In India, a delivery or shipping charge is not automatically exempt from GST—or automatically taxed at the product’s rate. The result depends on who is legally responsible for the charge, how transport relates to the goods sale, and whether transport is a separate service. If the seller is liable for freight in relation to the sale, the amount may form part of the taxable value even when the buyer pays it. When goods and transport are a composite supply, the principal supply’s rate applies; a separately supplied transport service must be classified under the relevant service entry.
Start with who is liable for the delivery charge
A checkout label such as “shipping” or “delivery” does not settle the GST treatment. Look at the transaction and the contract: who agreed to provide transport, and who is legally liable to pay for it?
Under section 15 of the Central Goods and Services Tax Act, 2017, the value of a supply includes amounts the supplier is liable to pay in relation to that supply when the recipient pays them on the supplier’s behalf. CBIC applies this principle to transportation charges: where the seller is liable for the transport cost, it can be included in the value of the seller’s supply even if the buyer makes the payment.
For example, if the seller contracts with a carrier and is responsible for the freight under the sale arrangement, collecting that amount from the buyer separately does not by itself take it outside the supply value. The governing contract, invoice, and actual arrangement matter more than the name of the checkout line.

When does delivery follow the goods’ GST rate?
Where goods and transport are a composite supply, section 8 of the CGST Act treats the supply according to its principal supply. CBIC’s example is goods that cannot be supplied without related cartage, unloading, or transportation: those charges form part of the composite supply, and the rate applicable to the goods applies.
This is not a blanket rule for every delivery fee. A separately itemized charge does not automatically inherit the goods’ rate, and the mere fact that a buyer orders goods and delivery together does not answer whether the supplies are composite. Assess whether the transport is naturally bundled with, and integral to, the goods supply in the actual arrangement.
When is transport treated as a separate service?
If transport is supplied separately rather than as part of a composite supply, identify the service provider and classify the service. The CBIC GST rate schedule has distinct entries for categories including goods transport, postal services, and courier services, with applicable conditions. The correct entry depends on the service actually provided; there is no single GST rate that can be stated for all “shipping.”

Do not choose a transport-service rate based only on the carrier’s everyday description or the platform’s checkout wording. The classification and relevant conditions should be checked against the current rate schedule and notifications.

A marketplace collecting the buyer’s full checkout payment does not, by itself, determine who supplies the transport service or who must pay GST on it. CBIC explains that an e-commerce operator pays tax instead of the actual supplier only for services notified under section 9(5) of the CGST Act. That rule should not be assumed to apply to a goods sale or every delivery charge merely because a platform collected the money.
For a specific transaction, distinguish the operator’s payment-collection role from the contractual supplier of transport and the person legally liable for the charge. CBIC’s sectoral FAQs address e-commerce operator liability and transportation charges.

GST value is not the same as e-way bill consignment value
CBIC’s E-Way Bill FAQs, dated 24 March 2018, address shipping charges collected by an e-commerce company when the charge is not mentioned on the merchant’s invoice. The FAQ says those charges need not be included in the consignment value for e-way bill purposes.
That answer concerns the value used for the e-way bill. It is not a general exemption from GST on shipping, nor does it override the GST valuation rules for the underlying supply. CBIC’s FAQ describes consignment value by reference to section 15 and says it includes applicable GST and cess; that context should not be confused with whether a seller’s delivery charge belongs in taxable supply value.
Domestic delivery and courier shipments bound for export
For transportation of goods by mail or courier where both the supplier and recipient of the transport service are in India, section 12(8) of the Integrated Goods and Services Tax Act, 2017 generally places the supply at the registered recipient’s location or, if the recipient is unregistered, where the goods are handed over for transport. The section’s export proviso places the service at the goods’ destination outside India.

CBIC Circular No. 184/16/2022-GST, dated 27 December 2022, states that this export-bound courier transportation service is inter-State and IGST is chargeable. This is a specific place-of-supply issue for the transport service; it does not turn every domestic delivery or shipping line into the same tax treatment.
How to assess a real e-commerce delivery charge
For a merchant invoice, buyer query, or accounting review, establish these facts before deciding the treatment:
- Who contracts to provide the transport, and who is legally liable for its cost?
- Is the charge stated on the seller’s invoice, or collected separately by another party?
- Is transport bundled with the goods as a composite supply, or supplied as a distinct service?
- Is the provider a courier, goods transport agency, or another kind of transporter?
- Does a service notified under section 9(5) apply, rather than merely a marketplace collecting payment?
- Is the destination domestic or outside India?
These details can affect valuation, classification, operator liability, and place of supply. Check the current CBIC rate schedule and applicable notifications alongside the contract and invoice; where the classification or liability remains material and uncertain, consult a qualified GST professional.
