India’s Goods and Services Tax (GST) is a destination-based consumption tax. For a supply treated as taking place within one state, the usual components are Central GST (CGST) and State GST (SGST); for a supply treated as inter-state, the usual tax is Integrated GST (IGST). A supplier generally collects GST from the customer and remits it, but eligible registered businesses may claim input tax credit (ITC) for qualifying business purchases. The customer normally bears the tax’s overall economic cost; the business that collects and pays it to the government is not necessarily the party that ultimately bears that cost.
What GST means—and why there are different components
GST is a tax on the supply of goods and services. CBIC’s Sectoral FAQs describe it as a “destination based consumption tax”: the tax is associated with the place where the supply is legally treated as occurring, rather than simply with the seller’s location. That destination principle helps explain why the applicable tax component depends on whether a supply is classified as intra-state or inter-state.

India uses a dual GST structure. The Centre and states both have a role in taxing supplies. The component names tell you how the tax is structured, but they are not three separate taxes that automatically apply to every invoice:

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- CGST is the Central GST component. It is generally charged alongside a state or territorial component on an intra-state supply.
- SGST is the State GST component associated with the state in an intra-state supply.
- UTGST is the relevant territorial component for applicable supplies in union territories. Do not assume that SGST applies in the same way in every territory.
- IGST is Integrated GST, generally applicable to inter-state supplies. The Centre collects it and apportions it between the Union and states under the law.
The tax system’s names can make it sound as though the seller chooses which component to put on an invoice. In practice, the legal classification of the supply determines the treatment. Place-of-supply rules matter, so the seller’s and buyer’s addresses by themselves may not settle the question.

Intra-state versus inter-state: which tax applies?
The basic distinction is whether a supply is legally treated as occurring within one state or union territory, or as an inter-state supply. The following comparison describes the usual treatment, not every special case:
| Supply classification | Usual GST components | What the structure means |
|---|---|---|
| Intra-state | CGST plus SGST, or the applicable territorial component | The central and state or territorial components are shown separately. |
| Inter-state | IGST | IGST is collected by the Centre and apportioned between the Union and states according to law. |
Example: a supply treated as within one state
Suppose a business makes a sale that the applicable place-of-supply rules classify as taking place within the same state. The usual structure is CGST plus that state’s SGST. For an applicable union-territory supply, the territorial component may be UTGST instead. The invoice may therefore show two components even though the customer sees one combined GST charge.
Example: a supply treated as inter-state
Now suppose the legal classification treats the supply as inter-state. The usual component is IGST, rather than a separate CGST and SGST charge. The Centre’s collection and later apportionment do not mean the state has no role in the tax system; they describe how the inter-state component is handled.

These examples explain the structure, not how to classify a particular sale. A transaction can require applying place-of-supply rules to its specific facts. Do not decide solely from the fact that a seller and buyer have addresses in different places, or that they happen to be in the same place.
Who pays GST?
“Pays” can mean two different things: who is legally responsible for accounting for the tax, and who bears its cost economically. In an ordinary transaction, the supplier generally charges the applicable GST to the recipient and remits it to the government. The recipient pays the GST amount as part of the transaction, while the supplier handles collection and remittance.
CBIC describes the overall burden as falling on the final consumer. That does not mean every business in a supply chain simply keeps the tax it collects. A registered business may be able to use eligible ITC to offset tax due, subject to statutory conditions. The consumer at the end of the chain ordinarily has no business credit mechanism to recover GST paid on a personal purchase.

So, for a typical retail purchase, the customer pays the price and GST to the seller; the seller accounts for the collected tax; and the final consumer usually bears the tax’s economic cost. These are related but distinct steps. The party that transfers money to the government is not always the party that bears the tax after credits and pricing effects are considered.

How GST and input tax credit work through a business
ITC is the mechanism that can reduce tax cascading: a qualifying registered business may claim credit for GST paid on eligible inputs used or intended for use in its business. Rather than treating every tax amount paid on a purchase as automatically recoverable, the law makes credit conditional.
- A business buys an input. A supplier charges GST on a business purchase, where applicable. The GST paid is not automatically a credit merely because it appears on an invoice.
- The business checks whether credit is permitted. Section 16 of the CGST Act ties ITC to a registered person, business use or intended business use, and applicable statutory requirements. The official CBIC input-credit FAQ also makes clear that not all input tax is creditable.
- The business claims eligible credit. A qualifying amount may be used in the business’s GST accounting to reduce tax payable, subject to the law and the relevant rules. The precise claim and reporting steps depend on current requirements.
- The business accounts for its outward supply. When it makes a taxable supply, it accounts for the GST treatment applicable to that transaction. Eligible credit may affect the net amount it must pay, but it does not change the transaction’s classification as intra-state or inter-state.
For example, a business buying materials for its operations may need to examine whether the purchase meets the statutory credit conditions before counting the tax as ITC. A personal purchase by an end consumer is different: the consumer is not claiming credit as a registered business using an input for business purposes.

Why ITC is not a blanket refund
ITC is a conditional tax credit, not a promise that every GST-bearing expense can be reclaimed. Registration status, business purpose, statutory requirements, and restrictions all matter. A company should not assume that a purchase is creditable solely because it is useful to the business or because tax was charged. The specific transaction must be checked against the current law.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When the ordinary collection rule changes
The supplier-collects-and-remits explanation is the normal pattern, not an absolute rule. The law specifies cases where liability can fall differently. The main categories identified by CBIC’s payment FAQ include:
- Reverse-charge transactions: where the law specifies reverse charge, the recipient—not the supplier in the ordinary way—is liable to pay the tax directly.
- Imports: import transactions can have their own tax treatment and payment obligations.
- Some notified e-commerce service cases: specified cases involving services supplied through e-commerce can alter who is liable.
These are categories, not a complete list of all situations or a guide to deciding whether a particular transaction falls within one. Reverse-charge coverage and other special obligations depend on current statutory provisions and notifications. Check the current rules for the transaction rather than applying the ordinary retail pattern by default.

Registration depends on the person and the transaction
GST registration is not determined by one universal rule that can safely be applied to every business. CBIC’s FAQ says that a person liable to register has to apply in each state from which they make or intend to make outward supplies. The actual obligation depends on current statutes, notifications, turnover, the type of transaction, and applicable exceptions.
That is why an old threshold quoted without its date, geography, and conditions can mislead. The official FAQs include material from GST’s initial implementation period; they are useful for general concepts, but they do not establish a current universal registration threshold. Before relying on a threshold or deciding whether registration is required, check the law and notifications applicable to the business and its supplies.
A practical way to read a GST transaction
When you are trying to understand a quotation, invoice, or business transaction, work through the questions in this order:
- Identify the supply and the parties. Establish what is being supplied and who is making and receiving the supply. Do not assume that a billing address alone resolves the tax treatment.
- Determine the legal place of supply. Apply the relevant place-of-supply rules to the actual facts. This step supports the intra-state or inter-state classification.
- Check the usual component. An intra-state supply generally uses CGST plus SGST or the applicable territorial component; an inter-state supply generally uses IGST.
- Check who is liable to pay. The supplier usually collects and remits GST, but confirm whether reverse charge, import treatment, or a notified e-commerce service case changes the liable party.
- For a business, assess ITC separately. Confirm registration, business use, and statutory eligibility. Do not treat the tax component shown on a purchase invoice as automatically claimable.
- Use current rules for rates and compliance. The component structure does not establish the rate, registration threshold, return procedure, or credit eligibility for a particular supply. Those details can vary and need current verification.
Common misunderstandings to avoid
- “GST is always split into CGST and SGST.” That is the usual structure for an intra-state supply, not for every supply. An inter-state supply generally attracts IGST, and a union-territory component may apply in place of SGST where relevant.
- “The seller’s address decides whether the sale is inter-state.” The legal place-of-supply rules determine classification. Addresses can be relevant facts, but location alone is not always enough.
- “The business that remits GST bears the whole cost.” Collection and remittance are legal/accounting functions; economic burden is a separate question. The final consumer generally bears the overall burden, while eligible businesses may claim ITC.
- “Every GST amount a business pays is recoverable.” ITC has legal conditions and restrictions. Business relevance alone does not establish eligibility.
- “One registration threshold applies to everyone.” Registration obligations depend on current rules and facts, including the person’s supplies and applicable exceptions. A historical FAQ figure should not be presented as a universal current rule.
- “The component name tells me the rate.” CGST, SGST, UTGST, and IGST describe the tax structure. The applicable rate is a separate, supply-specific question and can change under current law.
What to verify for a specific case
The broad framework answers what the components mean, but it cannot settle every invoice or business decision. For a particular transaction, verify the current place-of-supply rule, applicable rate, whether an exception changes who pays, and—for a business—whether ITC is permitted. CBIC’s official GST overview, Sectoral FAQs, payment FAQ, and input-credit FAQ explain the concepts; Section 16 of the CGST Act sets out core ITC conditions. Because some FAQ material dates from GST’s initial implementation, current statutes and notifications should govern decisions about rates, registration, reverse charge, returns, and detailed credit restrictions.
