How you track an Indian GST export refund depends on how you exported. If you exported under bond or Letter of Undertaking (LUT) without paying IGST and claimed unused input tax credit, track the application on the GST Portal using its ARN or filing year. If you paid IGST on exported goods, follow the shipping bill through the Customs and ICEGATE process instead. A refund marked sanctioned may still be awaiting bank validation or disbursal.
Which GST export refund route did you use?
Exports are zero-rated supplies under section 16 of the IGST Act. The law provides two routes: export without payment of IGST under bond or LUT and claim a refund of unutilized input tax credit (ITC), or export on payment of IGST and claim a refund of the tax paid, subject to applicable conditions. Section 16 of the IGST Act sets out these routes.
| Route | What was paid on export? | Where to follow the claim |
|---|---|---|
| Unutilized ITC | No IGST paid on the export; the claim is for eligible unused ITC. | GST Portal, as a refund application in FORM GST RFD-01. |
| IGST refund on exported goods | IGST paid on the export. | Shipping-bill-linked Customs/ICEGATE workflow; the shipping bill is treated as the refund application. |
For a general refund application, the CBIC rules provide for electronic filing in FORM GST RFD-01. For IGST-paid exports of goods, however, do not assume the claim will appear as an ordinary RFD-01 application: the shipping bill is the refund application, and processing depends on export-manifest or export-report information and valid return details reaching Customs. See the CBIC refund rules and CBIC Circular No. 17/17/2017-GST.
How do I track my GST refund?
First identify the route above. For an RFD-01 claim, use the GST Portal to find the application’s current stage. For IGST paid on exported goods, trace the shipping bill in the Customs/ICEGATE workflow. The GSTN advisory distinguishes the GST Portal, which shows the stage at which an application is pending with the officer or taxpayer, from PFMS, which shows bank-account validation and disbursal status. GSTN’s refund-tracking advisory describes both checks.

For an RFD-01 application
- Keep the application reference number (ARN) and the filing year at hand.
- On the GST Portal, go to Services > Refunds > Track Application Status. Search using the filing year or ARN.
- Read the status and check for the relevant document or action: an acknowledgement, deficiency memo, notice, reply, sanction or rejection order, or payment order. The displayed stage helps show whether the next action is with you or the officer.
- If a payment order in FORM GST RFD-05 has been issued, check PFMS for bank validation and disbursal. GSTN’s advisory describes PFMS validation at two stages: after filing RFD-01 and after RFD-05. A sanction on the GST Portal does not by itself establish that the money has been credited.
For IGST paid on exported goods
Track the claim against its shipping bill in the Customs/ICEGATE workflow. Check the status and any displayed error rather than treating “pending” as a diagnosis: the holdup can be at the GSTN-to-Customs data handoff, the export manifest or EGM, Customs validation, bank details, or another stage. The ICEGATE FAQ explains common validation and shipping-bill issues.
Why is my export IGST refund pending?
A pending status does not identify the cause on its own. Use the system and error details to locate the failed handoff, then contact the party responsible for that step.

- Other unresolved Customs-side issue: After taking the corrective action indicated by the error, ICEGATE or gateway-port Customs can be an escalation route. For a general unresolved grievance, the FAQ points to the Principal Commissioner or Commissioner of Customs at the gateway port.
What if my GST refund is sanctioned but not credited?
For an RFD-01 claim, check whether the officer issued FORM GST RFD-05, then look up bank validation and disbursal on PFMS. A failed bank-validation result calls for checking the stated error. GSTN/PFMS guidance distinguishes two fixes: if the account details are incorrect, update the account in the refund application and have the officer reissue RFD-05; if the failure is a technical file-exchange error, the process is revalidation. Follow the displayed error rather than assuming that a sanction order confirms payment. The GSTN advisory describes these steps.
How long should an export refund take, and can I claim interest?
There is no single payment date that applies to every claim in the cited official guidance. Timing depends on the route and on completeness, examination, data transmission, and validation. Check the current rules and the status in the relevant system rather than relying on a general online estimate.

Where interest is due under section 56, the refund rules describe an order with payment advice in FORM GST RFD-05 specifying the delayed refund amount, the period of delay, and interest payable. Whether interest is due in a particular case depends on the current law and the facts of the claim; delay alone should not be treated as proof of an automatic interest payment. See the CBIC refund rules.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does an older export refund follow the GST process?
No. The CBIC FAQ says refunds under earlier laws are dealt with under the respective laws. A pending Service Tax-era export refund should not be tracked as though it were a current GST RFD-01 or shipping-bill-linked GST claim. Check the rules and authority applicable to the period and tax involved. CBIC’s FAQ addresses refunds under earlier laws.
