To estimate what you will actually pay, add the optional services you expect to use—such as checked baggage or advance seat selection—and account for the cost of changing plans under the ticket’s rules. The result is a traveler-specific expected cost, not one universal “real price.”
What an advertised airfare includes—and what it may not
For flights marketed in the United States, the advertised ticket price must include applicable government taxes and fees and mandatory carrier-imposed surcharges. The U.S. Department of Transportation (DOT) summarizes this as a requirement to advertise “the total price that a consumer must pay to purchase a ticket.” DOT’s ticket-buying guidance explains the rule.
That ticket total does not necessarily include optional services. A checked bag, advance seat selection, or another extra may raise the amount you pay. Fare restrictions also matter: a discounted fare may limit baggage or leave you without an assigned seat, while a higher fare class may include more amenities. Compare the fare’s terms and the services you actually need, rather than treating the lowest displayed ticket price as the lowest practical cost.
How baggage, seat and change fees affect the total
Checked and carry-on baggage
Check the allowance for the exact fare and itinerary, then confirm the current charge for any bag you expect to bring. A low fare may cost more in practice if it does not include the baggage allowance you need. DOT’s current framework requires notice that additional baggage fees may apply and directs consumers to where they can find the specific fees; it does not make every baggage fee part of the advertised ticket total. DOT’s guidance for buying a ticket and its ancillary-fee guidance describe baggage information consumers should check.

If you plan to travel with a carry-on, verify both the airline’s size allowance and whether your fare includes the relevant carry-on allowance. A bag that fits one airline’s rules may not fit another’s, and a fee or restriction can depend on the fare.
Advance seat selection
Seat selection before travel may carry a separate fee. First decide whether you need a particular seat—for example, to sit with a companion—or whether you are willing to accept the assignment available under the fare. Do not add a seat-selection fee automatically: paying for advance selection is not necessarily required to travel, and the fare may provide an assignment under its own rules.

Changing a ticket
A change may involve both an applicable change fee and the difference between your original fare and the current fare for the new itinerary. The fare difference can change as prices move, so treat a change estimate as a scenario, not a guaranteed future cost. DOT notes that in some situations requesting a refund and rebooking may be cheaper, but the available fare can change quickly. Review the ticket’s change terms and compare the costs before acting. DOT’s ticket-buying guidance explains these considerations.
The 24-hour cancel-or-hold rule is not a general right to make a later change for free. It concerns cancellation or holding a reservation within the applicable period, not free changes whenever plans shift.

How to compare two flights on an apples-to-apples basis
- Match the trip. Use the same route, dates, passenger count and relevant trip conditions for each option.
- Record the displayed ticket total. This includes applicable taxes, fees and mandatory carrier surcharges.
- Add services you expect to buy. Include baggage, a seat assignment if you need one, and other relevant optional services.
- Compare restrictions. Check baggage allowance, seat assignment, refundability and change terms for each fare.
- Model a realistic change. If flexibility matters, estimate the applicable change fee plus a plausible fare difference. Keep this separate from the purchase total because the future fare is not fixed.
- Verify before purchase. Check the airline’s current fee table and fare rules for the exact itinerary; fees and allowances vary.
A useful comparison is therefore an expected cost based on your plans and needs. Consider the total you expect to pay alongside baggage allowance, seat assignment, refundability and change flexibility. One option may be preferable even if its initial ticket total is higher, if it includes services or flexibility you would otherwise pay for.

The rules changed after DOT’s 2024 final rule proposed detailed upfront disclosures for first and second checked bags, carry-on bags, and ticket changes or cancellations, along with passenger-specific fee lookup. The Fifth Circuit vacated that rule. In its July 2, 2026 final rule, DOT removed those new provisions and restored the earlier framework. The July 2026 Federal Register rule is the relevant source for that change.

Under the restored framework, a notice must appear on the first screen quoting a specific itinerary to tell consumers that additional baggage fees may apply and where to find them. Ticket agents may direct consumers to airline websites for specific baggage fees. Do not assume that the 2024 rule’s detailed upfront disclosure requirements are currently in force.
DOT’s general fee guidance describes information about optional service fees and baggage allowances, but that page was last updated in 2021. For the recent change to the ancillary-fee rule, the July 2026 Federal Register document is the more current authority.

When can you get an optional-service fee back?
A refund of the ticket and a refund of an optional-service fee are different questions. DOT says a consumer is entitled to a refund of an ancillary-service fee if the service was unavailable through no fault of the consumer. Separate rules apply to baggage that is lost or significantly delayed. These protections concern services you could not receive; they are not ordinary discounts on the price of a ticket.
