A GST rate change alters the tax calculated on a taxable supply, but it does not guarantee that a shop’s price will change by the same amount. The result depends on whether the quoted price is before or after tax, the product’s classification and applicable rate, and the seller’s actual price. For packaged goods, the declared retail sale price (MRP/RSP) already includes GST.
What changes when a GST rate changes?
GST is a consumption tax: the Central Board of Indirect Taxes and Customs (CBIC) describes the final consumer as bearing its burden. If a taxable item’s pre-tax price stays fixed, a lower rate reduces the tax and the tax-inclusive total; a higher rate increases them. That describes the arithmetic, not a guaranteed change to a shop’s shelf or checkout price.

GST is generally calculated on the transaction value under Section 15 of the CGST Act, subject to the section’s terms and inclusions. The actual transaction and invoice charges can therefore matter, not just a displayed base figure. CBIC Tax Information: CGST Act Section 15, Value of Taxable Supply.
How much difference can a rate change make?
Suppose the taxable pre-GST price remains ₹100, with no discount, extra charge or change in the seller’s pricing:

The simplified difference is ₹13. It is a calculation, not a forecast that a particular product’s shelf price will fall by ₹13. A packaged product’s declared retail sale price includes taxes, and the billed transaction and supplier pricing can affect what a customer pays.
For a tax-exclusive price, calculate the total as base price × (1 + GST rate), expressing the rate as a decimal (for example, 18% as 0.18). To isolate the tax in a tax-inclusive total, use total × rate ÷ (100 + rate), where the rate is written as a percentage number (for example, 18). These formulas assume the stated rate applies to the whole amount and are arithmetic, not a guide to a product’s classification or official rate.

Is GST already included in MRP?
For an ordinary packaged retail sale, yes: CBIC says the retail sale price declared on the package is inclusive of GST and other taxes. Do not add GST on top of the marked price as though it were a pre-tax quote. A price quoted for a service or other transaction may instead be stated before tax, so check the quote and invoice rather than assuming every displayed price is tax-inclusive. CBIC GST Rates FAQs.
Will GST rate cuts make groceries cheaper?
They can reduce the tax component on affected taxable supplies, but that alone does not establish the final shelf price of a grocery item. The applicable rate depends on the precise product description and classification; different goods, pack sizes or sellers are not reliable like-for-like comparisons. CBIC’s rate FAQ gives classification examples and notes that its guidance is educational rather than legally determinative. Check the current official rate notification for a specific product rather than assuming a rate from a broad category.

When comparing prices, match the same product and quantity at the same seller where possible. Then check whether each price is tax-inclusive or pre-tax, and compare the invoice’s taxable value, rate and tax amount when an invoice is provided. A change in the seller’s price or other charges can also affect the amount paid, so a rate cut and a shelf-price movement are not necessarily identical.
Why might a price not fall when GST goes down?
- The price being compared may be tax-inclusive, such as a packaged item’s MRP, rather than a fixed pre-tax base.
- The product’s exact classification or applicable rate may differ from what the shopper assumed.
- The seller’s price, discount or other transaction charges may have changed, so the tax-rate difference is not the only difference in the bill.
- The transactions may fall on different sides of a rate-change date, and the applicable tax liability can depend on time-of-supply rules.
These are reasons to examine the specific product and transaction; they do not establish whether a particular seller has complied with the rules.

Which GST rate applies around a change date?
The Ministry of Finance FAQ on decisions of the 56th GST Council meeting, posted 3 September 2025, says: “GST is levied on supply.” It states that changes for goods and services other than cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi took effect from 22 September 2025. For those specified tobacco goods, existing rates and compensation cess were to continue until new rates were implemented on a later notified date. For a transaction spanning a rate change, the purchase date alone may not settle the applicable liability. The FAQ discusses cases where supply occurs before a change but invoicing or payment occurs later, and says advances are governed by time-of-supply provisions. The facts matter; consult the applicable rules or a qualified tax professional for a specific transaction.

What can consumers do if a benefit was not passed on?
GST Council guidance says a tax-rate reduction or input tax credit benefit must be passed on through a commensurate price reduction. If you believe that did not happen, the Council’s help page describes an application through the anti-profiteering mechanism.
