How AI Tools Support Mortgage Quality Control—and Where Human Review Is Still Needed

AVMs can support mortgage valuation workflows, but their outputs require accountable controls. Here is what the federal rule covers and where human judgment helps.

AI can help mortgage teams process property data and generate automated valuation model (AVM) estimates, but a model’s output is not self-validating. For certain uses involving a consumer’s principal dwelling, a federal AVM rule requires covered mortgage originators and secondary market issuers to maintain controls for estimate confidence, data integrity, conflicts of interest, testing and review, and nondiscrimination. It does not prescribe a universal manual-review process. Human judgment remains important when information or results raise questions and when institutions test whether their controls are working.

What AI does in mortgage quality control

In this context, the clearest established role for AI is helping generate or assess an estimate of a property’s value. An AVM uses mathematical formulas and data rather than having a person physically inspect the property and assess comparable sales. Depending on the workflow, an estimate can inform a valuation decision about residential collateral; it is not, by itself, a complete assessment of a borrower’s ability to repay or an approval decision.

Automated models can process large property datasets and return estimates that staff can use in valuation workflows. The federal agencies recognized that advances in AVM technology and data availability could potentially reduce valuation costs and turnaround times, while emphasizing safeguards for credibility and integrity. That potential is not proof that every model is accurate, faster, cheaper, or suitable for every property. The evidence does not establish comparative performance for particular vendors or broad performance claims about generative AI in mortgage underwriting.

“AI tool” is a broad label; the rule discussed here is specifically about AVMs used for certain residential real-estate valuation purposes. It should not be read as a blanket rule covering every automated system used anywhere in mortgage processing.

Which AVM uses fall under the federal rule?

Six federal agencies adopted the final interagency AVM quality-control rule in 2024. Its scope includes mortgage originators and secondary market issuers using AVMs in specified transactions to make credit decisions or covered securitization determinations involving a consumer’s principal dwelling. Whether a particular use is covered depends on the rule’s scope and the transaction; the rule is not a general mandate for every mortgage workflow or every AI application.

The Federal Housing Finance Agency’s final-rule record gives August 7, 2024 as the Federal Register publication date and October 1, 2025 as the effective date. FHFA states the timing formula as: “The final rule will become effective on the first day of the calendar quarter following 12 months after publication in the Federal Register.” In other words, the stated formula puts the effective date on the first day of the calendar quarter after the 12-month period following publication.

The Consumer Financial Protection Bureau (CFPB) summarizes the rule’s scope and control objectives. For implementation details, the CFPB points to 12 CFR 1026, especially § 1026.42(i) and related official interpretations, and lists a small-entity compliance guide, version 1.0. Institutions should consult the regulation and applicable interpretations for their own covered activities rather than infer scope from the general description here.

A practical first question is therefore not simply whether a lender uses AI. It is whether the tool is an AVM, how its estimate is used, who is using it, and whether that use falls within the specified credit-decision or securitization context involving a consumer’s principal dwelling. A model used elsewhere in mortgage processing may present other legal or operational issues, but this AVM rule alone does not resolve them.

What controls does the rule require?

The rule requires covered institutions to maintain policies, practices, procedures, and control systems designed to address five objectives. It specifies the objectives, not one prescribed technology stack or staff workflow.

  • Confidence in estimates: Controls should be designed to ensure confidence in AVM estimates used for covered purposes.
  • Data integrity: Controls should protect against the manipulation of data used in an AVM.
  • Conflict management: Policies and processes should seek to avoid conflicts of interest.
  • Testing and review: Controls must include random sample testing and reviews.
  • Nondiscrimination: Institutions must comply with applicable nondiscrimination laws.

These objectives work together. An estimate may look plausible while depending on questionable inputs; a robust data process does not by itself show that outcomes meet nondiscrimination obligations. Likewise, performing sample reviews is not the same as resolving what those reviews find. Institutions need controls that make it possible to evaluate the estimate, the information behind it, potential conflicts, and the consequences of identified problems.

The Office of the Comptroller of the Currency (OCC) says the rule does not dictate one design: “The final rule does not set specific requirements for how banks should structure these policies, practices, procedures, and control systems.” In Bulletin 2024-17, dated July 17, 2024, the OCC says banks can tailor controls to their size and to the risk and complexity of transactions. That flexibility does not remove the rule’s control objectives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For institutions, that means the same checklist need not fit every activity. The relevant design depends on the covered use and its risk and complexity, while still addressing each objective. The OCC’s statement is about flexibility in structuring controls; it is not an exemption from the rule or a basis for treating testing, data integrity, or nondiscrimination as optional.

Where human review is still needed

The rule does not require a particular reviewer, a fixed percentage of manually reviewed estimates, or a universal escalation threshold. Human review is instead a practical part of accountable risk management: it helps investigate exceptions, assess questionable inputs and outputs, interpret testing results, and consider fair-lending concerns. The situations below are useful triggers to consider in a control program, not a list of triggers mandated verbatim by the rule.

When the estimate does not fit the property or local context

A result that appears inconsistent with the property’s characteristics, available comparable sales, or known local conditions merits investigation. A reviewer can check whether the model received the right property information, whether the selected comparisons make sense, and whether relevant context is missing. An unusual estimate is a reason to examine the underlying information and process; it is not, on its own, proof that the estimate is wrong.

The point of this review is not to substitute an unsupported hunch for a model output. It is to ask whether the result can be understood in light of the property and the information used. If it cannot, the institution can determine whether the concern calls for checking inputs, further review, or another action under its own process.

When inputs may be incomplete, stale, or manipulated

An AVM can only work with the information supplied to it. Missing property attributes, outdated records, or signs that data may have been altered can undermine confidence in an output. Staff can trace the information used, check its provenance and recency where those details are available, and determine whether an error needs correction or escalation. These checks are practical ways to support the rule’s estimate-confidence and data-integrity objectives.

Review should distinguish between a concern about the input and a concern about what the model did with it. For example, an unexpected estimate might prompt a check of the property details before anyone concludes that the valuation process itself failed. The rule calls for protection against data manipulation; it does not prescribe a particular source-verification technique or a fixed process for resolving every discrepancy.

When testing or review identifies errors or uneven outcomes

Random sample testing and reviews are explicit control objectives. A person needs to assess what a finding means: whether it points to a data problem, a model limitation, a process failure, or a pattern that calls for further investigation. If results raise concerns about disparate outcomes, human oversight can support a more careful review of the data and design choices involved. A review does not establish that a model is unbiased; the institution still needs evidence that its controls address applicable nondiscrimination requirements.

A useful control program connects the finding to a response: staff should be able to determine whether more investigation is warranted and whether the issue points beyond an individual estimate. The rule requires random sample testing and reviews, but the material available does not set a universal review rate, sample size, or corrective-action formula. Institutions should not mistake the absence of a prescribed formula for permission to ignore findings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a borrower or another participant raises a concern

A valuation concern can be a useful signal to revisit the information and assumptions behind an estimate. A staff member can identify what value was used, what records or property details informed it, and whether a correction or additional review is appropriate under the institution’s process. This is a sensible escalation practice, not a claim that the AVM rule creates a particular consumer appeal process.

Listening to a concern is not the same as automatically changing the estimate. It gives the institution a reason to check the relevant information and decide whether the issue reveals an error or a need for additional investigation. The rule’s control objectives concern reliable estimates and other safeguards; they do not specify the result of a particular borrower’s valuation concern.

Why a human sign-off alone is not enough

Automation does not remove legal responsibility or guarantee a fair result. The CFPB warns that models can reflect bias in their data and design, and that algorithmic tools can obscure those inputs behind an appearance of objectivity. A person clicking “approve” without checking meaningful evidence does not resolve those risks.

Useful oversight connects a finding to an accountable action. For example, staff should be able to identify what input or output triggered investigation, who evaluated the issue, what evidence was considered, and how the result was handled. The specific process should fit the institution’s covered activity and risk; the federal rule does not establish a universal escalation form or approval chain.

Human review is therefore a governance safeguard, not a certification that a model is neutral or correct. A reviewer may miss a problem, and a model may appear consistent while reflecting bias in data or design choices. Institutions should consider both how an individual exception is handled and what testing and review reveal about the broader control system.

A practical way to organize AVM quality controls

The following sequence translates the rule’s objectives into a workable governance approach. It is a practical framework, not a regulator-prescribed order of operations, staffing model, or threshold system.

  1. Define the covered use. Identify where an AVM is used for a covered credit decision or securitization determination involving a consumer’s principal dwelling. Keep that scope distinct from other models and mortgage tasks.
  2. Document how the estimate is produced and used. Record the relevant data sources, model purpose, points where the estimate enters the workflow, and the people or systems responsible for acting on it. This makes it possible to investigate questions about an output.
  3. Set controls for confidence and data integrity. Establish how the institution evaluates whether estimates are credible for the covered use and how it guards against manipulation of the data used. The rule states the objectives; it does not prescribe a particular validation method.
  4. Address conflicts of interest. Identify potential conflicts in the process and adopt safeguards designed to avoid them. The rule calls for seeking to avoid conflicts; it does not specify a single control that fits every institution.
  5. Conduct random sample testing and reviews. Ensure the control program includes the testing and review required by the rule. Assign responsibility for evaluating findings and documenting follow-up so issues are not merely counted and set aside.
  6. Use targeted human escalation for exceptions. Define practical ways staff can investigate questionable inputs, inconsistent results, or other concerns. Any thresholds or escalation rules should be treated as the institution’s design choices, not as thresholds set by the federal rule.
  7. Consider nondiscrimination in governance. Include applicable nondiscrimination obligations in the control process and assess concerns revealed by testing or individual reviews. Human review supports oversight but does not, by itself, demonstrate compliance or eliminate bias.
  8. Revisit controls as risks change. Consider whether the controls remain appropriate when the model, data, transaction mix, or relevant workflow changes. The OCC’s supervisory guidance emphasizes tailoring controls to the institution’s size and the risk and complexity of transactions.

Ownership matters across the sequence. A control is more useful when someone is responsible for evaluating a flagged estimate, examining a testing result, and determining whether follow-up is warranted. That is an accountability practice inferred from the need for working controls; the rule does not name a required job title or approval chain.

How to distinguish a sound workflow from a rubber stamp

When assessing an AVM workflow, focus on whether controls produce evidence of inquiry and accountability—not simply whether a person appears somewhere in the process. The following comparison is a practical way to examine implementation against the rule’s objectives; it does not add requirements to the rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Control area Useful question What meaningful oversight can look like
Estimate confidence How does the institution assess whether an estimate is credible for its covered use? Staff can identify the applicable evaluation process and investigate outputs that appear inconsistent with relevant property information.
Data integrity How are data used by the model protected against manipulation? The institution can trace what information was used and examine concerns about missing, stale, or altered inputs.
Conflicts How does the process identify and seek to avoid conflicts of interest? Responsibilities and safeguards are defined well enough to surface a potential conflict rather than assume one cannot occur.
Testing and review Are random sample testing and reviews part of the control system? Findings have an owner who can assess them and determine whether further investigation or action is appropriate.
Nondiscrimination How are applicable nondiscrimination requirements considered? Testing and concerns can be examined for potential patterns, with accountable follow-up rather than an assumption that automation is neutral.
Escalation and accountability Can staff explain how an exception is investigated and handled? The institution can show what prompted review, what was considered, and how the concern was resolved under its process.

This comparison also helps distinguish the role of an AVM from the role of a person reviewing its output. The model generates an estimate from formulas and data; a reviewer considers whether inputs and results raise questions and whether testing points to a wider issue. Neither step should be treated as a substitute for the other. A manual review is not automatically more accurate, and an automated result is not automatically reliable.

What the rule does not establish

  • It does not establish that AVMs are more accurate than people, or that a particular model performs well.
  • It does not prescribe one model, vendor, validation technique, manual-review rate, reviewer role, or escalation threshold.
  • It does not make every AI tool in mortgage lending subject to this AVM rule.
  • It does not turn a human sign-off into proof that an estimate is correct, unbiased, or compliant.
  • It does not support broad claims about generative AI’s performance in mortgage underwriting.

These boundaries matter because the rule is a control framework for specified AVM uses, not a general endorsement of automated valuation or a complete set of instructions for every mortgage process. The agencies recognized the potential for technology and data advances to reduce valuation costs and turnaround times, but that potential should not be converted into a guaranteed saving or performance claim for a specific institution or vendor.

Where to check the official requirements

For the regulatory text and implementation materials, consult the CFPB’s listed provisions in 12 CFR 1026, particularly § 1026.42(i) and related official interpretations, alongside its small-entity compliance guide, version 1.0. FHFA’s final-rule record provides the publication and effective dates. The CFPB’s rule materials summarize the scope and five control objectives, while OCC Bulletin 2024-17 provides supervisory context on tailoring controls. Institutions should use the governing text and applicable interpretations to determine how the rule applies to their own activities.

Frequently Asked Questions

Does the federal AVM rule require a human to review every estimate?

No. The rule establishes control objectives, including confidence in estimates, data integrity, conflict safeguards, random sample testing and reviews, and compliance with applicable nondiscrimination laws. It does not set a universal manual-review rate, name a required reviewer, or prescribe a single escalation threshold. Institutions can use human review as a practical way to investigate exceptions and testing findings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which mortgage uses are covered by the AVM rule?

The rule applies to mortgage originators and secondary market issuers using AVMs for specified credit decisions or covered securitization determinations involving a consumer’s principal dwelling. It is not a blanket rule for every mortgage task or every AI system. Consult 12 CFR 1026, particularly § 1026.42(i) and related official interpretations, to assess a specific activity.

When did the AVM quality-control rule take effect?

The final rule was published in the Federal Register on August 7, 2024, and took effect October 1, 2025. FHFA gives the effective-date formula as the first day of the calendar quarter following 12 months after publication.

Does using an AVM guarantee a faster or less expensive valuation?

No. Federal agencies recognized that advances in AVM technology and data availability could potentially reduce valuation costs and turnaround times. That is a potential benefit, not a guarantee for every tool, transaction, or property, and it does not establish comparative accuracy.

Can human review prove that an AVM is unbiased?

No. The CFPB cautions that models can reflect bias in their data and design, and automation does not remove legal responsibility or guarantee fair outcomes. Human review can support investigation and accountability, but institutions still need controls that address applicable nondiscrimination requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

AVMs can support property-valuation workflows, but their estimates need controls that address confidence, data integrity, conflicts, testing and review, and nondiscrimination. The federal rule took effect October 1, 2025 for specified uses involving a consumer’s principal dwelling; it does not mandate a single human-review workflow. Human judgment is most valuable when inputs, estimates, testing results, or valuation concerns call for investigation—and when follow-up is documented rather than treated as a rubber stamp.
