India’s nationalisation of its airlines in 1953 transferred control to the government, but it did not immediately end J.R.D. Tata’s leadership of Air-India. After proposing separate domestic and international carriers, he was invited to chair the international airline. He remained in that role until the Morarji Desai government removed him in February 1978. The Tata Group’s return to Air India in 2022 was a separate transaction, not a continuation of JRD Tata’s chairmanship.
Before nationalisation, Tata had built an airline
J.R.D. Tata’s aviation enterprise began with Tata’s air transport operation in 1932. The Tata Group’s account traces Air India’s origins to that work and records the launch of Air-India International’s long-range service on 8 June 1948. Tata Group’s history of Air India describes the airline’s development and the events that led to nationalisation.
In 1952, the government moved to take the airlines into public ownership. A Nehru Archive account of correspondence dated 10 November says Tata met Communications Minister Jagjivan Ram on 5 November and was told the decision had already been made. The meeting concerned compensation; the account says Tata’s alternative proposal was not discussed there. The Nehru Archive’s account of the 1952 meeting helps distinguish the decision from the later arrangement of the airlines.
Nationalisation and Tata’s proposal were separate steps
Tata advocated keeping domestic and international operations in separate airlines rather than merging them into one. The Tata Group’s retrospective says the government ultimately accepted that structure: Air-India served as the international carrier, while domestic operations were handled separately. That later agreement does not mean Tata’s proposal was considered at the November 1952 meeting, when he was told nationalisation had already been decided.

The legal change followed in 1953. The Air Corporations Act received Presidential assent on 28 May and came into force on 1 August, according to the Nehru Archive’s account of the nationalisation legislation. The earlier government decision, the negotiations over how the airlines would be arranged, and the statute’s commencement were distinct moments.
Why JRD Tata stayed on as chairman
Nationalisation shifted control to the state; it did not mean JRD Tata was immediately pushed out of Air-India’s leadership. The Tata Group says the government invited him to chair the international airline after accepting the separate-carrier arrangement. Its JRD Tata profile says Jawaharlal Nehru insisted that he continue heading the national carrier.

The distinction is central to the story: Tata was no longer running an airline under the earlier private arrangement, but he remained its chairman by invitation after nationalisation. His tenure lasted until February 1978, according to the Tata Central Archives recollection.
The government removed him in February 1978
The change came under Prime Minister Morarji Desai’s government. The excerpt published by Scroll.in says Tata learned on 3 February 1978 that he was being removed from the airline boards. A contemporaneous Lok Sabha written answer dated 3 March 1978 confirms that replacing him with a common full-time chairman for Air-India and Indian Airlines had become a subject of controversy. It establishes the public dispute, but does not by itself settle the private reasoning behind the decision.

The published excerpt recounts Tata’s retrospective view of the nationalisation discussions. He is quoted there as saying, “I proposed that all the airlines should be merged into two,” before describing how the government instead nationalised them. That recollection is consistent with the distinction between the initial decision and the separate arrangement that followed: public ownership went ahead, while the international and domestic operations remained in different corporations.
The contemporary parliamentary answer is available in the Lok Sabha record. Tata Group’s historical account also quotes former Pakistan Air Force chief and Pakistan International Airlines chairman Air Marshal Nur Khan describing Air India and Tata: “A great airline and JRD is an epic figure.”

Air India’s return to Tata Group in 2022
On 27 January 2022, Air India announced that the transaction transferring management and control to Tata Group had been completed. Air India’s handover announcement marks a distinct later transfer from the Government of India to the Tata Group. JRD Tata had died in 1993; the 2022 return was not his resumption of the chairmanship.
