A law published on 30 September 2026 updated the legal framework, including rules for claim documents and processing deadlines. It did not set a fixed 2026 subsidy allocation.
How does Brazil’s crop insurance subsidy work?
Under the PSR, the federal government pays part of an eligible rural-insurance premium, reducing the producer’s share. The subsidy is accessed through an insurer authorized to participate in the program; it is not an automatic payment to every farmer. Brazil’s Ministry of Agriculture and Livestock (MAPA) explains the program and eligibility.
Who may qualify?
MAPA’s general guidance says an individual or legal entity producing a species covered by the program may seek the subsidy through a PSR-authorized insurer. Eligibility therefore depends on the covered activity and participating insurer, as well as applicable program rules.
The same area cannot receive PSR support if it already has Proagro or Proagro Mais coverage. Proagro is a separate program, not another name for the PSR.

How much does the government pay?
The amount of subsidy depends on program rules and the eligible policy. The reviewed official materials do not establish a fixed 2026 allocation or current subsidy percentages. MAPA’s page displays rates and limits for 2023; those figures should not be treated as 2026 terms.
Law No. 15,526 does not promise a specific new funding total. It treats subsidy expenses as mandatory but limits them to the amount in the annual budget bill submitted by the federal executive, subject to annual appropriations for the Ministry of Agriculture and Livestock and statutory compensation measures. The law was enacted on 29 September 2026 and published in the Official Gazette on 30 September.

What Brazil’s 2026 rural-insurance law changes
Law No. 15,526 took effect on publication. It updates the statutory framework for rural insurance, which the law describes as an instrument of agricultural and insurance policy. The changes include:
- Claim documents: Insurance contracts must identify the documents required from the insured for claim adjustment. The list must be objective, directly related to the claim, and limited to documents whose acquisition depends exclusively on the insured.
- Adjustment deadline: For claims that do not require harvesting, cutting, or clearing the crop area for an in-person inspection, adjustment must be concluded within up to 15 days after the insured reports the claim.
- Settlement deadline: Partial or total claim settlement is due within a maximum of 30 days after the required listed documents are delivered or, when necessary, an in-person technical inspection takes place—whichever occurs later.
- Rural-credit guarantees: Rural insurance may be included among guarantees for rural-credit operations under statutory conditions. Potential incentives include more favorable rates, terms, or limits; priority access to rural credit, including extensions or renegotiation; and financing of the premium.
- Activity data and public information: Producers seeking the subsidy must provide data about their agricultural activity in a manner to be defined by the executive. The law also calls for online databases of insurance operations and a public manual codifying subsidy rules.
- Risk fund provisions: The law revises governance and participation provisions for the supplementary rural-insurance risk fund.
The law’s references to new data requirements, online databases, the public manual, and the risk fund do not by themselves establish that implementing rules, systems, or full fund operations are already in place.

What to compare when choosing a rural-insurance policy
Rural insurance covers more than crops. SUSEP, Brazil’s insurance regulator, lists agricultural, livestock, aquaculture, forestry, rural pledge, farm improvements and products, and rural-producer life insurance among the modalities. Agricultural policies may cover external risks such as hail, frost, excess rain, drought, or temperature variation, subject to the policy’s terms. SUSEP’s rural-insurance overview describes the modalities.
When comparing coverage, check the policy’s covered activity and perils, deductible, insured amount, any crop-zoning or eligibility conditions, and the insurer’s PSR authorization. Also read the claim-document and inspection requirements, and confirm the premium you would pay after any applicable subsidy.

How to seek the subsidy
- Check whether your agricultural activity or species is covered under current PSR rules.
- Contact an insurer authorized for the PSR and ask whether it can offer eligible coverage for your activity and area.
- Compare policy terms, including covered perils, deductibles, insured amount, claim documentation, and any inspection conditions.
- Confirm the subsidy and the premium remaining for you under the current program rules before accepting the policy.
