How Exchange Rates Affect the Cost of Importing Goods

A weaker home currency can raise the local cost of a foreign-currency invoice, but customs valuation, conversion dates, duties and taxes determine the wider import bill.

A weaker home currency makes the same foreign-currency supplier invoice cost more in local currency; a stronger one generally makes it cost less. But the invoice payment is only one part of an import’s cost: the invoice currency, payment date, customs valuation rules, customs exchange rate, duties and taxes can all change the final amount.

How an exchange-rate change affects your supplier payment

Start with the amount and currency your supplier contract requires you to pay. Convert that amount at the rate applicable to your payment to estimate the cash outlay. If you owe a fixed amount in a foreign currency, a fall in your home currency means you need more home-currency units to buy it; a rise generally means you need fewer.

For example, if an invoice is US$10,000, the local-currency amount depends on the rate used when the payment is made. This calculation describes the supplier payment, not necessarily the customs value or the total landed cost. Contract terms may set a different payment currency or a fixed conversion arrangement, and customs authorities can prescribe a separate exchange rate and date.

Why the invoice currency matters

The currency named on the invoice—not just the country where the goods were made—determines which exchange rate directly affects settlement. If a supplier invoices in its own currency, depreciation of the buyer’s currency can raise the buyer’s local-currency import price. If the invoice is in the buyer’s currency, the short-term price may be comparatively rigid, although the supplier may adjust prices later.

A third currency can also matter. The U.S. dollar, for example, is used as a “vehicle” currency in trade between parties neither of whom is in the United States. Banque de France’s 21 October 2022 analysis reported that nearly 60% of France’s imports from outside the EU-27 and the United Kingdom were invoiced in U.S. dollars, while 15.6% of those imports came from the United States in 2019. The figures illustrate why origin and invoice currency are not interchangeable; they are France-specific historical statistics, not a global estimate. Why the customs value may differ from the invoice payment

Customs valuation is a separate calculation from the amount your bank converts and sends to the supplier. Depending on the jurisdiction and transaction, customs value may include costs beyond the goods’ invoice price. The customs value can then be used to calculate duty, excise duty or import taxes under local rules.

Singapore provides one jurisdiction-specific illustration. Singapore Customs describes its primary transaction-value method as based on CIF and lists qualifying charges that may be included, such as commissions, assists, packing, royalties or licence fees, freight and insurance. Its example for vitamins starts with S$1,000 of goods and adds S$100 commission, S$150 inland transport to the export port, S$200 handling and documentation at that port, S$300 overseas freight and S$50 insurance, producing a S$1,800 customs value. Singapore uses customs value to calculate customs duty, excise duty for ad valorem goods and GST. Other jurisdictions may define the value and included costs differently. Which exchange rate should you use to calculate import duty?

There is no universal answer. The customs authority for the jurisdiction where the goods are entered determines the applicable source, conversion date and method; it may not be the spot rate or the rate your bank gave you for payment. Confirm the rules for the specific import and transaction before estimating duty.

Singapore Singapore Customs says foreign-currency amounts are converted using prevailing weekly average MAS exchange rates for customs purposes. For standard imports, the relevant rate is tied to the date customs approval is granted; postal imports use the date the value is assessed. The guidance also permits preceding-week MAS weekly averages for current-week declarations. Check the current Singapore Customs guidance for the exact transaction and applicable date. Canada Section 6 of the Currency Exchange for Customs Valuation Regulations sets a hierarchy: the latest rate quoted to the Minister by the Bank of Canada; if unavailable, a selected Canadian chartered bank; if both are unavailable, the Financial Times. Ireland Irish Revenue’s Customs Manual says the Central Bank rate quoted on the second-last Wednesday of each month is used for customs valuation in the next calendar month. It also addresses invoices with a foreign-currency payment fixed in advance by contract, subject to stated conditions. These are examples of three different official approaches, not a complete survey or legal advice for a particular shipment. Singapore Customs’ example shows why the payment currency and customs calculation must not be conflated: for a CIF value of US$10,000, the customs value in its example is S$13,700 when the buyer pays S$13,700; if payment is US$10,000, Singapore Customs converts it using the prevailing selling rate on the relevant date. How currency changes can affect the wider cost of goods

For a finished product, a higher local-currency import price can feed directly into the seller’s or buyer’s costs. For a business importing components or materials, higher input costs can flow into the price of goods made locally. The degree and timing of that pass-through vary with factors such as import share, competition, pricing practices, market segment and customer demand; an exchange-rate move is not automatically passed through fully or immediately. Managing uncertainty on a future supplier payment

If you have a committed foreign-currency payment due later, ask your bank or a qualified foreign-exchange provider whether a forward contract suits your circumstances. A forward can fix an agreed rate for a covered future payment and make its budgeted local-currency cost more predictable. Providers set their own terms, eligibility, fees and currency availability, and the arrangement is not a guarantee of a lower cost.

  • Potential benefit: you know the agreed exchange rate for the covered payment, helping with cash-flow and cost planning. U.S. International Trade Administration: Foreign Exchange Risk; Bangkok Bank: FX Forward.
  • Trade-off: if the market rate later moves in your favor, the fixed-rate contract may leave you worse off than waiting to pay at that rate. A forward is a commitment subject to its contract terms. HM Revenue & Customs: CFM13400.
  • Keep the calculations separate: a forward may cover the supplier payment, but it does not replace the customs authority’s valuation rules or settle duties, taxes, freight or other landed-cost components.

Before comparing a forward with paying at the future market rate, identify the currency actually owed, the payment date and certainty, how much of the exposure would be covered, and the provider’s terms. For transaction-specific advice, speak to your bank or a qualified FX provider.
