Hurricanes can disrupt fuel supplies by forcing refineries to shut down, damaging equipment or utilities, and interrupting the pipelines, ports, terminals, and power systems that move fuel to consumers. The Gulf Coast matters nationally because the U.S. Energy Information Administration (EIA) reported in May 2025 that it held 55% of U.S. refining capacity, including 49% in the Texas and Louisiana Gulf Coast refining regions combined. But those shares do not mean that every storm will shut down that much capacity—or cause a nationwide shortage. The actual impact depends on the storm’s path and severity, the condition of infrastructure, available inventories, and how quickly fuel can be rerouted.

How a storm can turn into a fuel-supply disruption

A hurricane does not have to damage a refinery to affect its output. Operators may shut units down as a precaution when people cannot work safely, power is unreliable, flood risk is high, or the facility cannot receive crude oil and other feedstocks or safely send finished products onward. If equipment or the site is flooded or damaged, the outage may last beyond the storm itself.

The supply chain is interconnected, so refinery output is only one part of the story. Crude and other feedstocks must reach the refinery; electricity, workers, and industrial gases must be available to run it; and finished gasoline, diesel, and other products need functioning outlets. A useful way to follow the chain is:

  1. Storm threat or landfall: Operators assess wind, flooding, power, worker safety, and access.
  2. Shutdowns or damage: Refineries may reduce operations or stop, either as a precaution or because a unit or supporting system is impaired.
  3. Movement constraints: Pipelines, ports, barges, terminals, pump stations, communications, or electricity may also be disrupted.
  4. Market response: Inventories may be drawn down, deliveries delayed, and trade flows adjusted to compensate for unavailable production or routes.
  5. Consumer effects: Some areas may see delayed deliveries, station-level shortages, or price changes, while other areas may remain supplied.

EIA describes the storm’s location as the main determinant of its petroleum-market impact, followed by intensity. A storm affecting an area without major refining capacity can still interfere with local distribution or consumption, but is less likely to cause a large national refined-product supply impact. The Gulf Coast’s concentration of capacity helps explain why storms there can matter well beyond the immediate landfall area. EIA’s May 2025 analysis of hurricane risks to refining provides the regional capacity figures.

Why a refinery can be offline after the weather clears

Precautionary shutdowns and physical damage are different

A precautionary shutdown is a protective decision, not proof that a refinery has been damaged. EIA says these are the most common hurricane impact on refineries. When there is no significant unit damage, affected refineries can often return to near their previous operating rates within a few days. Flooding or other damage can create a longer outage because equipment must be assessed, repaired, and brought back online safely. That distinction is central to interpreting early reports: a shutdown count alone does not establish how much equipment is damaged or how long output will be reduced. EIA’s July 2023 discussion of hurricane effects on the energy industry covers typical shutdown and recovery patterns.

Power, feedstocks, people, and transportation all matter

A refinery depends on systems outside its process units. Flooded roads or unsafe conditions can limit staffing. Power outages can prevent normal operations even if the refinery itself escaped flooding. Crude oil, natural gas, and industrial gases used in production may arrive late or not at all. A refinery can also face difficulty moving products if pipelines or terminals are unavailable; restoring production without a safe, working outlet is not a simple matter of turning equipment back on.

In its 2010 account of energy-industry experience during earlier hurricane seasons, the U.S. Department of Energy (DOE) described how damaged electric transmission and distribution grids prolonged power outages and delayed the arrival of crude oil, natural gas, and industrial gases needed to restart refineries. The account documents industrial resilience measures such as berms, levees, floodwalls, elevated substations and pump stations, improved tank integrity, protected cabling, battery backup, and upgraded communications. These are facility-level measures, not consumer storm-preparation recommendations. DOE’s report on energy-industry hardening and resiliency describes the infrastructure dependencies and measures.

How disruption can travel beyond the Gulf Coast

Refineries supply a network of pipelines, ports, barges, storage terminals, and local distributors. If a major route is impaired, a distant market that normally receives Gulf-origin products may feel the effects even if it has no storm damage of its own. Conversely, an affected refinery area may be partly buffered if other routes, inventories, or suppliers can serve customers.

Hurricane Harvey illustrates that connection. In 2017, EIA reported that the Colonial Pipeline, which connected 29 refineries and 267 distribution terminals and had capacity to carry up to 2.5 million barrels per day of gasoline, diesel, and jet fuel, briefly curtailed operations, shipped intermittently, and later returned at reduced flow when available product supply fell. Those network counts and capacity describe the system as reported in that 2017 account; they should not be read as current specifications. The episode shows how a disruption affecting Gulf production and product availability can also constrain shipments toward other regions. EIA’s September 2017 account of Harvey’s refinery and fuel-market effects details the pipeline episode.

Offshore crude production can also be interrupted by a hurricane, but that is a separate mechanism from a refinery shutdown. Offshore production affects the supply of crude; refinery operations concern the conversion of crude and other feedstocks into products. Both may be affected by the same storm, but the infrastructure, timing, and recovery steps differ. A report that offshore production is offline therefore does not, by itself, say how much refinery output or retail fuel availability will change.

What Harvey shows—and what it does not predict

Harvey provides a measured example of a major Gulf Coast event, not a template for every hurricane. EIA reported the following observations for the week ending September 1, 2017:

Measure Observed change during Harvey How to interpret it
Gulf Coast refinery gross inputs Down 3.2 million barrels per day, or 34% A weekly regional figure for the week ending September 1, 2017—not a typical hurricane loss.
Gulf Coast refinery utilization Fell from 96% to 63% Shows the sharp drop in regional utilization during that event.
East Coast gasoline inventories Down 2.2 million barrels, or 3.5% A downstream inventory change for the same week, consistent with effects extending beyond the immediate storm area.
U.S. average regular gasoline retail price Rose 28 cents per gallon, from $2.40 on August 28 to $2.68 on September 4, 2017 A historical national average over those dates, not a forecast or present-day price estimate.

The same EIA account reported that, as of March 2017, the Gulf Coast held 49% of U.S. working crude-oil storage capacity and more than 40% of working motor-gasoline and diesel storage capacity. These are historical regional storage figures, not current inventory shares. Their relevance is that storms can affect both production and storage in a region central to the fuel system; inventories may provide a buffer, but their location and accessibility matter.

The Harvey price increase occurred alongside refinery-run declines, pipeline constraints, and inventory changes. It demonstrates that a large Gulf Coast disruption can coincide with downstream price movement, but it does not establish a universal relationship between a hurricane and the size or timing of a price change. EIA’s figures are observations from that event and period. The agency’s historical account reports the refinery, inventory, and price data.

How large can the shutdowns be?

Historical shutdown counts demonstrate the possible scale of past events, but they are not forecasts for a future season. DOE reported that on the worst day of the 2005 hurricane season, 20 Gulf refineries with 4.9 million barrels per day of capacity were shut. On the worst day of 2008, 15 refineries with 3.9 million barrels per day of capacity were shut. These are historical values reported in DOE’s 2010 report, and they describe capacity at facilities shut on those particular days—not a measure of permanent damage or a typical hurricane outcome. DOE’s 2010 report places those episodes in the context of power and supply-chain recovery problems.

The wider context is the concentration of refining capacity: EIA’s May 2025 analysis put the Gulf Coast share at 55% of total U.S. refining capacity and the Texas and Louisiana Gulf Coast regions together at 49%. These capacity shares indicate why the region matters, but they do not tell a reader how much capacity a particular storm will affect. A storm’s track, intensity, timing, and interaction with specific facilities and transport links determine the outcome.

Fuel shortage, price spike, or both?

A local shortage and a broad price increase are related possibilities, but they are not the same event. A station can run out of fuel because deliveries are delayed, power is unavailable, roads are blocked, or distribution is constrained. That local problem does not necessarily mean the country has run out of fuel. Meanwhile, prices can respond to expected supply tightness, inventories, logistics, and consumer demand even where stations remain open.

  • Local availability: Whether a station has fuel depends on its deliveries, access, power, and ability to operate.
  • Regional supply: Pipeline flows, terminals, ports, inventories, and alternative routes shape whether nearby markets can compensate.
  • Broader prices: Market participants respond to expected and actual supply constraints, while retail prices may move differently by place and time.

Inventories, other refineries, imports, exports, and alternate distribution routes can cushion or redirect a disruption. Those buffers are not uniform: a market dependent on one constrained route may experience a sharper, more immediate problem than a market with other supply options. EIA cautions that national monthly averages can mask more pronounced changes in a narrower area or shorter period, so a national figure should not be mistaken for the experience at every station or region. EIA’s 2023 modeling discussion explains why geography and time scale matter when assessing effects.

How to read reports during a hurricane

Early headlines often combine different kinds of information: facilities that have shut down, facilities with confirmed damage, and infrastructure that is simply inaccessible. To understand what a report means for fuel availability, separate the following:

  1. Identify what is offline. Is the report about an offshore crude platform, a refinery, a pipeline, a port, or a terminal? Each affects a different link in the supply chain.
  2. Check whether a shutdown is precautionary or damage-driven. A protective shutdown can be followed by a relatively prompt restart; flooding or unit damage can prolong the outage.
  3. Look for constraints outside the facility. Power, feedstocks, staffing, communications, pump stations, and product outlets can determine how quickly operations resume.
  4. Note the date and geography of each figure. A weekly refinery input number, a daily closure count, a local station report, and a national monthly price average are not interchangeable.
  5. Distinguish observed data from scenarios. Historical values describe what happened then. Modeled estimates depend on their assumptions and should not be treated as a forecast for a particular storm.

For current conditions, readers should consult current EIA reporting, operator statements, pipeline and port notices, state emergency agencies, and storm advisories. Historical figures—including Harvey’s price movement and refinery declines—cannot establish live outages or current prices.

What recovery depends on

Recovery is not governed by one universal restart clock. If a refinery has no significant unit damage, operations can often return near prior rates within a few days, according to EIA’s July 2023 analysis. Flooding or equipment damage can extend downtime. Even an undamaged refinery may be delayed by an unavailable electric grid or slow deliveries of crude oil, natural gas, and industrial gases, as DOE documented after the 2005 and 2008 storms.

Market recovery can also lag behind a refinery restart. Product has to move through operating pipelines or other routes, arrive at terminals, and be delivered to retail outlets. A refinery returning to service is therefore an important recovery milestone, not proof that every affected market has returned to normal. EIA’s scenario analysis also notes that national monthly averages may hide sharper effects in a smaller area or shorter interval, which is why local logistics and timing remain important when judging recovery.
