How AI Is Making Fake App Reviews a Bigger Fraud Risk

AI can scale an established fake-review market, but a suspicious review is not proof of AI authorship, a malicious app or ad fraud.

Generative AI can make fake app reviews quicker and cheaper to produce, but the evidence does not show that most app-store reviews are AI-written. DoubleVerify’s 2024 report describes AI as an enabler of mobile-app fraud; older research shows that paid and exchanged fake reviews existed well before today’s generative tools. The distinction matters: a fabricated review, a malicious app and fraudulent advertising are related risks, not the same claim.

What DoubleVerify’s report says—and what it does not

DoubleVerify’s Global Insights 2024 Trends Report discusses how AI can amplify mobile-app fraud, including fake reviews that make an app appear to have a real audience. Its finding supports a credible concern: generated text can help fraudsters scale or vary review activity. It does not establish that most fake reviews are AI-generated, quantify the share of all app reviews that are fake, or prove that AI alone caused an industry-wide increase. That is narrower than some headlines suggest. Android Headlines reported that more than half of reviews for a popular streaming app were fake, but that specific figure is not independently verified in the report material available here. It should not be generalized to app stores as a whole. Android Headlines’ account is a secondary report, not an ecosystem-wide measurement.

Several different activities can be confused under the label “AI app fraud”:

  • AI-generated text: Review wording produced or assisted by a language model.
  • Fake review: A review that does not reflect an authentic user experience, whether written by a person, generated by AI or edited.
  • Manipulated rating or install count: Activity intended to distort an app’s apparent popularity or quality.
  • Fake or malicious app: An app that impersonates another service, misleads users or abuses data or permissions.
  • Ad fraud: Invalid ad interactions or attribution that falsely represent genuine user interest.

Evidence for one category does not, by itself, prove another. A suspicious review is not proof that the app contains malware or generates fraudulent ad traffic.

Fake reviews predate generative AI

Fake-review markets developed alongside app stores. A peer-reviewed study of Apple App Store data examined roughly 60,000 fake reviews among more than 62 million reviews and identified 43 fake-review providers using its collection method and study period. Those providers included 34 paid-review services and nine review-exchange portals. The numbers describe that historical study, not the size of today’s market. The study, “Towards Understanding and Detecting Fake Reviews in App Stores,” also found that fake reviewers differed from ordinary users in posting frequency, account activity and review distribution.

At a high level, the pre-AI business model included developers or intermediaries buying review packages, participants exchanging reviews for credits, and people receiving small incentives. Buyers could request a target app, rating, keywords or suggested wording. The study documented these patterns; it does not mean every paid or coordinated campaign used AI, nor that every positive review is fabricated.

Reviews have economic value because they shape a prospective user’s impression of an app. Positive ratings and feedback can support app success, while visibility and downloads may create opportunities to earn from ads, subscriptions, in-app purchases or affiliate referrals. Fraud can exploit that chain; inflated reviews do not prove that an app will be profitable or malicious.

What AI changes in the fraud chain

AI lowers the effort needed to produce large volumes of plausible-sounding text. It can rapidly vary similar messages, translate or localize them, imitate different tones and help make accounts appear active through generated replies. That can reduce the cost per review and make simple phrase matching less effective.

But text is only one part of the operation. Reviews still need to be posted through accounts and distributed in ways that evade platform controls; existing account, device, proxy or incentive networks can provide that infrastructure. AI may make an established fraud market more scalable and harder to recognize, rather than creating the market from scratch.

Reviews can also be one step in a broader fraud chain. Manipulated ratings may help an app gain attention or downloads; a deceptive app may then seek payments, subscriptions, permissions or personal data. In an advertising scheme, an app may generate invalid impressions or clicks, or falsely claim that ads caused installs. Google defines ad fraud as ad interactions designed to make an ad network believe traffic reflects genuine user interest, and lists hidden ads, automatic clicks, fake install attribution, ads shown outside an app and misrepresented app or device identity as examples. Google Play’s Ad Fraud policy explains those categories. These are possible connections, not automatic consequences of a fake review.

Why detecting fake reviews is difficult

Review patterns can help identify activity worth investigating, but no single sign proves fraud or AI authorship. Watch for combinations such as:

  • A sudden burst of reviews over a short period.
  • The same accounts reviewing a small cluster of apps, or a reviewer posting unusually often.
  • Repeated wording, punctuation or generic praise across many reviews.
  • Reviews that refer to features absent from the current app version, or do not match the app’s function.
  • A sharp mismatch between the overall rating and the substance or spread of written reviews.
  • A cluster of rating changes around a release or marketing campaign.

These signals have ordinary explanations too. Genuine users may write short, formulaic reviews; translation can produce awkward phrasing; an old review may have become inaccurate after an update. Review bombing can be coordinated without AI, and compensated feedback can be biased or violate platform rules even if the person actually used the app.

The academic study reported strong classifier performance on its labeled dataset, but that is not a universal real-time accuracy rate. Its data was historical, platform-specific and subject to collection limits and class imbalance. Language, dialect, review length and changing tactics all affect detection. Text alone generally cannot establish whether a particular review was written by AI, and AI-detection tools can wrongly flag genuine writing—especially short, translated or formulaic text.

What Apple and Google prohibit

Both major app-store operators prohibit manipulating reviews and related popularity signals. Those rules establish what developers and publishers may do; they do not guarantee that every fraudulent review will be blocked before it appears.

Google Play Google prohibits fake or incentivized reviews and manipulation of ratings, reviews or installs. Its policies also prohibit deceptive behavior, impersonation, review-evasion tactics and ad fraud. Developers must not buy ratings or use automated services to inflate apparent popularity. Apple App Store Apple classifies manipulation of App Store charts, search, reviews or referrals as “Discovery Fraud.” It requires developers to use the provided review prompt API and disallows custom review prompts. Request feedback through Apple’s supported prompt rather than a custom prompt or a campaign designed to manipulate ratings. Apple App Review Guidelines.

Google’s rules for AI-generated content do not create an exemption for deceptive use: AI apps remain subject to existing policies, including restrictions on deceptive behavior. Google also says relevant generative-AI apps must provide in-app reporting or flagging mechanisms for generated content. Google Play’s AI-Generated Content policy describes those requirements.

How consumers can assess an app without guessing at authorship

Use reviews as one source of evidence, not a verdict. A few practical checks can help:

  • Read recent reviews and compare them with older feedback, rather than relying only on the star average.
  • Look for specific, checkable details about performance, pricing, permissions or a recent version.
  • Notice near-identical wording or a sudden run of generic praise, but treat it as a reason to check further—not proof.
  • Confirm the developer name, support contact and official website; when possible, reach the app through the service’s own website.
  • Review requested permissions and subscription terms before installing or paying. Be wary of pressure to rate, subscribe or grant unrelated access.
  • Keep the operating system and app-store software current, report suspicious apps or reviews through the store, and monitor payment accounts for unwanted charges.

Punctuation, polished grammar or an online AI detector cannot reliably tell you whether a review is fake. A review may be genuine but outdated, while a fabricated one may read naturally.

What developers and advertisers should audit

For app developers

  • Ask for honest feedback, not positive ratings, and use the platform’s approved review prompt.
  • Track review volume and sentiment against releases and support issues; investigate clusters before deciding they are fraudulent.
  • Keep release-level context so feedback about an older version is not mistaken for a current defect.
  • Audit marketing agencies and software development kits, and prohibit purchased ratings, reviews or installs in vendor agreements.
  • Offer clear support channels so dissatisfied users can report problems directly.

For advertisers and media buyers

  • Verify app identity, developer ownership, audience and traffic sources instead of treating a high rating as proof of real users.
  • Assess retention and post-install behavior alongside download volume.
  • Use invalid-traffic measurement and attribution controls; review unusual click-to-install or install-to-event patterns.
  • Require transparent placement and attribution data, with audit and clawback terms in contracts.

Google’s ad-fraud definitions make the distinction especially important for advertisers: a large install count is not evidence that users genuinely engaged with an ad or app.

What remains unknown

The sources cited here do not provide a transparent, independently verified current estimate of what share of app-store reviews are AI-generated, human-written but fake, incentivized or coordinated. DoubleVerify’s report supports concern about AI-amplified fraud, while the academic study shows that review manipulation is older than generative AI. Neither justifies treating every suspicious review—or every app with a strong rating—as evidence of fraud.
