In India, when a seller keeps a product’s or service’s taxable value fixed and quotes it before Goods and Services Tax (GST), a lower GST rate reduces the arithmetic total and a higher rate increases it. The calculation is final price = taxable value × (1 + GST rate). But if a displayed price already includes GST, or the seller changes the pre-tax price, the final amount can behave differently. For a transaction around a rate-change date, the applicable rate depends on the time-of-supply rules—not simply the invoice date.
How to calculate the price when GST is added
Start with the taxable value—the value to which the applicable GST rate is applied. Under section 15 of the Central Goods and Services Tax (CGST) Act, transaction value generally applies when the specified conditions are met. The applicable rate is then applied to that value.

Price including GST = taxable value × (1 + GST rate)

Use the rate as a decimal in the formula: 18% is 0.18, for example. The change in the total between two rates, if the taxable value stays fixed, is taxable value × (new rate − old rate).

Arithmetic illustration: a ₹1,000 taxable value
These figures are calculations, not quoted product prices or measured consumer savings. They assume the taxable value remains ₹1,000 and there are no other charges or price changes.
| GST rate | GST on ₹1,000 | Total including GST |
|---|---|---|
| 18% | ₹180 | ₹1,180 |
| 12% | ₹120 | ₹1,120 |
| 5% | ₹50 | ₹1,050 |
Moving from 18% to 12% is a decrease of six percentage points. On this fixed taxable value, the GST amount and total each fall by ₹60. The legal rate applicable to an actual purchase still depends on the item or service’s classification, the relevant notification, and—if the transaction spans a rate change—the time-of-supply rules.
What changes when the quoted price already includes GST?
A tax-inclusive quote shows the total with GST already built in. To find the tax portion, do not multiply the total by the rate; use the extraction method in rule 35 of the CGST Rules:
Tax amount = (value inclusive of taxes × applicable tax rate in %) ÷ (100 + sum of applicable tax rates in %)
The rule accounts for the applicable IGST or, as relevant, CGST, SGST or UTGST rates. For example, a ₹1,180 total inclusive at 18% contains ₹180 tax; a ₹1,120 total inclusive at 12% contains ₹120 tax. See rule 35 of the CGST Rules for the statutory method.
Why a rate cut may not reduce the displayed price by the same amount
The formula describes the tax arithmetic for a given taxable value and rate. It does not predict how a seller will set or change prices. If a seller holds the pre-tax taxable value constant, a rate change alters the GST-inclusive total. If the seller holds the tax-inclusive total constant, the tax component changes while the displayed total does not. A seller may also change the base price or other charges.

Accordingly, a percentage-point reduction in a GST rate is not by itself proof of an equal reduction in the price a consumer pays. Compare the taxable value, applicable rate, whether the quote is tax-exclusive or tax-inclusive, and any other charges or price changes. The sources cited here do not establish an average pass-through percentage or predict an individual seller’s pricing decision.
Which GST rate applies around its effective date?
When a rate changes, section 14 of the CGST Act provides special time-of-supply rules. The applicable outcome depends on the relevant combination of when the supply takes place, when the invoice is issued, and when payment is received. The invoice date alone does not always settle which rate applies.
Best Value
For a transaction that spans a rate-change date, check the applicable case under section 14 of the CGST Act and the notification for the specific goods or service. Do not assume that a new rate applies to every invoice dated after the effective date.
Recent broad context
The Ministry of Finance’s FAQ on the GST Council’s 56th meeting says most rate changes for goods and services took effect on 22 September 2025. It also notes that specified cigarettes and tobacco-related goods continued at their then-existing GST and compensation-cess rates, with revised implementation to follow on a later notified date. FAQ-3 identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, as the revised central goods-rate notification. These are broad context, not a substitute for checking the classification and notification that apply to a particular purchase.

Quick Recap
How to compare two prices or bills
- Identify the taxable value before GST. Do not assume a package’s retail sale price is the taxable transaction value. CBIC’s rates FAQ says packaged-commodity retail sale price is inclusive of all taxes and gives examples in which rate eligibility is linked to transaction value; the two figures are not interchangeable for every rate entry. See the CBIC GST rates FAQ.
- Confirm the applicable rate and effective date. Use the classification-specific notification rather than inferring a rate from a general headline or a different product.
- Check whether each quote is tax-exclusive or tax-inclusive. Add GST to a tax-exclusive taxable value; use rule 35 to extract GST from a tax-inclusive total.
- For a transaction near a rate change, check supply, invoice, and payment timing. Apply the relevant section 14 case rather than choosing a rate from the invoice date alone.
- Account for price and charge changes. A difference in the taxable value or other charges can change the final total independently of the GST-rate difference.
