The 6–3 decision struck at tariffs imposed under IEEPA—not every tariff imposed under other laws.
What the Supreme Court decided—and what it did not
In Learning Resources, Inc. v. Trump, consolidated with V.O.S. Selections, Inc. v. Trump, the Court held 6–3 on February 20, 2026, that IEEPA does not authorize the President to impose tariffs. The Court reasoned that Congress’s general authority under the law to “regulate . . . importation” did not clearly delegate the tariff power, which is part of Congress’s constitutional taxing authority. The judgment affirmed the decision in V.O.S. Selections and vacated and remanded Learning Resources with instructions to dismiss for lack of jurisdiction. Its reach is limited to tariffs imposed under IEEPA. The Court did not decide whether tariffs adopted under other statutory authorities are lawful, nor did its ruling itself establish a refund entitlement for farmers.
Why farm groups focused on costs and predictability
Farm organizations’ shared concern was that trade uncertainty and tariffs could raise producers’ costs or disrupt export markets. Their statements were not identical, however: some emphasized stable markets and input costs, while others called for broader changes to trade policy.

American Farm Bureau Federation
American Farm Bureau Federation President Zippy Duvall acknowledged the administration’s stated aims but said trade disruption and falling agricultural prices had added hardship for farmers. He urged the administration to seek alternatives to resolve trade disputes, complete trade frameworks, and avoid tariffs on agricultural inputs.
National Farmers Union
National Farmers Union President Rob Larew welcomed clarity about the limits of presidential tariff authority. He said tariffs had raised input costs, disrupted export markets, and prompted retaliation. He also urged the administration not to pursue similar tariffs under other authorities and called on Congress to exercise oversight:
“We urge the administration not to pursue similar tariffs under other authorities, and we call on Congress to exercise its oversight role to ensure trade policy supports — not undermines — America’s family farmers and ranchers.”

National Family Farm Coalition
The National Family Farm Coalition welcomed the ruling but argued that harm had already been done. Its response went beyond calls for predictable market access: it urged Congress to reclaim authority over fair agricultural trade policy and pointed to market transparency, environmental sustainability, and human rights as priorities.

American Soybean Association President Scott Metzger, an Ohio farmer, highlighted the link between tariffs and production costs. He said soybean growers depend on imported fertilizer, seeds, pesticides, and agricultural equipment. His appeal centered on certainty and dependable access to markets:
“Moving forward, certainty and dependable market access are essential for U.S. soy to remain competitive globally.”

Iowa Farmers Union
Iowa Farmers Union President Aaron Lehman argued that the administration’s trade approach had harmed farmers and called for Congress to reset trade policy and provide oversight. He used a household analogy to criticize the way tariffs had been applied:
“Tariffs can be a good tool, but using them like this, it’s like using a hammer to fix a light bulb.”

What lawmakers said about markets and oversight
House Agriculture Committee Chairman Glenn “GT” Thompson emphasized the need for clarity and dependable access to international markets. In a February 20 statement, he said: “Moving forward, America’s agricultural sector is looking for clarity across the trade landscape.” He said he would continue engaging with the administration to strengthen the economy and open export markets. House Agriculture Committee Ranking Member Angie Craig praised the ruling and criticized tariffs’ effect on farm export markets. She said tariffs had cost farmers revenue and allowed competitors such as Argentina and Brazil to gain markets. Those are Craig’s claims and political assessment, not findings established by the Supreme Court ruling.

The economic concerns raised by farm groups involve two distinct channels. Tariffs on imported inputs can increase costs for items farmers use to produce crops. Trade disputes can also affect export customers, including when trading partners retaliate or buyers turn to competing suppliers. The Supreme Court decided a question of legal authority; it did not measure either channel’s total effect on farm income.
Agri-Pulse reported that North Dakota State University researchers estimated tariffs on nitrogen-based fertilizer exceeded $75 million and tariffs on phosphates exceeded $30 million from February through October 2025. The organizations’ membership figures describe their reach, not the number of farmers affected by tariffs: Agriculture.com reported that the National Farmers Union represents more than 230,000 farm families and that the American Soybean Association has 26 affiliate state associations across 30 soybean-producing states, representing nearly 500,000 soybean farmers. Why the ruling did not end tariff disputes
The decision addressed the authority used for the tariffs before the Court, not every possible legal basis for tariffs. The administration pursued other tariff authorities, and some steel and aluminum tariffs remained in place because they were not imposed under the emergency powers at issue in the case, according to Agri-Pulse.
On May 7, 2026, a Court of International Trade panel ruled against a separate set of 10% global tariffs imposed after the Supreme Court loss, the Associated Press reported. That was a later, distinct dispute. The May ruling does not expand the February Supreme Court holding to tariffs under every statute, and the status of all subsequent litigation and tariff measures is not established here.
