Commercial fishing is the business of catching and marketing fish or shellfish for profit. An operation typically moves from checking authorization and planning a trip to deploying and retrieving gear, handling and recording the catch, and landing or transferring it for sale. The details depend on the target species, location, vessel, gear, and applicable rules; there is no single commercial fishing method.
How a commercial fishing trip works
A commercial fishing operation connects catching fish with documenting and marketing the catch. Its main stages are:
- Check where and what the vessel may fish. Operators determine which permits, seasons, area limits, species rules, and gear restrictions apply to the trip.
- Choose a target, vessel, and gear. The target fishery and location shape the gear and vessel needed. Some gear requires specialized vessels and deck machinery.
- Deploy and retrieve the gear. The fishing operation includes setting or moving the gear and bringing it back on deck or ashore. Catching can involve more than the intended species.
- Sort and handle the catch. Fish and shellfish may be retained, released, or discarded depending on the species, rules, and market. The catch may include bycatch.
- Record the activity and catch. Required records may document the vessel, gear, date, location, port, and retained or transferred quantities. Some systems also track discards and vessel positions.
- Land or transfer the catch. Catch may be brought to port or transferred to another vessel. At landing it is weighed and recorded before it enters the next stage of handling and sale.
After landing, buyers and handling arrangements vary by fishery; there is no single supply chain that describes every commercial catch. NOAA’s commercial landings data can be explored by year, region, state, and species.
How commercial fishing gear works
The broad distinction is between passive and active gear. Passive gear, such as traps, generally captures organisms that move toward it. Active gear, such as trawls or dredges, involves directed pursuit or movement through the water. The FAO gear classification describes common gear types and operations for consistent reporting and management.

Gear and the way it is operated affect which sizes and species are caught. For example, larger trawl mesh or sorting devices can allow smaller fish to escape. But selectivity is only one consideration: fishing gear can also remove organisms beyond the intended catch, affect habitat, become lost and continue catching animals (“ghost fishing”), or contribute to pollution. No gear type is impact-free by definition, and there is no universally best or most sustainable gear.
What bycatch means
Bycatch is catch beyond the intended target. NOAA Fisheries describes it as animals that fishers catch and discard because they do not want them, cannot sell them, or are not allowed to keep them. Not every unintended catch is necessarily discarded: some may be legal and marketable, while other catch may be unwanted or prohibited. What happens to it depends on the fishery’s rules and circumstances.
How commercial fishing is regulated in the United States
Regulation depends on the country, fishery, species, location, and gear. The following is a U.S.-specific overview, not a universal rulebook. NOAA defines commercial fishing as “catching and marketing fish and shellfish for profit.”

Permits and fishing areas
U.S. commercial operators may need more than one federal permit or a combination of federal and state permits. Federal rules vary by area, species, and gear. NOAA says the federal exclusive economic zone typically extends from 3 to 200 nautical miles from shore, while states generally manage fisheries from the coast to three miles. Where state and federal rules overlap, the more restrictive rule may apply. The requirements for a real trip must be checked with the relevant state or federal authority; boundaries and obligations should not be assumed from this general description.

In the U.S. system, stock assessments use fishery information and scientific observations to evaluate fish populations and inform management. Regional fishery management councils develop plans and set annual catch limits based on the best available science; enforcement monitors compliance. Measures can include quotas or allocations, gear restrictions, rebuilding plans, and habitat protections. NOAA’s overview reports that 52 U.S. fish stocks have been rebuilt since 2000; that figure is not a measure of every stock or of fisheries worldwide.
NOAA distinguishes two terms that are sometimes confused: overfishing is a harvest rate above the rate associated with maximum sustainable yield, while an overfished stock has a population too low to produce that yield. One describes the rate of fishing; the other describes the stock’s condition.

Why catch records matter
Logbooks and related reporting help document fishing activity, support oversight, and contribute to fishery statistics. Depending on the fishery, records can include vessel identity, gear, date, landing port, landed or transshipped quantities, and retained catch by species. Discarded catch may be recorded separately where possible. Landing declarations and sales notes can complement logbooks, while vessel monitoring systems (VMS) or the Automatic Identification System (AIS) may transmit vessel positions. Exact forms and reporting duties vary by jurisdiction and fishery.
These records link fishing activity and gear to the quantity landed or transferred. Alongside scientific observations, they can help inform stock assessments and management decisions.
