Indian small businesses can get export guidance from the Ministry of MSME’s Export Facilitation Centres (EFCs), check reimbursement support for eligible first-time exporters through the International Cooperation Scheme, and use DGFT’s Trade Connect and Niryat Bandhu resources. For the US sale, the importer must confirm the product’s customs classification, duties and any regulator-specific requirements before shipment. The right checklist depends on what you sell and how it will be used.
Where to get export help in India
Start with an MSME Export Facilitation Centre
The Ministry of MSME’s EFCs are based in field offices, including MSME Development and Facilitation Offices, Technology Centres and Testing Centres. Their listed support covers export documentation, market access, financing, technology adoption and training. The Ministry reported 65 centres in a release dated 3 April 2025. Contact the centre serving your location and explain what you plan to export, where you intend to sell it and whether you have exported before. Ask which services it currently provides directly and which require referral to another agency.

Check support for first-time micro and small exporters
The International Cooperation Scheme’s Capacity Building of First Time MSE Exporters (CBFTE) component describes reimbursement for specified costs: registration-cum-membership certificate (RCMC) fees paid to relevant Export Promotion Councils, ECGC export-insurance premiums, and export-product testing or quality certification. The myScheme page says eligible businesses need valid Udyam Registration as a micro or small enterprise and an Importer Exporter Code (IEC) no more than three years old on the export shipment date to claim the stated support.
These are conditional reimbursements, not guaranteed upfront funding. Check the scheme’s current caps, required documents, application process and claim route before spending. In particular, confirm whether the application goes through the relevant Export Promotion Council (EPC) or ECGC channel.

Use DGFT resources for market and procedure questions
The Directorate General of Foreign Trade (DGFT) offers Trade Connect resources described by the Ministry of Commerce as including country and product guides, a tariff explorer, global e-commerce information, trade events, EXIM Paathshaala learning modules, an Ask an Expert feature, Source from India and a unified certificate-of-origin system. Niryat Bandhu is a DGFT outreach initiative offering guidance, mentorship and handholding to new and small exporters. Check the live government portals for current features and availability.

Check whether the RCMC rule applies to your consignment
A Government of India release dated 16 September 2026 reports a Foreign Trade Policy amendment exempting export consignments with free on board (FOB) value up to ₹3 lakh from the RCMC or certificate of registration that would otherwise be required. Above ₹3 lakh, the certificate remains required wherever applicable. This is a limited threshold exemption, not a waiver of other Indian export, customs, tax or destination-country requirements. Confirm how the current DGFT notification applies to your product and relevant EPC or Commodity Board before relying on it.

What the US importer must arrange
Goods entering the United States must be declared to U.S. Customs and Border Protection (CBP), and the importer is responsible for meeting applicable US import requirements. Agree with your buyer in writing on who will act as importer of record, provide customs data, pay duties and coordinate any product-regulator filings.

The importer may hire a licensed US customs broker or entry filer. U.S. Food and Drug Administration (FDA) guidance says broker support can include checking whether a product is FDA-regulated, identifying a Harmonized Tariff Schedule (HTS) classification, determining FDA information needs, arranging a customs bond, submitting documents and transmitting entry data. A broker can assist with customs work, but does not make a product that violates requirements admissible.

Identify product-specific US requirements before shipping
There is no single US import checklist for every Indian export. Classification, duties and regulator rules depend on the item, its materials and intended use. If a product is FDA-regulated, it must meet the applicable FDA requirements that apply to domestic products too, and FDA may refuse admission if an entry appears to violate those requirements.
If you export food
FDA says food importers are responsible for food safety, sanitary production and compliant labeling. Facilities that produce, store or handle food generally must be registered with FDA, and prior notice of incoming shipments must be provided, subject to applicable rules. Confirm the requirements for the specific food, facility and shipment with the importer before dispatch.

For other regulated products
Cosmetics, medical devices, drugs, tobacco and radiation-emitting electronics can have their own FDA requirements. Do not assume that a rule for food, or for one product in another category, applies to your goods. Establish the product’s materials, intended use, manufacturing and handling facilities, and shipping arrangement before seeking a product-specific compliance answer.
A practical sequence from first inquiry to shipment
- Contact your local EFC. Ask for help with export documents and market access. Share your business location, product and export history so the guidance can be relevant.
- Check CBFTE before incurring potentially reimbursable costs. Verify Udyam eligibility, the IEC age condition on the shipment date, applicable caps, proof requirements and the correct claim route.
- Research the market and process through DGFT. Use Trade Connect resources for country and product information, learning and expert guidance; use Niryat Bandhu for handholding where available.
- Confirm Indian product and export requirements. Ask the appropriate government body, EPC or Commodity Board about classification and obligations. Do not treat the ₹3 lakh RCMC rule as removing other requirements.
- Agree US import responsibilities with the buyer. Identify the importer of record and agree who supplies entry information, pays duties and coordinates regulator filings. Confirm applicable FDA requirements before dispatch for an FDA-regulated item, and do not distribute goods before required admissibility decisions.
This sequence is a starting framework, not a product-specific legal determination. Without details about the goods and their intended use, a specific HTS code, duty, FDA registration, labeling requirement or admissibility outcome cannot be established.
