability and smooth operation of regional grids with economy and efficiency. CEA, RPC Secretariat.

The CEA’s functions include advising on electricity-system planning and setting technical standards for electrical plants and lines, safety requirements, and grid standards for transmission-line operation and maintenance. It is not the national grid’s system operator. CEA, Functions and Duties.

How the responsibilities fit together

  • System operation: GRID-INDIA and its load despatch centres coordinate the interconnected grid’s operation.
  • Regional coordination: RPCs bring utilities together on operational and related regional matters.
  • Planning and standards: The CEA advises on planning and sets technical, safety and grid standards within its functions.
  • Infrastructure: Transmission utilities own or operate transmission assets within their responsibilities; their networks form parts of the larger connected grid.

These roles are related but not interchangeable: the operator coordinates system operation, while transmission utilities are responsible for network assets and the CEA has planning and standards functions.

What the national-grid picture does not tell you

A national overview explains the layers and principal institutions, but it does not establish a state-by-state map of State Load Despatch Centres, STUs or distribution companies. Nor does it identify the precise route electricity takes to an individual consumer. The CEA’s online transmission-report index provides monthly completion reports; when accessed on 7 October 2026, it displayed reports through July 2026.
