For most individuals using the cash method, CD interest is federally taxable in the year it is paid or credited and available to withdraw—even if you leave it in the CD. You generally do not wait until the CD matures or move the money to checking. A key exception: CDs with maturities longer than one year generally require you to report part of the interest each year under original issue discount (OID) rules. Whether you ultimately owe additional tax depends on your full tax return.
When is CD interest taxable?
The IRS’s general rule is that interest is taxable when you receive it or it is credited to an account and available for withdrawal. That is constructive receipt: leaving available interest in the CD does not, by itself, postpone reporting it. The relevant question is whether the account terms let you withdraw it, not whether you actually do. The IRS discusses this rule and its qualifications in Publication 550 (2025), Investment Income and Expenses.
Access terms matter. Notice requirements, limits on withdrawal amounts, or an early-withdrawal penalty do not necessarily mean interest is unavailable. However, the IRS recognizes a qualification where interest available on early withdrawal would be substantially less than the interest payable at maturity. If your CD has unusual withdrawal terms, check the account agreement and tax guidance rather than assuming the maturity date controls.
Interest paid during the term
If a CD pays interest at intervals of one year or less, an individual generally reports it for the year it is received or becomes available. For example, if interest is credited and can be withdrawn in December, it is generally taxable for that tax year even if you keep it in the account.

Interest paid only at maturity on a shorter CD
For a CD with a maturity of one year or less that pays interest in one lump sum at maturity, the IRS generally treats the interest as reportable when it is paid at maturity, unless the CD terms made it available earlier. A maturity date alone does not settle the question if you had an earlier right to withdraw credited interest.
Do you owe tax before a CD matures?
Sometimes. A short-term CD that pays only at maturity is generally reported when paid, provided the interest was not available earlier. But a CD with a maturity longer than one year is generally subject to annual OID reporting: you include a portion of the total interest in income each year even though you may not receive the cash until later. The bank generally reports that annual amount on Form 1099-OID. See the IRS’s Publication 550.

In practical terms, distinguish the CD’s maturity length from its payment schedule. Interest paid or made available during the term can be taxable before maturity under the usual receipt rules; long-maturity CDs can require yearly reporting under OID rules even when interest has not been paid to you in cash.
How to report CD interest
- Gather the information returns. Banks and other payers generally report interest on Form 1099-INT. A qualifying CD with a maturity longer than one year may have annual OID reported on Form 1099-OID.
- Include all taxable interest. Report the taxable interest on Form 1040 or Form 1040-SR, line 2b, following the instructions for the return year. IRS Topic no. 403, Interest received, says to report taxable interest even if you did not receive Form 1099-INT or Form 1099-OID.
- Check whether Schedule B is required. Under the 2025 Schedule B instructions, Schedule B is generally required if taxable interest or ordinary dividends exceed $1,500. Other filing conditions can also require it, so the $1,500 figure is not the only trigger. Consult the 2025 Instructions for Schedule B (Form 1040) for the return year at issue.
The IRS says a payer should generally furnish Form 1099-INT or Form 1099-OID when interest payments total $10 or more. That $10 figure concerns the payer’s information-return obligation; it is not a minimum amount you may earn before taxable interest must be reported. Report all taxable interest, including amounts below that threshold.

What if you paid an early-withdrawal penalty?
Do not simply subtract the penalty from the interest and report a net amount. The IRS directs taxpayers to report the interest shown in Form 1099-INT, box 1, without subtracting the early-withdrawal penalty. Deduct the penalty separately on Schedule 1 (Form 1040), line 18. Form lines can change, so use the instructions for the tax year you are filing; the treatment is described in Publication 550.

Your final result depends on the rest of your return, including withholding, deductions, credits, and other income. The rules above explain timing and reporting, not a universal tax rate or a guaranteed amount due.
