How Coal Imports Affect Electricity Prices and Energy Security

Coal imports can expose power systems to international fuel prices and supply disruptions, but their effect on electricity bills depends on generation, contracts, markets, and tariffs.

Coal imports can raise electricity costs when more expensive imported fuel sets the price of power, and they can expose a country to overseas supply shocks. But imports do not automatically make electricity more expensive or less secure: the result depends on the share and type of coal imported, delivery and inventory arrangements, the generation mix, and how wholesale costs pass through to customer bills.

How imported coal can affect electricity prices

Power producers buy imported coal at a delivered cost shaped by the coal’s price and quality, shipping, insurance, contracts, and transport within the importing country. If imported coal is needed to run a plant, a rise in those costs can increase the cost of generating electricity.

The effect on wholesale prices depends in part on which power plant is setting the price at a given time. If a coal plant is the marginal generator—the plant needed to meet the next increment of demand—higher coal costs can put upward pressure on the market price. If another source sets the price, or if coal plants operate under different market arrangements, the connection may be weaker or delayed.

A change in an international coal benchmark therefore does not translate one-for-one—or necessarily immediately—into the same percentage change in a household or business electricity bill. The bill impact depends on the whole chain from the generator’s delivered fuel cost to the local retail tariff.

Why global coal prices move

Coal prices respond to demand, exporter production, inventories, weather, and competition among buyers. In its October 2025 outlook, the World Bank reported that Australian coal prices rebounded by $6 per tonne, or 6%, in 2025 Q3. It attributed the increase to strong Asian demand during heatwaves and lower exports from Australia and Indonesia; weather-related production disruptions in those major exporting countries also contributed to short-term supply constraints and price increases.

Fuel markets are only one part of electricity pricing. The International Energy Agency’s 2026 review of 2025 reported that low hydropower and wind output boosted coal generation in parts of the EU, while higher gas prices and strong electricity demand contributed to increased coal use in the United States. These examples show how weather, demand, renewable output, gas prices, and policy can affect coal’s role alongside import conditions.

Why a fuel-price rise may not reach bills in the same way everywhere

Electricity pricing rules can interrupt or reshape the link between fuel costs and customer prices. The IEA’s 2025 energy-price documentation describes a historical mechanism in China under which electricity prices were to be modified when coal prices changed by at least 5% over the preceding period, within six months. The mechanism was suspended over inflation concerns. The same documentation describes later market reforms and market trading, alongside administrative control of transmission and distribution prices. This is a China-specific example, not a rule that applies to other power systems.

When imports help or weaken energy security

Energy security is the ability to keep supplying power reliably and affordably. Imports can support that goal by adding fuel when domestic production is insufficient, or by diversifying a country’s supply beyond its domestic mines. They can also create exposure to events outside the importer’s control, including exporter outages, port or shipping constraints, geopolitical restrictions, and competition from other buyers.

Import dependence alone is not enough to judge the risk. A country with several reliable suppliers, varied transport routes, suitable coal stocks, and alternative ways to generate electricity may be better placed to manage a disruption than a country that relies on a concentrated supply chain and has few substitutes. Conversely, domestic mining does not guarantee resilience if production, transport, or power-generation capacity is vulnerable.

Indicators to check for a particular country

  • Import share and source concentration: How much coal is imported, and how dependent is the country on a small number of suppliers?
  • Coal type and grade: Does the coal available from domestic sources work in the country’s power plants, or are particular qualities needed?
  • Contracts and routes: Are purchases spread across suppliers and delivery routes, or exposed to a single source, port, or transport bottleneck?
  • Stocks and transport capacity: How much usable coal is on hand, and can ports, railways, and other infrastructure move it to power plants?
  • Power-system alternatives: Can gas, hydro, renewables, nuclear, storage, or demand response replace coal generation during a disruption?
  • Price-setting and retail rules: How often do fuel costs affect wholesale prices, and when can those changes reach customer tariffs?

Together, these indicators reveal whether imports are mainly a cost exposure, a useful backup, or both. The IEA’s discussions of China’s influence on the coal market and India’s coal-quality-related import needs, along with the World Bank’s account of weather disruptions among major exporters, illustrate why the answer depends on conditions across both the exporting and importing systems.

Thermal coal and metallurgical coal are different

For electricity prices, the relevant category is thermal coal, which is burned to generate power. Metallurgical coal, also called coking coal, is used principally in steelmaking. Import figures that combine both types can obscure the relationship between coal trade and electricity generation.

The IEA’s 2025 coal outlook forecast declines in China’s coal imports, concentrated in thermal coal, while noting that India’s import outlook was mixed: domestic production efforts were tempered by coal-quality issues, and metallurgical coal imports were expected to grow with steel demand. A rise in a country’s total coal imports therefore does not necessarily mean its power sector is importing more fuel.

What recent global figures do—and do not—show

Coal-fired power is central to the international coal market: the IEA’s Global Energy Review 2026 reports that power generation accounted for two-thirds of global coal consumption in 2025. In the same review, the IEA reports global coal demand rose 0.4% in 2025, about 30 million tonnes or 0.7 exajoules, compared with 2024.

Those figures describe global demand, not the price effect of imports in a particular country. The IEA’s 2025 Coal report said global coal imports reached an all-time high in 2024 and forecast a fall of around 5% in 2025, amid lower imports in China and India as demand weakened and domestic production and stocks were sufficient. That was a forecast; it should not be treated as the same kind of measurement as the IEA’s retrospective 2026 account of 2025 coal demand.

The same 2025 IEA report said Chinese coal imports were forecast to decline by an average of around 2.5% per year through 2030, with the decline concentrated in thermal coal. It also noted that China consumes 30% more coal than the rest of the world combined. These figures help explain the scale of China’s influence on coal trade, but they do not establish what imported coal adds to any consumer’s electricity bill.

How to assess the effect where you live

There is no universal price coefficient for coal imports: the available global evidence explains the mechanisms, but does not establish how much imports add to a household bill in every jurisdiction. A country-specific estimate would need to connect fuel costs to dispatch, wholesale prices, and retail tariffs.

  1. Find the import share and coal mix. Separate thermal coal used by power plants from metallurgical coal used in steelmaking, and identify major origins and grades.
  2. Compare delivered costs, not just benchmark prices. Include freight, contract terms, local transport, and the timing of purchases.
  3. Check stocks and supply routes. Consider stock cover, port and rail capacity, supplier concentration, and whether disruptions can be replaced quickly.
  4. Identify what sets power prices. Look at the generation mix, plant dispatch, and whether coal units are often the marginal generators.
  5. Trace the route to customer tariffs. Check wholesale-market rules, power-purchase contracts, subsidies, regulation, and the schedule for retail rate adjustments.
  6. Account for alternatives. Assess how much other generation and demand flexibility can compensate if coal becomes scarce or expensive.

Without those local details, it is possible to say that imports expose power systems to international costs and disruptions, but not to quantify a reliable increase in electricity prices for a particular consumer.
