Government targets and announced projects are important steps, not proof that industrial-scale output is already available.
How China’s export restrictions create an opening for India
Export controls have shown how quickly concentrated rare-earth supply can disrupt manufacturers that depend on permanent magnets. When customers face delays or uncertainty, alternative sources become more valuable. That can strengthen the case for investment in mining, processing and magnet manufacturing outside China, including in India.
The opening is commercial, not automatic: buyers need consistent materials that meet specifications, and suppliers must deliver at an acceptable cost and scale. India’s opportunity is therefore not simply to extract ore. It is to develop more of the value chain and become a dependable supplier to manufacturers seeking to diversify.
What happened to exports
The International Energy Agency (IEA) reports that China introduced export controls in April 2025 on seven heavy rare-earth elements and related compounds and magnets. Exports fell sharply in April and May. Automakers in the United States, Europe and elsewhere struggled to obtain magnets; some reduced production or temporarily shut facilities. Licences were later issued and export volumes recovered, although the IEA says magnets made outside China continued to carry a significant premium.

In October 2025, China announced broader controls covering additional elements, processing equipment and technology. The measures also included a licence requirement for certain internationally made components containing Chinese-sourced rare-earth materials or made using Chinese technology. The IEA says the expanded measures were suspended for one year in November 2025. In January 2026, China tightened export controls on dual-use goods destined for Japan, another sign that wider policy risk remained. The scope and implementation of controls can change; these developments describe the IEA’s reported timeline, not a guarantee of the rules in force today.
Why the supply chain matters beyond mining
Rare earths are used in technologies including permanent magnets, but mining the ore is only one stage in getting a usable magnet to a manufacturer. The material must be separated and refined, converted into metals or alloys, and made into a finished magnet to meet a customer’s requirements. A country can have mineral resources without having capacity at each of those later stages.

These figures refer to different stages and should not be conflated: China’s estimated 94% share is for sintered permanent-magnet production, not for rare-earth mining as a whole. The downstream concentration helps explain why having ore in the ground is not enough to insulate manufacturers from supply shocks.
The stakes may grow with demand. The IEA says demand for magnet rare earths doubled between 2015 and 2025 and projects it will rise by more than 30% by 2030. Under current policy settings, it projects demand outside China will increase by 50% by 2035. The agency has also estimated that full implementation of rare-earth export controls could put USD 6.5 trillion of annual downstream production outside China at risk. That is modeled production value exposed—not an estimate of losses already incurred, nor a forecast of gains for India.
What India already has—and what the figures mean
India’s Department of Atomic Energy identifies beach-sand minerals, particularly monazite, as the principal domestic rare-earth ore and says India is not reliant on China to access these minerals. IREL produces high-purity rare-earth oxides from Indian monazite and operates three locations with integrated mineral-sand mining and processing, as well as extraction and refining facilities.

The Department also reports an operational Samarium Cobalt magnet plant at Vizag, mini-plants at Bhopal producing lanthanum, cerium and neodymium metals, and a Bhopal recycling plant that recovers magnetic rare earths from end-of-life magnets. These facilities show that some downstream activity exists; they do not establish mass-market neodymium-iron-boron (NdFeB) magnet capacity or Indian self-sufficiency in industrial magnets. Samarium Cobalt and NdFeB are different magnet types, and product choice depends on the application and required performance.
Government of India figures reported in 2026 include 13.15 million tonnes of monazite containing an estimated 7.23 million tonnes of rare-earth oxides, plus 1.29 million tonnes of in-situ rare-earth oxide resources in hard-rock areas of Gujarat and Rajasthan. These are reported resource estimates, not a statement that all the material is economically recoverable, permitted, processed or available for sale. Resources should not be treated as interchangeable with reserves or operating supply.

Permanent-magnet manufacturing scheme
On 26 November 2025, the Union Cabinet approved a ₹7,280 crore scheme intended to establish 6,000 metric tonnes per annum of integrated sintered rare-earth permanent-magnet capacity. The plan provides for up to five beneficiaries selected through global competitive bidding. The government allocated ₹6,450 crore for sales-linked incentives and ₹750 crore for capital subsidy. The 6,000-tonne figure is a target for capacity under an approved scheme; it is not evidence that the plants have all been built, commissioned or reached commercial production.

Rare-earth corridors
The Union Budget 2026–27 announced dedicated rare-earth corridors in Odisha, Kerala, Andhra Pradesh and Tamil Nadu for mining, processing, research and manufacturing. They are announced initiatives, not completed industrial clusters. Their eventual effect will depend on whether projects, facilities and skilled workforces develop across the linked stages of the chain.
Import dependence
Government of India figures say Chinese imports met about 85–90% of India’s permanent-magnet demand by quantity and 60–80% by value during 2022–25. The different ranges measure different things and cover that stated period. They show why domestic mineral resources alone have not translated into independence from imported magnets.

The IEA’s outlook points to a larger gap in downstream capacity than in mining. It estimates that existing and announced capacity in diversified regions would cover about 50% of their mining requirements in 2035, about 25% of refining needs and less than 20% of magnet demand. To meet outside-China demand with diversified supply, capacity would need to expand beyond planned additions by roughly two times in mining, four times in refining and six times in magnet manufacturing.

That imbalance makes separation, refining and magnet manufacturing central to India’s opportunity. The IEA describes rare-earth separation and refining as technically complex. It also notes that monazite and other ores can contain uranium and thorium, which require safe management. New mining projects average around eight years of lead time, according to the IEA. India’s mineral base therefore needs to be matched with processing expertise, responsible waste management, metallurgy, trained operators, customer qualification and economics that can compete with established supply.
Those requirements help explain why an approved target should not be confused with near-term supply. A project has to move from policy support and construction into operation, produce to specification, and secure customers. Until then, manufacturers may continue to rely on imports even as domestic capacity is being developed.
How to judge whether the opportunity is becoming real
For readers following the industry, company announcements or policy targets are more informative when assessed against the specific stage and status they represent. A useful comparison asks:
- Which stage is being added? Mining, separation and refining, metal or alloy production, and finished magnets are distinct capabilities.
- What is the project’s status? Separate operating capacity from facilities under construction, approved plans and announced initiatives.
- Does the product fit the buyer’s need? Light and heavy rare earths differ, as do Samarium Cobalt and NdFeB magnets; grade and performance specifications matter.
- Can production be reliable and competitive? Consider cost, scale, lead time, energy use, waste requirements and customer qualification—not just stated capacity.
- How diversified is the supply chain in practice? Check exposure to Chinese-origin feedstock, technology, equipment, licences and downstream components, not only the location of the final factory.
For India, progress at each of these points would make the case for a durable supplier role stronger than resource estimates or headline capacity targets alone.

What the opportunity does—and does not—mean
China’s controls have made supply concentration more visible and increased the strategic value of alternatives. India has domestic mineral resources, operating rare-earth facilities and new government support for integrated magnet capacity and regional development. These are foundations for a larger role, not evidence that India can already replace China in rare-earth magnets.
The key test is whether investment converts into commercial output across the chain, particularly refining and finished magnets, while meeting safety, cost and customer requirements. Until that happens, the most accurate description is that India has a meaningful opportunity to reduce dependence and attract supply-chain investment—not a guaranteed windfall or an immediate substitute for Chinese production.
