In either case, the key is not simply moving a digital token: the bank must keep its deposit records aligned with payment instructions, define how banks settle with one another, and establish when a transfer is legally final.
What a tokenized deposit is—and what it is not
A tokenized deposit is a bank deposit represented and transferred using a digital token on a programmable platform. The tokenization changes how the deposit is represented and how a transfer may be instructed or processed; it does not, by itself, change who owes the customer the money. The commercial bank remains the obligor, and the deposit remains a liability on that bank’s balance sheet.

The Federal Reserve’s September 2026 note describes tokenized deposits as claims that remain bank deposits and subject to regulation. It says such deposits may be eligible for deposit insurance in the United States. That is a U.S.-specific, conditional description—not a guarantee that every tokenized deposit, product or customer balance is insured. Coverage depends on the applicable law and the product’s structure. Banks and customers need to know whether the token corresponds to a recognized deposit claim and what protections apply in the relevant jurisdiction.
A tokenized deposit should not be treated as interchangeable with a stablecoin merely because both may use tokens. In the BIS’s description of transferable stablecoins, possession of the token represents a claim on the issuer that can pass between holders. With a tokenized deposit payment, the recipient’s bank account is credited and the banks still need a mechanism to settle the interbank obligation. The design must make clear both who owes the recipient and what asset provides final settlement.

Why integration requires more than a token
An existing payment system already has ways to identify accounts, transmit payment instructions, record debits and credits, manage interbank obligations and resolve exceptions. A token platform introduces a new representation and workflow, but it does not automatically replace those functions. Integration has to coordinate three records or actions: the bank’s liability record, the instruction to make a payment, and the settlement between banks.
That coordination matters whenever two banks are involved. A token might move or an instruction might be accepted before the banks’ settlement obligations have been discharged. A payment system therefore needs a defined point at which the recipient’s claim is credited, the sending bank’s obligation is settled, and the transfer is final. The BIS identifies central-bank reserves as the trusted final settlement asset in the current monetary system. Tokenization alone does not answer whether, when or how that settlement occurs.
For customers, the practical consequences are familiar even if the infrastructure is new: whether the recipient has a claim on a bank, whether a payment can be reversed or delayed, and what happens if a bank or platform is unavailable. A bank’s architecture must address those questions through its legal terms, operating procedures and settlement design—not assume that a token’s transfer history answers them.
Three integration architectures
The BIS’s 2023 report describes three broad ways of connecting programmable platforms to money and payment infrastructure. They form a progression in how much is brought together on-platform. None is a universal winner: the appropriate choice depends on the transaction, participating institutions, jurisdiction and operational constraints.
| Architecture | How it works | Settlement and atomicity | Main trade-off |
|---|---|---|---|
| API bridge to existing systems | APIs connect existing payment infrastructure with a programmable platform; conventional bank accounts and systems such as real-time gross settlement (RTGS) continue to handle clearing and settlement. | Settlement remains in existing systems. Separate systems joined by APIs do not, by that connection alone, make all legs of a multi-part transaction atomic. | Incremental integration, but coordination and reconciliation remain across systems. |
| Tokenized private money with central-bank settlement triggered through APIs | Tokenized private money and assets are on a programmable platform; APIs and smart contracts coordinate platform activity with account updates and settlement in the existing central-bank system. | The BIS describes atomic settlement for private money and other assets in this model, but not for a transaction involving CBDC on-platform. | More programmable coordination than a basic bridge, while settlement still depends on an external central-bank system. |
| Unified ledger | Wholesale central-bank digital currency (CBDC) or tokenized reserves, tokenized private money and assets coexist on a programmable platform. | Can support settlement finality and atomic settlement across those components, subject to the platform’s design and governance. | Requires new infrastructure and shared governance; it need not mean one ledger for the entire economy. |
1. API bridge: connect first, preserve existing settlement
In the simplest pattern, a bank links a programmable platform to systems it already operates through APIs. The platform can support token-related instructions or asset workflows, while clearing and settlement continue through existing bank accounts and payment infrastructure, including RTGS systems. This can be an incremental path because it connects to established settlement arrangements rather than requiring all participants to migrate onto a common ledger.

The important limitation is that an API is a connection, not a guarantee that several systems will commit their changes together. If a payment and an asset transfer happen on separately operated systems, one leg may complete while another is delayed or fails. The bank must define how it handles that gap: for example, how it detects an incomplete transaction, prevents duplicate processing and reconciles the affected records. Those are design requirements, not automatic features of an API.
2. API-triggered central-bank settlement: coordinate more, but keep a boundary
A second pattern holds tokenized private money and assets on a programmable platform, then uses APIs and smart contracts to coordinate updates with settlement in the existing central-bank system. Compared with a basic bridge, the platform can coordinate more of the transaction logic. The BIS says this model can provide atomic settlement for private money and other assets in its described arrangement.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThat does not mean every asset or form of money becomes atomic in the same way. The BIS’s qualification is that the described model does not provide atomic settlement for transactions involving CBDC on-platform. The distinction matters when comparing architecture proposals: ask which money and asset legs are on the platform and which depend on external systems, rather than treating “API integration” as a single capability.
3. Unified ledger: bring money and assets onto a shared platform
A unified ledger brings wholesale CBDC or tokenized central-bank reserves, commercial-bank money and assets onto a programmable platform. With the relevant components on-platform, the system can support transactions in which linked transfers settle together, as well as settlement finality under its rules. This can reduce the risk of one leg being completed while another remains outstanding.
“Unified” does not have to mean a single ledger for every institution or every transaction in the economy. The BIS notes that multiple ledgers for particular uses could coexist and connect through APIs. The design question is therefore what must be shared for a particular transaction—money, assets, data standards or governance—and what can remain in separate systems.

A shared ledger also shifts some integration work into common infrastructure and governance. Participants need agreed rules for access, data, transaction processing, liability records and operations. A technical platform cannot by itself determine the legal effect of a transfer or resolve differences among jurisdictions.

How to map a payment from instruction to finality
Before selecting a platform, a bank should map the complete transaction rather than focus on how a token is issued. The following sequence is a practical design checklist, not a claim that every system uses identical steps or terminology.
- Identify the deposit claim. Specify which bank owes the customer, which account or liability record the token represents, and how the bank’s ledger is updated when the token is transferred or redeemed.
- Define the payment instruction. Establish how the payer’s instruction is authenticated, validated and linked to the relevant token and recipient. Set out how the bank prevents duplicate or unauthorized instructions.
- Identify the interbank obligation. Determine when another bank becomes involved, how the sending and receiving banks calculate or recognize the obligation, and which existing system or shared platform communicates it.
- Name the settlement asset and mechanism. State whether the banks settle using central-bank reserves, tokenized reserves or another specified asset, and explain how that asset moves. The platform’s token is not itself proof that interbank settlement has happened.
- Set the point of finality. Define when the payment is legally final and how that point corresponds to entries in the banks’ books and the movement of the settlement asset.
- Plan for exceptions. Specify what happens if an API, ledger, payment rail, participating bank or settlement process is unavailable, or if one part of a multi-leg transaction succeeds while another does not.
This map should be tested against the chosen architecture. In an API bridge, it must show how platform events reconcile with conventional accounts and settlement records. On a shared ledger, it must show how the shared transaction maps back to each participating bank’s deposit liability and applicable legal obligations.
Cross-border payments add a standards and jurisdiction problem
For cross-border payments, a shared platform could bring together tokenized central-bank and commercial-bank money for payment instructions, settlement and post-transaction monitoring. The BIS’s 2025 report describes tokenization as combining messaging, reconciliation and asset transfer—functions that are often distributed across different systems and participants.
Combining these functions does not remove differences in national rules. A cross-border design has to leave room for jurisdictional requirements while harmonizing enough standards to support composability and atomic transactions. If participants interpret data, permissions or transaction states differently, a common ledger may still fail to deliver a reliably coordinated payment.

In practical terms, banks need to agree what information accompanies an instruction, how institutions and users are identified and permissioned, and how a transaction’s status is understood across participants. They also need to establish how the relevant jurisdictions treat the deposit, payment, data and access to central-bank settlement. A shared technology layer can support coordination, but it cannot make those legal and policy differences disappear.

The New York Fed’s 2023 Regulated Liability Network (RLN) proof of concept simulated domestic and cross-border U.S.-dollar wholesale payment scenarios on a shared, multi-entity ledger. It used commercial-bank deposit tokens and a theoretical wholesale CBDC, with simulated data in a test environment.
The announcement said the experiment demonstrated settlement finality, a common source of truth, standard transaction data, privacy, smart-contract programmability for liquidity management and simultaneous near-real-time settlement in the simulated design. Those findings are evidence that the concepts could be explored in a test environment; they are not production performance results, nor proof that all banks, jurisdictions or payment types would achieve the same outcomes.
Per von Zelowitz, director of the New York Innovation Center, said: “From a central banking perspective, the proof of concept was conducive to exploring tokenized regulated deposits and understanding the potential functional benefits of central bank and commercial bank digital money operating together on a shared ledger.” The significance is exploratory: the work considered how regulated bank money and central-bank money might operate together, rather than establishing that a production network had been deployed.
Safeguards banks need to build into the arrangement
The BIS’s 2026 discussion says tokenized private-money arrangements should be conditioned on safeguards. It identifies redeemability at par against central-bank money at the wholesale layer, robust governance and risk management, transparency about backing assets, and compliance with financial-integrity and consumer-protection requirements. These are questions of the arrangement’s design and oversight, not optional extras added after a ledger is chosen.

- Keys, nodes and resilience: Set controls for who can authorize transfers or operate infrastructure, and plan for failures in the ledger, APIs and connected payment systems.
- Privacy and data: Define what transaction information is visible to each participant and how data handling meets the applicable requirements.
- Financial integrity and customer protection: Apply the relevant compliance and consumer-protection requirements to the specific product and jurisdiction.
Programmable delivery-versus-payment can reduce operational friction and errors when properly designed: payment and asset delivery can be coordinated so that both legs complete together. That benefit depends on the relevant legs being covered by the arrangement and on the rules governing failure, finality and recovery being clear.
A bank’s decision framework
Architecture comparisons are most useful when the bank scores its actual requirements rather than assuming one model is inherently best. The following questions distinguish the main decision areas.
- Settlement and finality: Which settlement asset is used, where does it move, and when does legal finality occur?
- Atomicity: Do the payment and asset legs settle together, or could one complete while the other is stranded in a separate system?
- Integration burden: What APIs, middleware, legacy-account updates, reconciliation processes and exception-handling procedures are required?
- Interoperability: Are message and data standards, identity and permissioning rules, ledger governance, and connections to other banks or payment systems sufficiently aligned?
- Risk and safeguards: How are liquidity, keys, nodes, privacy, resilience, redemption, compliance, customer protection and operational governance handled?
- Jurisdiction: Which deposit, payment, data and central-bank-access rules apply to the exact product and geography?
An incremental API bridge may fit a bank seeking to connect a programmable workflow to existing settlement systems, while accepting cross-system coordination work. A shared ledger may better fit a use case that needs money and assets to settle together, provided participants can agree on infrastructure and governance. These are trade-offs, not a universal ranking. The evidence available does not establish one architecture as suitable for every bank or jurisdiction.

What customers and finance professionals should look for
For a business evaluating a bank’s tokenized-deposit service, the useful questions are concrete: Is the token a claim on the bank, how is the account credited, what happens if a transfer is interrupted, and when is the payment considered final? For an individual, the first issue is whether the product is legally a deposit and what protections apply in the customer’s jurisdiction; a token’s appearance or transferability does not settle that question.
The Federal Reserve describes bank-mediated tokenized-deposit payments over private blockchain networks as operating 24/7/365, and reports institutional use in interbank settlement, corporate treasury, cross-border payments and collateral management. That is a description of service characteristics and use cases, not an independently measured statistic or a guarantee that every bank’s service is always available. Availability, legal treatment and applicable protections must be checked for the particular offering.
The core test for any integration is whether it clearly links the customer’s bank claim, the payment instruction, the interbank obligation and the settlement asset. If those connections and the point of finality are explicit—and the governance, safeguards and jurisdictional requirements are met—tokenized deposits can be integrated with payment infrastructure without confusing a new way to represent bank money with a new answer to who owes it.
