How Aerosol Cans Revolutionized Product Packaging Across Industries

Aerosol packaging combined a pressurized container, propellant, valve, and product formulation to make portable dispensing practical across consumer, commercial, and industrial uses.

From shaving cream and cooking spray to paint and insecticide, aerosol cans changed packaging by making products portable and ready to dispense from a single container. The innovation was not just a metal can: it was a coordinated system of product formulation, propellant, pressurized container, and valve that could deliver a spray or foam without a separate pump or application tool in many common uses.

How do aerosol cans work?

An aerosol can is a self-contained dispensing package. Its contents include the product’s active and inactive ingredients and a propellant. When the valve opens, pressure pushes the formulation through the valve and out as a mist or foam. The formulation, propellant, valve, and container must work together to produce the intended delivery.

That arrangement made controlled application convenient: a user could carry the product and dispense it directly where needed. It did not make every aerosol cleaner, safer, or more efficient than every alternative; its value depended on the task and the product.

How the modern aerosol package developed

Early package concepts

Erik Rotheim’s early aerosol package and patent work helped establish the format, but the modern industry was not the work of one inventor. The recognizable package emerged through successive advances in pressurization, valves, container construction, propellants, and formulations.

Wartime insecticide use

During World War II, U.S. Department of Agriculture researchers Lyle Goodhue and William Sullivan developed aerosol insecticide applications associated with protecting military personnel from insects. This practical wartime use demonstrated the value of carrying a ready-to-dispense product in a pressurized container.

Postwar manufacturing and adoption

After the war, valve and container refinements helped the format reach broader consumer and industrial markets. Robert Abplanalp is associated with development of a mass-produced aerosol valve, one of the advances that supported expansion in the United States. The history is therefore a sequence: early package concepts, wartime practical uses, and later improvements that made large-scale production and varied applications possible.

Why the format spread across industries

Aerosol delivery suits different jobs because the formulation and valve can be designed around what needs to come out and how it should be applied. Examples include:

  • Personal care: Shaving creams dispense as foam, while hair products, antiperspirants, and cosmetics can be applied in sprays or other controlled forms.
  • Household products: Cleaners and air fresheners use a ready-to-dispense format for directed or broader application.
  • Food: Cooking sprays provide a way to apply a thin layer of product across cookware or food.
  • Paints and finishes: Aerosol paint packages make it possible to apply a coating without a separate spray gun for many smaller jobs.
  • Pest control: Insecticides and repellents carry forward the format’s wartime association with portable, direct application.
  • Automotive and industrial uses: Lubricants, solvents, and other products can be dispensed at a targeted location, including in settings where handling and waste rules may differ from household use.
  • Pharmaceuticals: Some inhaled medicines use aerosol delivery. These medical applications should be distinguished from the broader consumer market, particularly in the history of propellant regulation.

How widespread did aerosol packaging become?

The U.S. Environmental Protection Agency reported a Household & Commercial Products Association estimate of 3.75 billion aerosol cans filled in the United States in 2016. The estimate included cans serving households as well as commercial and industrial facilities; it is a dated U.S. figure, not a current annual total or a global count. How environmental regulation changed aerosol propellants

In the United States, agencies began phasing out chlorofluorocarbon (CFC) use in most nonessential aerosol products in 1978 amid concerns about ozone depletion. The federal restriction on manufacturing bulk fluorocarbons for most aerosol uses began on October 15, 1978. Certain essential medical uses were treated differently, so the change was not a blanket end to every aerosol application.

Producers had already shifted many products to other propellants or mechanical pumps, and EPA’s historical account said consumers might not notice a difference. The episode illustrates how environmental rules can change a package’s inputs without necessarily changing the basic experience of dispensing a product.

What happens to aerosol cans at the end of their use?

Federal rules depend on the waste

EPA’s 2019 final rule added qualifying hazardous-waste aerosol cans to the federal universal-waste program. Not every used can is universal waste: under EPA’s overview, a can falls outside that category if it does not exhibit a hazardous-waste characteristic, contains no listed hazardous waste, or meets the regulatory definition of empty. State programs may impose different requirements.

Requirements for handlers

Handlers managing universal-waste aerosol cans may puncture and drain them only under applicable conditions. Those conditions include using a device designed for safe puncturing, maintaining written procedures, preventing fires and environmental releases, and recycling the emptied cans. EPA notes that cans may contain flammable propellants such as propane or butane. These handler provisions are not general household instructions to puncture cans.

EPA said when it announced its proposal on March 6, 2018: “Today’s proposal increases opportunities for safe recycling of aerosol cans, while also simplifying hazardous waste regulations.” That statement described the proposal at the time; disposal requirements depend on current applicable federal and state rules.

Household disposal varies by location

For example, California’s Department of Toxic Substances Control advises residents that nonempty aerosol cans cannot go in ordinary trash or household recycling bins in California and recommends contacting local waste services about collection. This is California-specific guidance, not a universal household rule. For disposal, check the instructions from your local waste authority rather than assuming all cans belong in the same bin.
