Gaming marketplaces turn virtual goods into recurring commercial activity by letting players buy, earn, trade, and sometimes resell items through platform wallets or outside exchanges. Steam shows how platform-hosted trading can keep value circulating inside an account system; third-party markets can create paths toward cash or crypto, with different risks and protections. The mechanisms are documented, but there is no established industry-wide total for revenue from resale or marketplace fees.
How gaming marketplaces work
A virtual item can have practical use, appearance or status value, or appeal as a collectible. Games and platforms establish the rules: what items exist, how players obtain them, whether they can be transferred, and where they can be traded. The U.S. Consumer Financial Protection Bureau (CFPB) describes gaming assets as capable of being stored on player accounts, used to obtain goods or services, and transferred between people. That makes them financially relevant even when they are not equivalent to money.
Commercial activity can take several forms, and they should not be conflated:
- Direct in-game purchases: A player buys an item, currency, or service from the game or platform. This is a sale by the operator or its authorized seller, not a resale between players.
- Platform-hosted player markets: Players list eligible items and trade through a marketplace controlled by the game or platform. The platform can set eligibility, handle settlement, and charge transaction fees.
- Third-party exchanges: External services facilitate trading beyond the platform’s own market. Depending on the service and item, this may create routes toward fiat currency or crypto-assets, but it also moves the transaction outside the platform’s wallet and protections.
Items can be bought directly, earned through play, or acquired from other players. Transferability lets an item circulate after its original acquisition, while market listings and payment systems make that circulation easier to repeat. This is the financial engine: not simply that a game sells virtual goods, but that designed value and rules for exchange can support ongoing transactions.

Steam’s Community Market: resale inside a platform wallet
Steam provides a documented example of a platform-hosted secondary market. Its Community Market lets users buy and sell eligible items with other community members for Steam Wallet funds. Settlement in platform wallet funds is different from a cash payout: the market transaction does not, by itself, mean the seller has received fiat currency.
The CFPB’s 2024 report says Valve charges a 5% fee for each transaction on the Steam Community Market. That is a reported Steam-specific fee, not a standard rate for gaming marketplaces generally. The report establishes that a platform can earn from resale activity, but it does not provide a comparable fee schedule across other platforms.

Steam also illustrates the distinction between a platform’s own market and external activity built around tradable items. Valve said it introduced in-game item trading in 2011 to help users obtain items in games with in-game economies. In a 2016 statement addressing gambling sites that used Steam trading, Valve said it had never received revenue from those sites. Third-party economic activity that uses a platform’s trading features does not, on its own, prove that the platform earned the third party’s revenue.
Why game design and payment rules matter
Markets do not emerge from item value alone. Developers choose whether goods are transferable or giftable, what currencies can be used, and whether trading is supported. Steamworks documentation supports microtransactions and virtual economies, while warning developers that tradeable or giftable goods can increase exposure to fraudulent transactions. Valve advises developers to design an economy to improve the game and customer experience, rather than treating transactions as detached from game design.

Those choices determine where users can trade, who controls the transaction, and what happens when something goes wrong. A platform-hosted market can restrict which items are eligible and keep settlement in its wallet. External markets may offer additional ways to exchange items, but the platform may have less control over those transactions and users may have less recourse through the game operator.
Where the financial risks arise
The CFPB’s April 4, 2024 issue spotlight says gaming assets may have significant value and be stored, exchanged, and transferred, while operators often take a buyer-beware approach. It says the agency is monitoring markets where financial products and services may be offered. This mismatch matters to players: an item may be valuable to its owner and tradable under certain rules without carrying the protections a person might expect from a conventional financial account or regulated payment service.

- Fraud and transaction disputes: Trading and gifting create opportunities for fraudulent transactions, a risk explicitly noted in Steamworks developer guidance. Eligibility restrictions and platform controls can limit some activity, but they do not guarantee that every transaction is safe or reversible.
- Unclear cash value: A listing price or reported sale is not the same as money received by a seller, platform revenue, or the total value of a market. Wallet balances and third-party conversion routes have different practical meanings.
- Different protections across venues: A transaction inside a platform and one on an external exchange may have different rules, controls, and avenues for recourse. The CFPB distinguishes platform-supported secondary markets from third-party sites that can facilitate conversion of skins to crypto-assets or fiat currency.
- Privacy and behavioral data: The CFPB identifies personal and behavioral information—including financial details, purchasing history, and spending thresholds—as data gaming companies may collect. This does not establish that every company collects every category in the same way.
Skin gambling raises related concerns because tradable items can be used in activity outside the game’s ordinary purchase flow. A UK Government evidence review addresses skins gambling as a policy issue; its findings should not be treated as a statement of current law everywhere. Legal status depends on jurisdiction and date, and the available evidence here does not establish a country-by-country account of current rules.

Platform markets can generate fees, while direct sales and in-game transactions create other forms of commercial activity. But the cited material does not establish how much revenue the gaming industry earns specifically from marketplace fees or player-to-player resale. Broad statements about gaming-company revenue cannot be used as a proxy for that narrower category.

Steam’s developer-facing reporting shows how platform commerce has become operationally measurable. On June 26, 2025, Valve announced a Steamworks Financials Service API for programmatic retrieval of data including revenue, units, key activations, bundles, and in-game transactions. A Steamworks administrator must generate a key to use it. This is evidence of reporting infrastructure for developers, not public disclosure of total marketplace volume.
CFPB Director Rohit Chopra said on April 4, 2024: “At the same time, user interactions are heavily monetized, helping to create billions in revenue annually for gaming companies.” The statement describes gaming-company revenue broadly; it does not quantify marketplace resale or transaction-fee revenue.
