ASML and TSMC are not competing chipmakers: ASML supplies lithography equipment and related services used in semiconductor manufacturing, while TSMC manufactures chips designed by its customers and provides advanced packaging. In the AI chip supply chain, ASML is an equipment supplier, TSMC is a foundry, and memory and packaging help turn logic silicon into a usable system.
Where ASML and TSMC sit in the supply chain
A simplified path from an idea to an AI processor runs from chip design, to wafer fabrication, to packaging that can connect logic with memory. Different companies specialize in different stages; no single company necessarily performs all of them.

- Design: Fabless semiconductor companies focus on designing and distributing chips, while outsourcing fabrication to foundries. ASML describes this division of work in its 2025 annual report.
- Manufacturing equipment: Equipment suppliers provide the machines and services a fabrication plant uses. ASML specializes in lithography systems, software, and services.
- Wafer fabrication: A foundry such as TSMC uses process technology, manufacturing capacity, and a range of equipment and suppliers to make chips to customer designs.
- Packaging and memory: Packaging can connect multiple logic dies and high-bandwidth memory (HBM) stacks into a larger product. TSMC’s CoWoS packaging is one example used for high-performance computing products.
This is a simplified map, not a claim that every AI chip follows an identical route or uses the same package.
What ASML does—and what it does not do
ASML makes lithography systems that chipmakers use to pattern extremely small features on silicon wafers. Its equipment is one part of a fab’s manufacturing process; it is not a complete factory, a finished chip, or the only equipment a foundry needs.

ASML says its extreme ultraviolet (EUV) lithography uses 13.5-nanometer light and plays a critical role in high-volume production of leading-edge chips. That describes the role of EUV in advanced manufacturing, not a claim that every chip uses EUV or that ASML itself manufactures those chips. See ASML’s 2025 strategy and stories.
Does ASML make AI chips?
No. ASML makes manufacturing systems and provides related software and services. Chip designers create product designs, and foundries such as TSMC manufacture customer designs. ASML equipment may be used in the production process, but that does not make ASML the chip designer or foundry.

What TSMC does as a foundry
TSMC describes itself as a pure-play foundry: it manufactures products designed by customers and does not design or market semiconductor products under its own name. Its role is to provide manufacturing process technologies and wafer capacity for those customer designs, rather than sell its own branded AI processors. TSMC explains this model in its annual reports.

Does TSMC design its own chips?
TSMC’s stated pure-play foundry model is to manufacture customer products, not to design or market semiconductor products under its own name. That distinction does not mean TSMC has no role in technology development: its manufacturing process technologies are part of the services it provides to customers.

What ASML does for TSMC
ASML supplies lithography systems and related services that can be used in semiconductor fabrication. TSMC operates fabrication plants and uses a broad ecosystem of manufacturing tools and suppliers. The relationship is therefore between an equipment supplier and a manufacturer—not between two companies doing the same job, and not evidence that ASML supplies all of TSMC’s equipment.
| Comparison | ASML | TSMC |
|---|---|---|
| Role | Supplier of lithography systems, software, and services | Pure-play foundry manufacturing customer designs |
| Main output relevant here | Manufacturing equipment and related services | Manufactured wafers and advanced packaging services |
| Place in production | Provides tools used during chip fabrication | Fabricates chips and can package logic with memory |
Why packaging and HBM matter for AI chips
AI hardware is not only a question of how advanced the logic chip is. The way a system connects logic and memory also matters. TSMC says its CoWoS technology can integrate multiple system-on-chip (SoC) dies with HBM stacks for high-performance computing products. HBM is high-bandwidth memory; packaging provides a way to bring it together with logic in a product.

This example helps explain why foundry manufacturing is only one part of the AI hardware story. Memory suppliers and packaging capabilities also matter, and the exact arrangement varies by product. ASML’s 2025 financial reporting also identifies strong AI-related demand as a driver of leading-edge foundry growth and notes continued investment in HBM and DDR5 memory. See the company’s 2025 financial reporting.
What TSMC’s 2025 figures show
TSMC reported the following figures for 2025 in its own company reporting. They describe TSMC’s operations for that reporting year, not the whole semiconductor market or a 2026 run rate.
| TSMC-reported measure | 2025 figure |
|---|---|
| Wafer revenue from advanced technologies (7 nm and beyond) | 74% |
| 12-inch-equivalent wafers shipped | 15.0 million |
| Products manufactured for customers | 12,682 products for 534 customers |
These company-reported measures help show the scale and technical mix of TSMC’s foundry operations. They do not establish how much of the output was AI chips. The figures appear in TSMC’s 2025 annual report.
How to read TSMC’s technology and expansion plans
TSMC’s 2025 annual report states that its N2 technology entered high-volume manufacturing in the fourth quarter of 2025. The same report describes capacity expansion and technology plans across multiple geographies; announced future schedules should be read as company plans, not proof that a facility or process is already operating. Roadmaps and schedules can change. TSMC’s 2025 annual report is the source for these dated statements.
