Duty-free shopping saves money only when the item’s price is competitive and your destination does not add enough import tax or duty to erase the difference. Compare the same product and quantity with ordinary retail prices, then check the customs rules for the country where you arrive. A duty-free label describes how a purchase is taxed at the point of sale; it is not a promise of the lowest price or tax-free entry at your destination.
How to tell whether a duty-free purchase is actually cheaper
Start with one specific item and your actual itinerary. Compare the same brand, model, size and quantity at the airport and at a credible ordinary retailer. Account for promotions, currency conversion and payment costs. Check whether the airport ticket price excludes particular taxes and whether other charges are included.
Then estimate the item’s effective cost after arrival. If it exceeds your personal import allowance, customs duty or tax may apply. Include that potential cost before deciding whether the airport price is a bargain.
- Price: Compare like-for-like prices after applicable taxes and promotions.
- Tax treatment: Distinguish a price that is tax-free at purchase from a refund paid after export.
- Arrival rules: Check the allowance and declaration requirements for your destination and the goods you are carrying.
- Refund conditions: Verify eligibility, participating retailers, minimum spend, documents, export steps, deadline and any disclosed fees.
- Route and dates: Check the rules for the country where you enter and the dates when you travel.
There is no universal savings percentage established by the official sources cited here. A tax amount avoided at the shop is not necessarily the traveler’s net saving: the retailer’s price, refund process and destination import rules all affect the result.

Duty-free purchase versus tourist tax refund
These are different mechanisms. A duty-free shop may sell an item without certain taxes at the point of sale. A tourist refund scheme generally involves buying from a participating retailer and claiming a refund under that jurisdiction’s conditions, often after the goods are exported. Neither mechanism automatically exempts the goods from tax or duty when you bring them into another country.
What the rules look like in selected destinations
Singapore: arrival GST and tourist refunds are separate
Singapore Customs says newly acquired goods brought into Singapore can attract GST regardless of whether foreign sales tax was paid or refunded. It also notes that a bag bought at a duty-free shop at Changi can be subject to GST if its value exceeds the traveler’s GST import relief. The relief varies with the time spent outside Singapore. Separately, eligible tourists may claim GST refunds for qualifying purchases from participating retailers. Singapore Customs states a minimum purchase amount of S$100 including GST, subject to scheme conditions; up to three same-day invoices may be aggregated when they are from retailers with the same GST registration number and shop name. Goods must not be consumed in Singapore and must leave with the tourist through Changi or Seletar Airport. Details are in the Singapore Tourist Refund Scheme guidance. These Singapore-specific rules do not establish allowances or eligibility elsewhere.
Japan: a refund method is scheduled for purchases from November 1, 2026
Under Japan’s official guidance, eligible shoppers can buy tax-free goods at tax-exclusive prices through October 31, 2026. For purchases made on or after November 1, 2026, the process changes: shoppers pay tax-inclusive prices first, then receive the consumption-tax equivalent after customs verifies that the goods are being exported. The refund is provided by the tax-free shop or a refund service provider acting for it.

Under the new method, eligible purchases must total at least ¥5,000 excluding tax per shop per day, and other conditions apply. Goods must be exported; consumables used in Japan will not qualify for a refund. Check the Japan Tourism Agency’s tax-free shopping guidance for the rules that apply to your purchase date, particularly for travel around the changeover.
United Arab Emirates: check refund eligibility and validation steps
The UAE Federal Tax Authority’s tourist VAT refund service applies to eligible purchases from retailers registered in the Tourist VAT Refund Scheme. The authority lists requirements that include a valid travel document, the goods when requested and proof of departure. Transactions must be validated within 90 days from the tax invoice date. Confirm eligibility and the current process with the UAE Federal Tax Authority’s tourist VAT refund service and the retailer before relying on a refund.

France: declare goods above the applicable allowance
French Customs says goods above the relevant allowance must be declared; normal VAT and customs duties may be due. The allowance depends on the traveler and route, so use the French Customs guidance on allowances for France-specific planning rather than treating it as a general rule for other countries.

Before you buy: a practical checklist
- Identify the exact item. Record its brand, model, size and quantity so you can make a fair price comparison.
- Compare the full prices. Check the airport price against an ordinary retailer, including taxes, promotions, currency conversion and payment costs.
- Check your arrival country’s customs rules. Find the allowance and declaration requirements for your route and the item. If the purchase may exceed the allowance, factor in possible tax or duty.
- Verify any refund scheme. Confirm that you qualify, the seller participates, the item and purchase meet the conditions, and you can complete the required export and validation steps by the deadline.
- Recheck close to departure. Thresholds and procedures can change, and the rules that matter depend on your itinerary and purchase date.
