In Russia, employees can choose to receive salary in digital rubles, but an employer cannot open a digital-ruble account for them or send salary that way without their consent. The account is held on the Bank of Russia platform and accessed through a participating bank’s app or remote-banking channel. For employers, the Bank of Russia platform tariff for salary and other employment-contract payments is zero through 31 December 2026, then changes on 1 January 2027; a bank may have separate service terms.
What a digital-ruble salary payment is
The digital ruble is a form of ruble issued by the Bank of Russia and held in an account on its platform. The central bank operates the platform; a participating bank provides the customer’s access through its existing digital channels. It is not a bank deposit or a separate cryptocurrency. The Bank of Russia describes the account and platform model on its digital-ruble project page.
Individuals and companies each have one digital-ruble account. An individual entrepreneur has two: one for personal use and one for business. An individual opens an account in the digital-ruble section of a participating bank’s app or through its remote-banking service. The official sources describe account access through a bank; they do not identify a dedicated wallet device or new card as a requirement. See the Bank of Russia’s project information and FAQ.
Can an employer require an employee to take salary in digital rubles?
No. The employee decides whether to open an account and must consent to receive a payment in digital rubles. An account is not opened automatically, and an employer cannot send salary to it without the recipient’s consent. The Bank of Russia says there are no plans to require all public-sector employees or pensioners to receive salary or benefits this way; digital rubles are an additional choice alongside existing payment arrangements. In practical terms, an employee who does not opt in continues to use their existing salary arrangement. A company’s participation in the platform or the staged rollout of digital-ruble services does not remove the recipient’s choice.
How an employee can receive salary in digital rubles
- Check availability. Confirm that the employee’s bank participates in the digital-ruble platform and supports account access for the customer.
- Open an account if desired. Use the digital-ruble area of the participating bank’s app or its remote-banking channel. The employee—not the employer—makes this choice.
- Give the employer the necessary consent and payment details. Ask the employer and bank how they record consent and enroll an employee for digital-ruble payroll; the Bank of Russia’s tariff decision does not specify a universal payroll-enrollment process.
- Check the credited amount and account activity. Use the participating bank’s channel to view the digital-ruble account and transactions.
Citizens’ digital-ruble payments and transfers are free under the Bank of Russia’s stated terms. From 1 September 2026, an individual may top up a digital-ruble account from bank accounts up to RUB 300,000 per calendar month. The central bank also describes a RUB 300,000 monthly cap for the corresponding account increase through transfers from bank accounts or reduction of electronic-money balances. What employers pay to send salary in digital rubles
The Bank of Russia has a specific platform tariff for legal-entity transfers to individuals for salary and other payments under an employment contract. The payer—the employer—pays the tariff. The rates below are the platform tariff established by the Bank of Russia’s 19 June 2026 decision, not a guarantee that the employer’s bank charges nothing for related services.

Employers should ask their participating bank about payroll-file formats, authorization steps, reconciliation, failed or returned payments, processing cutoffs, and any separate service charges. The central bank’s 19 June 2026 tariff decision sets the platform rate but does not establish one bank-by-bank payroll workflow.

How the rollout dates affect payroll
The Bank of Russia’s rollout schedule phases in bank service availability and retail acceptance obligations. Its FAQ lists the following milestones; these are not dates when employees become required to receive salary in digital rubles.

The FAQ lists exceptions for some retail outlets, including outlets with prior-year revenue below RUB 5 million or no internet access. Privacy and what the official rules establish
The Bank of Russia’s project-status paper says information about digital-ruble accounts, balances, and transactions is protected by banking secrecy, and disclosure to relevant authorities is governed by law, as it is for information about commercial-bank accounts. That is not a promise that no institution or authority can access transaction information. The statement appears in the central bank’s June 2025 project-status paper.
