How Fitment Factors Affect Basic Pay, DA, HRA and Pension

The 7th CPC’s 2.57 factor fixed revised basic pay; DA, HRA and pension followed separate rules. Here is how the figures fit together—and what the 8th CPC has not yet confirmed.

A fitment factor changes how an employee’s existing basic pay is fixed under a pay commission’s rules; it is not a multiplier for take-home salary. Under the 7th Central Pay Commission (CPC), the recommended factor was 2.57, with the resulting figure placed in a pay-matrix cell. DA and HRA are then calculated under their own applicable orders, while pension follows separate revision rules. The 8th CPC has not yet established a final fitment factor, HRA schedule or pension method.

What a fitment factor changes—and what it does not

A fitment factor is a multiplier used to translate an employee’s existing basic pay into revised pay under the applicable pay-fixation rules. It addresses the starting point for basic pay in a new pay structure. It does not, by itself, state the employee’s full gross salary or the amount deposited after deductions.

The 7th CPC recommended a factor of 2.57 for pay fixation, followed by placement in a cell of the new pay matrix. The factor was part of a transition between pay structures, not a promise that every employee’s total compensation or take-home amount would rise by 157%. Those are different calculations: basic pay is the base, allowances are governed by their own rules, and deductions affect the eventual take-home amount.

The 7th CPC example applies to the Central Government framework documented here. It should not be treated as a universal rule for state governments, public-sector employers or every pension scheme. State governments may modify CPC recommendations, and some employers or schemes have separate governing rules.

How the 7th CPC’s 2.57 factor was used

The calculation began with pre-revision basic pay. The 7th CPC’s proposed fixation multiplied that amount by 2.57, then fitted the result into the appropriate pay-matrix cell. The matrix placement matters: the raw multiplication is not necessarily the final revised basic-pay figure an employee should use in a personal calculation.

The Commission’s 2015 report explained that 2.57 included an assumed 2.25 component for neutralising DA, based on DA at 125% at implementation. That context is why the factor should not be read as a pure increase in purchasing power or as an automatic addition on top of old basic pay plus old DA. It incorporated an assumed transition adjustment.

Illustrative arithmetic before matrix placement

If an employee’s pre-revision basic pay were ₹30,000, multiplying it by 2.57 would produce ₹77,100. That is only the multiplication result: the applicable fixation rules and pay-matrix placement determine the revised basic pay to use afterward. This illustration does not establish a specific employee’s cell, pay or allowance entitlement.

Once the revised basic pay is established, allowances that use basic pay as their reference base are calculated separately under the orders in force. Do not add the DA and HRA percentages together and apply the sum as another fitment factor. They serve different purposes and can have different triggers, dates and eligibility conditions.

How fitment affects DA

Dearness allowance (DA) is expressed as a percentage of basic pay. In the calculation sequence, basic pay is fixed first; the DA rate under the applicable order is then applied to that basic pay. A change in basic pay can therefore change the rupee value of DA even if the DA percentage has not changed. A later change to the DA percentage can change the amount again.

The Government of India announced DA at 60% of basic pay, effective 1 January 2026. That is the rate and effective date identified in the official announcement; an employee should check the order that applies to their employer and pay period before using it in a payslip calculation. The DA percentage is not part of a new fitment multiplier, and it should not be added to the historical 2.57 factor to estimate an 8th CPC pay outcome.

Example of the separate DA calculation

At a 60% rate, a basic pay of ₹50,000 would yield ₹30,000 in DA before considering any other pay or payroll rules. This is arithmetic using the announced percentage, not a claim about a particular employee’s current basic pay or full salary. If basic pay or the applicable DA order differs, the result differs too.

For transition calculations, the DA-neutralisation assumption behind the 7th CPC’s 2.57 factor is especially important. The 2.57 figure reflects the Commission’s 125% DA assumption at implementation; it does not mean that an employee should add a further 125% DA to an old basic-pay figure after applying the factor. Doing so would mix a transition assumption into a later allowance calculation and risk counting the adjustment twice.

How fitment affects HRA

House Rent Allowance (HRA) is also calculated separately from fitment. In the 7th CPC framework summarized by the Government, the initial HRA rates were 24% for X-category cities, 16% for Y-category cities and 8% for Z-category cities. The applicable city category and government order matter; a fitment factor does not itself assign an HRA rate.

The Government later linked HRA rate revisions to DA thresholds. A parliamentary answer records the threshold language associated with the 2017 Cabinet decision: when DA crossed 25%, HRA rates became 27%, 18% and 9% for X, Y and Z cities; when DA crossed 50%, they became 30%, 20% and 10%. These are distinct historical stages in the 7th CPC framework, not rates to stack on top of one another.

7th CPC HRA stage X cities Y cities Z cities Trigger or context
Initial rates in the Government’s 2015 summary 24% 16% 8% 7th CPC recommendation
Revised rates recorded in the 2017 parliamentary answer 27% 18% 9% When DA crossed 25%
Further revised rates recorded in the 2017 parliamentary answer 30% 20% 10% When DA crossed 50%

Because HRA is a percentage of basic pay under the cited framework, the rupee amount can change when revised basic pay changes, even if the HRA percentage remains the same. The rate itself, however, depends on the city category and the relevant order, including any DA-triggered revision. An employee should not assume that a historical percentage applies unchanged to every later period or employer.

Separate the base from the rate

For a straightforward percentage illustration, if applicable basic pay were ₹50,000 and the applicable HRA rate were 20%, the HRA calculation would be ₹10,000. The example demonstrates the percentage arithmetic only; it does not determine anyone’s city category, entitlement or current rate. First confirm the pay base and the HRA order that governs the employee.

How the 7th CPC pension revision worked

Pension is not calculated by taking an employee’s current salary and applying the ordinary DA-and-HRA arithmetic. The cited 7th CPC pension-revision method used notional pay fixation and then set revised pension at 50% of that notional pay. Revised family pension was set at 30%. The Government’s 2017 account states that the revision was effective from 1 January 2016.

These percentages describe that specific 2016 revision method. They are not a universal conversion rule for every pensioner, every pension scheme or every future pay commission. The appropriate method depends on the pension rules and instructions applicable to the person and the revision concerned. Family pension is a separate category in the cited method, not another name for service pension.

The distinction between pay and pension is practical: the fitment factor described above is a pay-fixation step for employees, whereas the cited pension method revised pension using notional pay. A pensioner should therefore look for pension-specific orders and calculation instructions rather than apply an employee’s current fitment arithmetic to a pension amount.

What is known about the 8th CPC—and what is not

The 8th Central Pay Commission was constituted on 3 November 2025. Its official page lists Terms of Reference dated that day and states that the Commission has 18 months to submit its report. The Cabinet’s Terms of Reference announcement said that, following the usual ten-year pattern, the effect of recommendations would normally be expected from 1 January 2026.

That expected timing is not an implementation order. The official status described here does not establish an approved 8th CPC fitment factor, a final HRA schedule, a new DA-neutralisation calculation or a pension-revision method. A recommendation, a Cabinet decision and a final instruction putting revised pay into effect are different stages; a projected date does not replace the latter.

Accordingly, media or employee-group proposals for possible factors should not be presented as government-approved outcomes. Until official recommendations and implementation instructions establish the rules, any numerical 8th CPC calculation is conditional on assumptions. A responsible estimate would need to state those assumptions rather than present a forecast as a confirmed salary or pension figure.

How to work out which figures apply to you

For a personal estimate, keep the pay-fixation step, the allowance orders and any pension rules separate. Use the following sequence rather than applying one multiplier to every figure on a payslip:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the governing framework. Confirm whether the person is covered by the Central Government CPC framework or by state, public-sector or scheme-specific rules. Do not assume another employer adopted the same terms.
  2. Find the applicable basic pay. For a historical 7th CPC fixation, identify the pre-revision basic pay and apply the fixation rule, including the required pay-matrix placement. Do not treat the raw product alone as the final answer.
  3. Use the DA order for the relevant period. Apply the applicable DA percentage to the appropriate basic-pay base. Keep the effective date with the rate; the 60% figure identified here is effective 1 January 2026.
  4. Confirm city category and HRA instructions. Establish the relevant X, Y or Z category and the HRA rate or trigger in the order that applies. Do not combine successive HRA rates or add them to DA.
  5. Classify the pension question correctly. Determine whether the case concerns a service pension or family pension and use the applicable pension-revision method. The 50% and 30% figures above belong to the cited 2016 7th CPC revision.
  6. Separate confirmed rules from estimates. For any 8th CPC projection, label the assumed factor, DA treatment, HRA rate and pension method. Do not call an assumption an approved government figure.

Common calculation mistakes to avoid

  • Calling 2.57 a take-home-pay increase. It is a pay-fixation factor in the 7th CPC recommendation, with matrix placement and a DA-neutralisation rationale.
  • Applying old DA twice. The Commission described the 2.57 factor as incorporating DA neutralisation based on 125% DA at implementation; that assumption should not be added again as a separate 125% increase after fixation.
  • Treating DA and HRA as the same kind of allowance. Both refer to basic pay in the cited framework, but DA is a rate under DA orders while HRA depends on city category and relevant HRA instructions.
  • Using an HRA rate without its trigger or category. The historical 7th CPC rates vary by X, Y and Z city categories, and the revised rates were linked to DA crossing specified thresholds.
  • Using an employee-pay factor to revise a pension. The cited 2016 pension method uses notional pay and separate pension percentages; it is not a general current-salary formula.
  • Reading an expected effective date as proof of a new rule. The 1 January 2026 expectation for 8th CPC effects was described as normal timing based on past practice, not as approval of a factor or implementation method.
