Mercury has changed how tuna is monitored and marketed, but the documented record does not show that it permanently reshaped fishing fleets, catches, jobs, or prices. The clearest turning point was a 1970 response focused on testing tuna lots and withdrawing those that met the government’s mercury threshold. Today, U.S. consumer guidance also distinguishes tuna by type, reflecting differences in mercury levels.
What changed in the tuna industry in 1970?
A December 19, 1970, Congressional Record account reported that the FDA had sampled 139 lots from that year’s pack. In 32 lots, cans contained mercury at or above the agency’s 0.5 parts-per-million guideline; samples had reached 1.12 ppm. The account said companies agreed to withdraw qualifying lots, with about one million cans estimated to be involved.
That was a lot-level safety response—not evidence that all tuna was withdrawn or that the fishing industry as a whole stopped operating. The FDA had proposed that companies temporarily remove all tuna, test it, and return cans that met the guideline; companies declined that broader approach.
Government and companies shared testing responsibilities
The same 1970 account said the FDA would test imported tuna, while domestic companies would test tuna canned in the United States under FDA surveillance. This arrangement made mercury screening and traceability part of the documented response, alongside withdrawal of affected lots.

Did mercury cause major financial losses or lasting industry changes?
The financial consequences were disputed at the time. A December 17, 1970, Congressional Record reprint reported that a federal official estimated potential losses to canners at $84 million. Charles Carrey of the Tuna Research Foundation called that figure excessively high and said the effect would take time to assess. The estimate was not a confirmed final loss.
The available historical accounts establish testing, lot identification, and withdrawals, but do not quantify lasting effects on tuna catches, target species, fleet locations, employment, prices, or consumer demand. They also do not establish that modern fishing practices changed because of mercury. It would therefore be misleading to claim that the 1970 episode broadly transformed tuna fishing operations.

How does current U.S. mercury advice distinguish tuna?
The FDA’s fish chart is intended for people who might become or are pregnant or breastfeeding and children ages 1–11. For that audience, it places canned light tuna, including skipjack, in “Best Choices”; albacore (white) and yellowfin in “Good Choices”; and bigeye in “Choices to Avoid.” These categories are consumer advice, not a claim that every fish in a category has an identical mercury level.

The FDA/EPA Q&A explains that larger or longer-lived fish tend to have higher mercury levels, and that fish of the same species can vary by catch location. It describes the agencies’ approach this way: “We took a cautious and highly protective approach in determining which types of fish belonged in each category.” The serving guidance above belongs to that same pregnancy, breastfeeding, and young-child advice; it should not be treated as a blanket limit for every adult.

What do monitoring and older consumer warnings tell us?
The FDA says methylmercury cannot be removed from seafood. Its retrospective summary of a 1990–2010 monitoring program says measured mercury levels did not change significantly over that period. That finding describes the monitoring period; it does not establish whether or how the 1970 episode changed industry practices.
An FDA/EPA 2004 advisory stated, “Nearly all fish and shellfish contain traces of mercury.” It is a historical advisory, distinct from the current fish chart and Q&A.
