How Google News and Discover Publisher Payments Work in Europe

Google does not pay publishers for ordinary News or Discover appearances. Learn how Showcase licensing, reader-funded revenue and EU related rights work in Europe.

Google does not pay publishers simply for appearing in ordinary Google News or Discover results. The main direct Google licensing route is News Showcase, which pays participating publishers to curate journalism under a licensing arrangement. Separately, Reader Revenue Manager helps publishers collect money from readers, while EU press-publisher rights may support remuneration for certain online uses under national law and agreements. None of these routes buys a higher organic ranking, and there is no public, standard Europe-wide Showcase rate.

Does Google pay publishers for Google News or Discover traffic?

No. Ordinary appearance in Google News or Discover is not a per-article or per-view payment scheme. Google’s automated systems consider eligible content for News surfaces; publishers do not have to submit a site to be eligible, and eligibility does not guarantee that an article will appear. Google describes ranking as algorithmic and says it does not accept payments to expedite or improve a site’s search appearance or ranking in Google News. AdSense participation also does not affect News ranking.

That distinction matters: a publisher may receive money through a separate licensing agreement or from its own readers, but those payments are not payment for ordinary News or Discover reach. Showcase panels can appear in both products, but participating in Showcase is different from being indexed or ranked in the ordinary way.

How do European publishers get paid by Google?

There are three distinct routes to understand. They differ in who pays, what triggers payment, and whether the terms are public or depend on a contract or national law.

Route Who pays? What triggers payment? What is publicly established?
Ordinary Google News or Discover distribution No payment for ordinary appearance is documented. Automated discovery and policy eligibility; display and ranking are not guaranteed. Google says publishers need not submit a site to be eligible for News surfaces and that payment cannot improve News ranking.
Google News Showcase Google pays participating publishers. A publisher participates in the licensing program and curates journalism into Showcase panels. Google describes the program and its features, but does not publish a universal European rate or payment formula on its general program page.
Reader Revenue Manager Readers pay the publisher; Google provides the tool. A publisher offers a subscription or contribution and configures payment collection. Google states a 5% transaction fee, including credit card fees. This is specific to Reader Revenue Manager, not Showcase or related-rights agreements.
EU press-publisher related rights A platform may owe remuneration under applicable law or an agreement. A qualifying protected press publication is used online, subject to the directive, national implementation and applicable exceptions. EU law establishes a related right and an author revenue-share requirement; practical payment arrangements depend on national law, rights and negotiations.

How do Google News Showcase payments work?

Google describes News Showcase as a content-licensing program: participating publishers are paid to curate journalism for a distinct news experience. Publishers package stories into panels that can include context such as timelines, related articles and bullet points. Google says Showcase panels are carried in Google News and Discover, and that selected paywalled articles may be made available without charge to readers who would otherwise need a subscription.

The payment is tied to participation and a publisher licensing arrangement, not to every article that happens to appear in News or Discover. Google’s public general description does not state a standard European rate, per-click or per-view formula, typical contract term, or guaranteed route for every publisher to join. Those details should not be assumed without the publisher’s actual agreement.

Germany-specific public details

Google’s German-language help page says participating German publishers and web publishers receive monthly licensing payments. It describes participation criteria that include public-interest current-affairs journalism, reach, journalistic standards, technical capacity and a license agreement. These are Germany-specific statements, not a rule for every European market; Google notes that availability and participants vary with the media landscape. What is the difference between Google News Showcase and Reader Revenue Manager?

Showcase is a licensing arrangement between Google and participating publishers. Reader Revenue Manager (RRM) is a publisher tool for collecting payments from readers. RRM can support subscription or contribution prompts and features such as newsletter sign-up, surveys and reader registration; it does not pay a publisher for News or Discover traffic.

Google’s RRM help page states a 5% fee per transaction, including credit card fees. To receive funds, the publisher must create or add a payments profile in Publisher Center and provide bank account details. The profile is managed through Google Payments Center. Ownership of a publication in Publisher Center does not automatically give someone ownership of its payment profile, so the relevant payment permissions must also be in place.

Google’s RRM country list includes many European markets, including Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. Product availability can change; publishers should check Google’s current country list. A country’s presence on the RRM list does not mean its publishers are enrolled in Showcase or paid for ordinary News distribution.

What are press publishers’ neighbouring rights under the EU Copyright Directive?

Article 15 of Directive (EU) 2019/790 requires EU Member States to give press publishers established in a Member State certain reproduction and making-available rights for online use of their press publications by information society service providers. It is a separate legal framework, not a Google product or a fixed Google tariff.

The right has limits. The directive excludes private or non-commercial individual use, acts of hyperlinking, and use of individual words or very short extracts. The right lasts two years after publication, calculated from January 1 of the year following publication. The directive also requires Member States to ensure that authors whose works are incorporated in a press publication receive an appropriate share of the revenues the publisher receives from information society service providers for use of that publication.

As a result, it is inaccurate to say that Google must pay every publisher for every link or snippet. Whether remuneration is due depends on the protected use, the rights involved, national implementation and any applicable agreement. The directive does not itself supply one Europe-wide rate or negotiation process.

France is an example of national enforcement, not a Europe-wide outcome

France illustrates how national competition enforcement has interacted with related rights. In 2021, France’s Autorité de la concurrence fined Google €500 million for failing to comply with interim injunctions in related-rights proceedings. That was an enforcement fine, not a publisher payment pool or tariff. In a separate 2022 step, the authority accepted binding Google commitments intended to establish a negotiation framework and information-sharing for transparent assessment of remuneration. These events describe France’s enforcement record; they do not establish identical processes or payment outcomes across Europe. The authority’s 2021 announcement of the €500 million fine explains the historical penalty.

What publishers should verify before relying on a payment figure

  • Identify the route. Establish whether the money is from Showcase licensing, a reader transaction through RRM, or a related-rights negotiation. The terms are not interchangeable.
  • Check the actual agreement or account. Public sources do not provide one European answer for Showcase contract value, payout timing, thresholds, currency, tax treatment, rights granted or revenue attribution.
  • Confirm current availability and permissions. RRM country availability and account requirements can change; verify the current Google help page, payment profile and bank details.
  • Keep editorial and commercial presentation clear. Google’s News policies call for paid promotion or sponsorship to be disclosed rather than presented as independent editorial content, and for clear bylines, dates, publisher information and contact details.
