How GST Input Tax Credit Works and How Businesses Can Claim It

Indian businesses can claim eligible GST input tax credit after checking statutory conditions, reconciling GSTR-2B with their books, and reporting the credit and any reversals in GSTR-3B.

In India, a GST-registered business can claim input tax credit (ITC) for eligible GST paid on purchases used or intended for use in its business. To claim it, reconcile purchase records with GSTR-2B, check each transaction against the legal eligibility rules, then report eligible credit and any required reversals in GSTR-3B. An entry in GSTR-2B is a useful reconciliation signal, not a ruling that the credit is legally claimable.

What GST input tax credit means

Input tax credit lets a registered person offset eligible GST charged on business purchases through the GST return process. The credit is recorded in the taxpayer’s electronic credit ledger and may be used subject to the law’s conditions and restrictions. Section 16 of the Central Goods and Services Tax Act makes business use—or intended business use—the starting point; the applicable SGST or IGST provisions, rules and notifications may also matter.

Not every expense qualifies. The credit may need to be restricted for non-business use, apportioned where inputs serve both taxable and exempt supplies, or denied under a blocked-credit provision. Eligibility depends on the transaction and the taxpayer’s circumstances, not simply on whether GST was charged.

GSTR-2B and GSTR-3B: what each does

The GST Portal describes GSTR-2B as an auto-drafted ITC statement and advises taxpayers to reconcile it with their own records and books. Treat it as an input to your review: a credit shown there can still be unavailable under another legal rule, and a mismatch should be investigated rather than ignored.

Conditions to check before claiming a credit

Section 16 sets out statutory conditions for claiming ITC. Review the rules applicable to the relevant tax period, including:

  • Business use: The goods or services must be used, or intended to be used, in the course or furtherance of business. Non-business use may restrict the claim.
  • Prescribed tax document: Keep the required tax invoice, debit note or other prescribed document.
  • Supplier reporting and communication: Check that the supplier furnished the invoice details and that they were communicated to you through the statutory process.
  • Receipt of supply: Confirm that the goods or services were received. If goods are received in lots or instalments, the law ties entitlement to receipt of the final lot.
  • Tax payment and return filing: The relevant tax must be paid to the government and the recipient must furnish the required return.
  • Restrictions and reversals: Apply the rules for exempt supplies, mixed business and non-business use, blocked credits, and any other applicable restriction.

Section 17 covers apportionment and specified blocked-credit categories, with detailed statutory exceptions. See the CGST Act, section 17; an expense label alone does not establish whether a particular purchase is blocked.

How to claim ITC: a practical filing sequence

  1. Confirm the claimant and business purpose. Check that the claimant is a registered person entitled to claim and document the purchase’s business use. Identify any non-business use and whether the related supplies are taxable, zero-rated or exempt.
  2. Validate the tax document. Match the supplier’s invoice, debit note or other prescribed document to your accounting records. Check supplier reporting and communication through the statutory process.
  3. Check receipt and supplier payment. Retain evidence that the goods or services were received. Track payment of the value plus tax to the supplier: if it remains unpaid after 180 days, section 16 provides for a consequence affecting the credit, with re-availment upon payment subject to the rules.
  4. Reconcile the relevant GSTR-2B with your books. Compare invoices, debit and credit notes, amendments, ISD credits and import information where relevant. Investigate missing, duplicate, amended or mismatched entries; do not take the same credit twice.
  5. Decide eligibility independently. Apply the section 16 conditions, section 17 restrictions and other applicable GST law to each item. Omit or reverse an ineligible amount even if it appears in GSTR-2B.
  6. Report in the applicable GSTR-3B fields. Use current return instructions and any system-populated data as checks, not substitutes for review. Report eligible credit and required reversals in the relevant tables. For reverse-charge supplies, pay the tax; the GST Portal’s return guidance describes the related credit as available on payment, subject to eligibility.
  7. Keep a supporting trail and monitor deadlines. Retain invoices, receipt evidence, reconciliation workings, payment records and calculations for reversals or re-availment. Track the deadline for each invoice or debit note and check the relevant annual return status.

Reconciliation or return-preparation software may help organize records and compare them with GSTR-2B, but it cannot determine legal eligibility or guarantee compliance.

When ITC may be unavailable, reduced or reversed

  • The purchase is not used or intended for business, or has a non-business component that must be restricted.
  • The purchase relates partly to exempt supplies and requires apportionment under section 17 and applicable rules.
  • The purchase falls within a blocked-credit category, subject to the detailed statutory exceptions.
  • A required document, supplier reporting or communication, receipt, tax payment or return-filing condition has not been met.
  • GSTR-2B does not reconcile with the books, a credit is duplicated, or a credit note or amendment requires a reduction or reversal.
  • The claim deadline has passed, unless a specific exception applies.
  • Reverse-charge tax has not been paid; the GST Portal’s guidance makes payment a condition for the related credit, subject to eligibility.
  • The recipient has not paid the supplier the value plus tax within 180 days, triggering the statutory consequence and a possible re-availment mechanism upon payment.

What is the deadline to claim GST ITC?

For the general rule in section 16(4), the deadline is the 30th of November following the end of the financial year to which the invoice or debit note pertains, or the date the relevant annual return is furnished, whichever is earlier. This is the current general formulation; the former September-return deadline should not be treated as the general rule.

There are specified retrospective exceptions for historic periods. CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, addresses implementation of retrospective changes for specified financial years 2017–18 through 2020–21. Those limited historic cases do not change the general deadline for current invoices. Check the current consolidated law and your filing history to establish the deadline that applies.

For a particular claim, the answer can depend on the applicable CGST, SGST or IGST law, rules, notifications, supply classification, taxpayer status and tax period. Consult the current official materials or a qualified GST professional for a transaction-specific decision.
