How Farmers Can Check the GST Rate on an Agricultural Input Before Buying

Before buying a farm input in India, verify the seller’s HSN and proposed GST against the full CBIC rate-schedule entry. Product description and conditions matter; the GST Portal search is a classification aid, not a final ruling.

Before you pay, identify the exact input, ask the seller for its HSN code and proposed GST rate, and match both against the full entry in India’s live CBIC GST goods rate schedule. A product name such as “fertilizer” or “seed” is not enough to establish a rate: classification can depend on the tariff description and conditions such as seed quality. The GST Portal’s HSN search helps find possible classifications, but it is a lookup aid—not a ruling that a particular product has been classified correctly.

What to check before accepting a quoted rate

GST classification is attached to a product’s tariff description, not just the broad category printed on a shop sign or spoken at the counter. Two inputs sold under similar everyday names may not fit the same tariff entry. Check the product’s composition, intended use, label and packaging against the full description and any conditions in the official schedule.

As an Amazon Associate I earn from qualifying purchases.

Ask the seller to state, in writing or on the quotation, the product’s HSN code and the rate they intend to charge. Then verify the code and rate independently. A code supplied by the seller is a useful starting point, not proof that the classification is right for the particular item.

  • Write down the product’s full trade name and brand, if any.
  • Record its composition or ingredients, stated use, and relevant label or packaging details.
  • Ask for the seller’s proposed HSN code and GST rate, and keep the quotation or other written response.
  • Note whether the rate is shown as CGST plus SGST/UTGST or as IGST.

Make this check for the product as it is actually being sold, rather than relying only on a familiar category name. If a label describes the item as a particular kind of fertilizer, seed or other input, preserve that wording so you can compare it with the tariff entry. The more precisely you can describe the item, the easier it is to assess whether a candidate classification fits.

How to use the GST Portal HSN search

The GST Portal’s Search HSN Code function can be used before or after login, according to GSTN’s Advisory on Revamped Search HSN Code Functionality. Search by the seller’s code if one was provided. If not, search using the product’s trade or technical description. A description search returns candidate HSN and description pairs; the user selects the suggestion most relevant to the case. That makes the tool useful for narrowing the search, but the result still needs to be checked against the product and the rate schedule.

  1. Open the search tool. On the GST Portal, go to Home > Services > User Services > Search HSN Code. The advisory says the functionality is available pre-login and post-login.
  2. Search by code or description. Enter the HSN code the seller gave you, or search for the product using its trade or technical description. If a general search produces several suggestions, try a more specific description based on composition and intended use.
  3. Review the candidate results. Compare each suggested HSN and description with the actual label, ingredients or composition, intended use, and packaging. Choose a candidate only if its description fits the product; do not assume the first result is correct.
  4. Take the candidate to CBIC’s schedule. Find the corresponding entry in the GST goods rate schedule published by the Central Board of Indirect Taxes and Customs (CBIC). Read the complete tariff description and any qualifying words or conditions, not only the first digits of the HSN.
  5. Compare the result with the seller’s quote. Check that the quoted rate and tax components correspond to the applicable schedule entry and your transaction. If they do not, ask the seller to explain the difference before paying.

GSTN’s advisory explains that a description search offers suggestions rather than a single conclusive answer: “The taxpayers can then select the suggestion that may be most relevant to their case.” In practice, this means you should compare the suggestions instead of treating the first match as an automatic classification. A short search term may bring up descriptions that share a word with the product but do not describe its actual composition or use.

If the seller already supplied an HSN, searching that code can help you see its corresponding description. It does not remove the need to compare that description with the item in hand. If the description returned by the portal seems broader or narrower than the product, or the product details are not clear, ask the seller for the precise tariff entry being used. Keep the HSN result alongside the quote so you can compare the proposal and the official schedule consistently.

How to read the CBIC rate entry

CBIC’s goods schedule organizes rates by tariff heading and description, with separate columns for CGST, SGST/UTGST, IGST and compensation cess. Match the whole description to the product and read any conditions attached to that entry. The heading alone—or a broad label such as “agricultural input”—does not establish the applicable rate.

The tax components matter as well as the headline percentage. The schedule may show a split between CGST and SGST/UTGST, or an IGST rate. Check the components stated on the seller’s bill against the schedule and the transaction. A quote that gives only an unlabeled percentage leaves you without enough information to verify which tax treatment the seller proposes.

Use a comparison that keeps four things together: the product’s description, composition and use; the HSN heading and full tariff description; any conditions that qualify the entry, such as seed quality; and the tax component shown. Looking at these separately can lead to a false match. For example, a rate that appears familiar may belong to an entry whose description or condition does not fit the product being bought.

Official example What the source states How to use it
Qualifying fertilizer entries under headings 3101 and 3102–3105 CBIC’s schedule lists the described entries at 2.5% CGST plus 2.5% SGST/UTGST, or 5% IGST. Schedule page accessed 9 October 2026. Use this only when the exact product matches the listed description and conditions. It is not a rate for every product marketed as fertilizer.
Maize of seed quality under heading 1005 CBIC’s GST Rates FAQ states: “Maize [of seed quality] fall under heading 1005 and attract Nil GST.” FAQ page accessed 9 October 2026. This is an example for maize of seed quality, not a blanket nil-rate rule for all seeds or planting materials.

These examples illustrate why matching the tariff description matters. They do not establish one universal rate for fertilizers, seeds or agricultural inputs generally. CBIC’s rate schedule is a living source: entries and applicable notifications can change. The examples above reflect the official pages accessed on 9 October 2026; check the live entry and any later relevant notification before relying on a rate for a purchase.

What is the GST rate on fertilizer in India?

There is no safe one-word answer for every product described as fertilizer. CBIC’s schedule lists qualifying fertilizer entries under headings 3101 and 3102–3105 at 2.5% CGST plus 2.5% SGST/UTGST, or 5% IGST, for the described goods. Those figures are useful examples, but they apply only when the product matches the full relevant entry and any conditions attached to it.

To check a particular fertilizer, compare its composition and technical or trade description with the HSN suggestion and CBIC entry. Then confirm that the seller’s quote uses the corresponding rate and components. Do not transfer the example rate to a product merely because its packaging or shop description uses the word “fertilizer.” If the schedule description does not clearly fit, ask the seller to explain the classification or obtain qualified advice.

Is GST charged on seeds for sowing?

Do not assume that every seed or planting material has the same GST treatment. CBIC’s GST Rates FAQ gives a specific example: “Maize [of seed quality] fall under heading 1005 and attract Nil GST.” The qualifying phrase “of seed quality” is central to the example. It is not a general nil-rate statement for all seeds, maize in every form, or all material intended for planting.

For a seed purchase, check the product’s exact description and whether the relevant tariff entry includes a condition such as seed quality. Compare what the label and seller say with the complete entry, then verify the proposed rate in the current CBIC schedule. If a product’s quality, use or classification is uncertain, do not use the maize example as a substitute for checking the product itself.

What to verify on the bill or invoice

Once you have matched the product to an entry, compare the seller’s bill with the result. Check the description, HSN, taxable value, GST rate and tax components. A correct-looking percentage is not enough if the code or product description does not fit.

  • Does the item description on the bill refer to the product you are buying?
  • Does the HSN shown on the bill match the classification basis the seller gave you?
  • Does the rate correspond to the complete CBIC entry, including its conditions?
  • Are the tax components identified as CGST plus SGST/UTGST or IGST rather than shown only as an unexplained percentage?

Use the quote and final bill as two separate checks. Before purchase, the quote tells you what the seller proposes to charge; the bill shows what was actually charged. If the final description, HSN, rate or components differ from the proposal, ask the seller to explain the change and compare it with the same full schedule entry. Keep the documents and your product details together so you can explain what you checked if you later need advice.

For an e-invoice, IRIS IRP’s tools page explains that the QR code usually contains details such as supplier and buyer GSTINs, invoice number and date, invoice value, HSN, IRN and a digital signature. Its HSN/SAC finder can search by code or description. Those features can help inspect invoice details or look up a code; they do not independently prove that the seller chose the legally correct classification or rate.

In other words, an invoice tool can help you read or cross-check information printed or encoded on an invoice, while the classification check still depends on the product and the applicable full tariff entry. A code appearing in an invoice QR code is not, by itself, confirmation that the code is the right one for that item. Use the QR information as an additional way to inspect invoice details, not as a replacement for comparing the product description and CBIC schedule.

What to do when the classification is unclear

Do not force a match simply because a search result contains a familiar word. If composition, use, packaging or a condition in the schedule leaves the classification uncertain, ask the seller which full tariff description they relied on and why it applies to this product. Request the basis before paying rather than relying on a verbal assurance that a generic category has one standard rate.

  1. Ask the seller to identify the precise HSN entry and the product details that support it.
  2. Compare that explanation with the full description and conditions in CBIC’s schedule, and check official notifications if a relevant change may apply.
  3. If the match still is not clear, consult a qualified GST practitioner or the appropriate tax authority before relying on the proposed rate.

When asking the seller, make the question specific: what HSN entry is being used, which full description matches the product, and what product details support that match? This is more useful than asking only whether the rate is “standard,” because the check depends on the classification and any entry-specific qualifications. If you receive an explanation, compare it with the live schedule rather than treating the explanation alone as confirmation.

The GST Portal’s candidate result is not a substitute for resolving an ambiguous classification. The practical safeguard is to pause the purchase decision until you have a defensible match or qualified advice. Do not infer a rate from a nearby heading, a different product’s invoice, or a general example when the description does not clearly fit.

A quick pre-purchase checklist

  • Product identified: You have the label, composition or ingredients, intended use, and packaging details.
  • Seller’s proposal recorded: You have the proposed HSN code, rate and tax components.
  • HSN candidate checked: You used the GST Portal’s code or description search and assessed whether the suggestion fits the actual product.
  • Full rate entry matched: You checked the tariff description and conditions in CBIC’s schedule, not just the heading number.
  • Invoice reviewed: The product description, HSN, taxable value and tax components on the bill align with the classification being used.
  • Doubt resolved: If the fit remains uncertain, you obtained the seller’s classification basis and sought qualified advice before relying on the rate.

Keep the check simple and repeatable: identify the item, record the seller’s proposal, use the portal to find a candidate, verify the complete CBIC entry, then compare the quote or bill. The official tools make it possible to investigate a proposed classification without guessing from a broad product name. They do not remove the need to ensure that the selected description actually fits the input you are buying.

Do I need to log in to use the GST Portal HSN search?

GSTN’s Advisory on Revamped Search HSN Code Functionality says the search is available both pre-login and post-login.

Is the GST rate on every fertilizer 5%?

No. CBIC’s schedule lists specific described fertilizer entries under headings 3101 and 3102–3105 at 2.5% CGST plus 2.5% SGST/UTGST, or 5% IGST. Check that the exact product matches the full entry and its conditions; the example does not establish a rate for every product sold as fertilizer.

Are all seeds exempt from GST?

The official example is narrower: CBIC’s GST Rates FAQ says maize of seed quality under heading 1005 attracts Nil GST. That does not establish a nil rate for all seeds or planting materials. Check the exact product description and any seed-quality condition in the current schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I rely on the HSN code printed on the invoice or e-invoice QR code?

Use it as information to inspect, not as proof of correct classification. IRIS IRP says an e-invoice QR code usually includes details such as the HSN, supplier and buyer GSTINs, invoice number and date, invoice value, IRN and digital signature. Compare the HSN and product description with the full CBIC entry.

What should I do if the seller and GST Portal show different classifications?

Ask the seller to identify the precise tariff entry and explain which product details support it. Compare the full description and conditions against CBIC’s schedule and relevant official notifications. If the match remains uncertain, consult a qualified GST practitioner or the appropriate tax authority before relying on the rate.

The Bottom Line

Before paying, record the exact product details and the seller’s proposed HSN, rate and tax components. Use the GST Portal to find a candidate, then match the full tariff description and conditions in CBIC’s current goods rate schedule. Treat fertilizer and seed examples as product-specific, compare the bill with the verified entry, and pause for qualified advice if the classification is unclear.
