How FMCG Businesses Can Update GST Rates in Invoices and Accounting Software (India)

Change FMCG GST rates by verified HSN and effective date—not with a blanket edit. Follow section 14 for transition sales, test tax calculations, and reconcile IRP and GSTR-1 records.

Do not change one GST percentage across your entire FMCG catalogue. First match each affected SKU to its HSN or other legally relevant classification and the applicable CBIC rate notification, confirm the notification’s effective date, then update the item-level tax master in your billing and accounting systems. Test invoices for both intra-state and inter-state sales, and reconcile e-invoice and GSTR-1 data before filing.

The invoice date alone may not decide the rate when a sale spans a change. Section 14 of the Central Goods and Services Tax Act, 2017 applies a specific combination of supply date, invoice date and payment-receipt date. A controlled, documented cutover is therefore safer than editing a percentage in a company-wide setting.

Why an FMCG business cannot use one blanket GST rate

“FMCG” describes a business category, not a GST classification. Packaged foods, beverages, personal-care products, household goods and other fast-moving products can fall under different HSN headings, subheadings and rate entries. A rate can also depend on conditions in the notification, such as product description, packaging, value or a specified exemption. Your product catalogue must therefore be treated as a set of tax decisions rather than one FMCG rate.

Start with the relevant CBIC rate notification and its effective date for every affected product. The CBIC notification index is a practical starting point, but the notification text and later amendments control. Keep the notification number, classification reasoning and approval with the SKU record. If classification is uncertain, obtain a qualified tax opinion before changing invoices; a software master cannot cure an incorrect HSN or rate decision.

What to capture for each affected item

  • SKU, product description, brand or variant identifier used internally, and unit of measure.
  • HSN or other tariff classification used on the invoice and return.
  • Existing GST rate, revised GST rate, and any applicable cess.
  • Legal effective date and the notification or amendment reference.
  • Whether the item is sold intra-state, inter-state, through a marketplace, or through a distribution channel with a separate tax configuration.
  • The person who checked the classification and the date of approval.

Do not infer the new rate from a competitor’s invoice, a portal drop-down, or the fact that goods were bought before the change. The tax point for a particular transaction can produce a different result from the date on which inventory entered your warehouse.

How section 14 deals with a rate change

Section 14 of the CGST Act governs the time of supply when a GST rate changes. It separates supplies made before the change from supplies made after it, then tests when the invoice was issued and when payment was received. Apply the branch that matches the actual facts; “use the invoice date” is not a complete rule.

For this purpose, receipt of payment is generally the earlier of the entry in the supplier’s books or the date the amount is credited to the supplier’s bank account. The provision contains a bank-credit proviso for the stated situation in which credit occurs more than four working days after the rate change. Document the relevant dates rather than relying on an operator’s recollection.

Decision table for goods and services around the change

When the supply is made Invoice timing Payment timing Time-of-supply result under section 14
Before the rate change After the change After the change Earlier of the invoice date or payment-receipt date; the post-change rate is generally indicated by this branch.
Before the rate change Before the change After the change Invoice date; the pre-change rate applies under this branch.
Before the rate change After the change Before the change Payment-receipt date; the pre-change rate applies under this branch.
After the rate change Before the change After the change Payment-receipt date; the post-change rate applies under this branch.
After the rate change Before the change Before the change Earlier of the invoice date or payment-receipt date; the pre-change rate applies under this branch.
After the rate change After the change Before the change Invoice date; the post-change rate applies under this branch.

The table is a working summary, not a substitute for reading the statutory wording for an unusual transaction. Check whether a transaction is a supply of goods or services, whether a special time-of-supply rule applies, and whether the invoice and payment records support the dates used.

Why inventory date is not enough

Old stock does not automatically qualify for the old GST rate. A batch manufactured or purchased before a notification can be sold after the change, and section 14 may assign the new rate depending on supply, invoice and payment timing. Conversely, a pre-change supply can remain subject to the earlier rate under the relevant branch. Keep dispatch, delivery, invoice and payment evidence for sales close to the cutover.

A dated example from 2025

A Government of India FAQ concerning recommendations of the 56th GST Council stated that rate changes for goods and services other than specified tobacco-related products took effect on 22 September 2025. That date is a historical example, not a universal effective date for every FMCG item. A product’s own notification, later amendment and any stated exclusion must be checked before applying it.

Prepare the rate-change file before editing software

  1. Freeze the question you are solving. Define the notification, jurisdictions, GSTINs, product families and cutover date. Separate a legal rate change from a correction to an HSN, an exemption status or a cess setting.
  2. Build the affected-item register. Include the SKU, HSN, old and new rates, cess, effective date, notification reference and reviewer. Flag items whose classification or packaging condition is unresolved.
  3. Map every location where tax is stored. Check the item tax master, price lists, sales invoices, purchase or transfer documents, point-of-sale terminals, warehouse or distribution applications, marketplace feeds, spreadsheet templates, APIs and reporting extracts. This is a control exercise, not a claim that every product uses the same fields.
  4. Choose a cutover method. Prefer a dated tax rule when the system supports effective dating. If it does not, agree a precise cutover time, user permissions, backup and validation plan with the software provider and accounting team. Never assume that changing a master will recalculate invoices that have already been issued.
  5. Back up and restrict access. Export the current item-tax configuration, record who approved the change, and limit edit rights during the cutover. Retain the old rate for historical reporting rather than overwriting it without an audit trail.

Update the item-level tax configuration

Exact menu names differ by product, edition and deployment, so a universal click path would be misleading. In most systems, the controlled sequence is to open the item or inventory-tax master, locate the HSN and tax fields, create or select the revised rate, enter an effective date if available, and save a versioned change. Apply the rule only to the reviewed SKUs.

Fields and controls to verify

  • Classification: HSN and product description match the approved tax decision.
  • Rate components: CGST and SGST for intra-state invoices, or IGST for inter-state invoices, are calculated from the revised rate. Do not enter a combined rate where the software expects separate components.
  • Cess: Preserve or remove cess only when the notification and product facts require it.
  • Effective dating: A dated rule should select the rate by supply or invoice logic supported by the system. Confirm which date the software actually uses.
  • Rounding: Check line-level and invoice-level rounding, especially where discounts, multiple units or tax-inclusive prices are used.
  • Price lists: Decide whether displayed consumer prices are tax-inclusive and whether the base price must be recalculated. Tax configuration and commercial pricing are separate decisions.
  • Integrations: Replicate the approved mapping in connected POS, warehouse, marketplace and reporting systems, using an interface test rather than a manual assumption.

If the application cannot hold old and new rules simultaneously, use a controlled cutover for new documents and obtain written advice on open orders, drafts, recurring invoices and returns. Do not edit a posted invoice merely to make its tax look current.

Test invoices before the new rate goes live

Use representative, non-production documents or a test company. Compare the software calculation with an independently checked calculation and inspect the printed or electronic invoice, not just the entry screen.

Minimum test matrix

Test What to verify
Intra-state sale Correct CGST and SGST split, HSN, rate, taxable value and total.
Inter-state sale IGST replaces the intra-state components and the place-of-supply details are correct.
Discounted line Taxable value reflects the permitted discount treatment and rounding is consistent.
Tax-inclusive price The system backs out the revised tax without changing the intended commercial price unexpectedly.
Multiple affected and unaffected SKUs Only mapped products change; unaffected items retain their approved rates.
Cess or special condition Any additional levy and its display are retained only where applicable.
Rate-transition document The date combination and selected rate agree with the applicable section 14 branch.
Credit or debit note Reference to the original invoice, tax adjustment and reporting treatment are available under the applicable rules.

Have a second person approve the test evidence. Record SKU, customer type, place of supply, dates, taxable value, expected tax, system tax and the reason for any difference. A screenshot alone is weaker evidence than a saved test invoice and calculation sheet.

Reconcile e-invoices and GSTR-1 after the change

Where e-invoicing applies, the GST portal states that e-invoice details are fetched from the Invoice Registration Portal (IRP) and appear in the GSTR-1 workflow. Draft GSTR-1 details can be edited before filing. HSN-wise outward-supply data includes rate and quantitative details, making it a useful control report after a cutover.

  1. Generate a test or controlled invoice from the updated accounting system and submit it through the applicable IRP process.
  2. Compare the IRP response with the source invoice: supplier GSTIN, recipient GSTIN, document number and date, HSN, taxable value, rate, tax components, cess and totals.
  3. Review the corresponding GSTR-1 draft. Investigate missing, duplicated or differently calculated records before filing.
  4. Run an HSN-wise report by rate and quantity. Reconcile totals to the sales ledger, credit and debit notes, and inventory movement.
  5. Lock the approved period and retain the reconciliation, exception list and corrections with the tax working papers.

Portal acceptance is not a legal determination that the rate is correct. An IRP tax-rate master may accept a value that does not fit a product’s classification or notification. The legal check remains the business’s responsibility.

Relevant portal-release cautions

An IRIS IRP production release dated 21 September 2025 described adding a 40% GST rate to its tax-rate master. That is a platform-master change, not a decision that any particular FMCG SKU belongs at 40%.

An IRIS IRP release dated 1 February 2026 described relaxed RSP-based validations for qualifying cases with a document date on or after 1 February 2026, referring to Notification No. 20/2025–Central Tax. The listed conditions and the underlying notification must be checked for the product and transaction; suppressing a validation error does not establish the correct rate.

Correcting invoices issued with the wrong rate

Do not silently overwrite a posted invoice or alter a historical tax master and assume the ledger is fixed. Identify the affected document population, quantify the difference, and use the applicable credit-note, debit-note, amendment and return procedures. A correction should preserve the original invoice number, date, tax calculation and reason for change.

Common failure modes and fixes

Every product was changed to the new percentage

Cause: a global tax setting was edited without an affected-item list. Fix: restore the backed-up master, identify the affected HSNs, and reapply item-level rules under approval.

Invoices use the invoice date for every transition sale

Cause: section 14 was reduced to a single-date rule. Fix: capture supply, invoice and payment dates for each exception and apply the correct statutory branch.

Accounting books and GSTR-1 disagree

Cause: a connected system retained the old mapping, or an IRP record was edited or duplicated. Fix: reconcile invoice-by-invoice, correct the source and return data through the permitted process, and retain the exception log.

Portal validation passes but the tax decision is wrong

Cause: acceptance was mistaken for classification approval. Fix: return to the notification and HSN analysis, then correct the invoice and records under tax advice.

Posted historical invoices changed after a master edit

Cause: the software recalculates documents from a live master instead of preserving the original tax snapshot. Fix: disable that behavior if possible, restore the historical configuration, and ask the provider how to lock posted documents.

Cutover checklist for the finance team

  • Notification, product classification and effective date approved for every affected SKU.
  • Old and new rates, cess and GSTIN-specific settings exported and retained.
  • All tax-bearing systems and integrations inventoried.
  • Dated rules or a documented manual cutover procedure configured.
  • Intra-state, inter-state, discount, cess, rounding and transition tests passed.
  • Invoice layouts show the correct HSN, rate and tax components.
  • IRP responses and GSTR-1 draft records reconcile where e-invoicing applies.
  • Correction documents and customer communications prepared for any errors.
  • Approvals, test results, reconciliation and change log stored in the audit file.

For a single-GSTIN business with straightforward products, this process may be completed by an experienced internal team. Multi-GSTIN operations, bundled products, classification disputes, large transition populations or invoices spanning the effective date justify review by a GST professional. Software support can explain how a field works; it cannot decide the legally correct HSN or rate.
