How Adjustable-Rate and Fixed-Rate Mortgages Compare

A fixed-rate mortgage keeps its interest rate unchanged under the loan contract. An adjustable-rate mortgage (ARM) can change after an introductory period, so its principal-and-interest payment may rise or fall. Compare the complete offers—not just an ARM’s starting rate—and check whether you could afford the ARM’s maximum contractual payment without relying on a future sale or refinance.

What is the difference between a fixed-rate and adjustable-rate mortgage?

The difference is what happens to the interest rate after you take out the loan. With a fixed-rate mortgage, the note rate stays the same for the life of the loan. With an ARM, the rate may change according to the loan’s adjustment schedule and formula. The Consumer Financial Protection Bureau (CFPB) describes these basic differences in its mortgage comparison guidance, reviewed January 14, 2025, and modified May 21, 2026.

A fixed rate makes the loan’s principal-and-interest payment more predictable. It does not freeze the entire monthly housing bill: escrowed property taxes and homeowners insurance can change, and other costs of owning a home can change too. An ARM introduces a different source of uncertainty: when its rate adjusts, the principal-and-interest payment may go up or down, subject to the contract’s rules and payment recalculation schedule.

Many ARMs have an introductory rate period, during which the rate stays in place, followed by scheduled adjustments. The initial rate is often lower than a fixed-rate offer, but that is not guaranteed for every lender, borrower, product, or market. A lower starting rate is therefore a feature to compare—not proof that the ARM will cost less over the time you hold it.

As the CFPB puts it in its comparison FAQ, “With a fixed-rate mortgage, the interest rate is set when you take out the loan and will not change.” For an ARM, “the interest rate may go up or down.” Those statements describe the central distinction, but they do not tell you whether a particular offer is affordable. That requires looking at the rate formula, timing, payment rules, and complete costs in the documents for that loan.

How does an ARM rate change?

After an ARM’s initial fixed period, its rate is generally determined by adding a lender-set margin to an index. The index can rise or fall over time; the margin is set in the loan terms. Adjustment caps, a floor, and other contract provisions limit or shape how the calculated rate can change. The timing of adjustments and the way the payment is recalculated determine when a rate change affects what you owe each month.

Initial period and adjustment schedule

Some ARM programs keep the initial rate for three or five years and then adjust annually. These are examples of common structures described by the CFPB, not a promise about any specific loan. Read the loan documents to identify the first adjustment date and how often later adjustments may occur. Do not infer the schedule from an advertised rate or a short product label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate the period when the initial rate applies from the recurring schedule after that period ends. For example, a loan with a five-year introductory period and annual adjustments has a different timeline from one whose rate first changes sooner or whose later adjustments occur at a different frequency. Those are contract differences, not details to assume from the word “ARM.” Write down both dates or intervals so you can see when the initial payment could cease to apply and how often the rate may be reviewed thereafter.

Index, margin, caps, and floor

  • Index: The benchmark used in the loan’s rate formula. Check the index named in the documents and how the contract uses it.
  • Margin: The amount added to the index under the loan’s formula. CFPB notes that index and margin terms may differ among lenders, so compare the actual program disclosures and offers.
  • Adjustment caps: Contract limits on how much the rate may change at an adjustment or over the life of the loan. Check both the caps that apply to each change and the lifetime limit, as stated in your documents.
  • Floor: A contract limit below which the rate cannot fall, if the loan has one. A declining index does not necessarily mean your rate will fall by the same amount.

The note and program disclosure determine how these parts work together. A cap is not a promise that the rate will stay low; it limits changes according to the contract. Likewise, the index’s movement alone does not establish the rate you will pay. The margin, floor, adjustment timing, and caps all matter.

Do not compare only the names or headline rates of ARM products. Two offers can differ in their index and margin, how soon the first adjustment can occur, and the limits on subsequent changes. CFPB says index and margin terms may differ among lenders; those differences can affect the path of the rate even when two introductory rates look similar. The documents, rather than a broad description of an ARM, show which rules govern your offer.

Rate changes, payments, and balance

When the rate changes, the payment may be recalculated then or on a different schedule, depending on the loan. This distinction matters: the rate adjustment date and the date a changed payment takes effect are not necessarily the same. Ask the lender to explain the schedule in your specific documents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Some contracts may permit negative amortization: if a payment does not cover all interest due, the unpaid interest can be added to the loan balance. Check whether the loan permits it and whether payment limits or other terms could affect how much you owe. Do not assume a payment limit prevents the balance from increasing.

For that reason, consider three questions separately: when the interest rate may change, when the payment is recalculated, and whether the payment due necessarily covers the interest. A rate cap answers only part of the first question. It does not, by itself, explain the payment schedule or rule out an increase in the balance. Ask the lender to walk through the relationship between these terms using the loan’s program disclosure and note.

How do fixed-rate mortgages and ARMs compare?

What to compare Fixed-rate mortgage Adjustable-rate mortgage
Interest-rate path The rate stays unchanged under the loan contract. The rate may change after an introductory period, following the contract’s formula and schedule.
Principal-and-interest payment More predictable when the rate is fixed; escrowed taxes and insurance can still change. May rise or fall when the rate adjusts. The timing and calculation depend on the contract.
Initial pricing Compare the actual offer; do not assume it costs more than every ARM offer. Many ARMs start below fixed-rate offers, but a lower introductory rate does not guarantee long-term savings.
Terms to examine Rate, points, fees, loan term, and total costs in the Loan Estimate. All the items for a fixed-rate offer, plus the initial rate period, first adjustment date, later adjustment frequency, index, margin, caps, floor, maximum payment, and negative-amortization terms.
Main trade-off Less exposure to future interest-rate increases, though a particular ARM offer may have a lower initial rate. Payment may rise. Decide whether the maximum payment allowed by the contract would be affordable.

There is no universally better loan type in the CFPB’s consumer guidance. The relevant comparison is between the actual offers available to you and the uncertainty you can manage—not between a generic fixed-rate loan and a generic ARM.

For a useful comparison, keep the assumptions as consistent as possible. Look at the same loan amount and term and account for points and fees, rather than treating a lower rate as a complete cost comparison. A fixed-rate offer may have a different rate, points, or fees from an ARM offer; an ARM may have a lower introductory rate but additional risks after that period. The offer documents let you compare those features rather than trying to infer savings from the product label.

There is no matched fixed-versus-ARM rate spread that applies to every borrower or lender. Rates and terms vary by borrower, lender, product, and location, and a headline rate is not a personalized quote. Ask for current Loan Estimates for the offers you are considering and compare the actual terms side by side.

What should I look for in an ARM Loan Estimate?

Start with the Loan Estimate, but do not stop there. The CFPB says the Loan Estimate identifies the loan product and provides adjustable-rate information, including the index and margin where applicable. Federal Regulation Z requires ARM program disclosures explaining how rates and payments are determined and illustrating initial and maximum rates and payments under the program’s assumptions. Read the Loan Estimate, ARM program disclosure, and note together; the note and program terms are essential for understanding the contract you would sign.

Use the Loan Estimate to identify the offer and its listed costs, then use the ARM program disclosure and note to understand how the rate and payment may change. The disclosures are complementary: a listed initial rate does not replace the schedule and formula, while an illustration of a maximum rate or payment is based on the program’s assumptions rather than a prediction of future index movements or a personalized guarantee of what will happen.

Make an offer-comparison checklist

  1. Match the assumptions. Compare offers with the same loan amount and term, and account for points and fees. A headline initial rate cannot tell you which offer has lower overall costs when other terms differ.
  2. Record the ARM schedule. Write down how long the initial rate lasts, when it can first change, and how often it can change afterward.
  3. Record the rate formula. Find the index and margin, along with any floor and the initial, periodic, and lifetime caps. Check the definitions in the actual disclosure and note rather than relying on an informal explanation.
  4. Find the payment limits and balance provisions. Ask whether there is a maximum payment, whether negative amortization is permitted, and whether a prepayment penalty applies. If there is a payment limit, ask how it interacts with interest due and the loan balance.
  5. Ask for payment scenarios. Have the lender explain the initial payment and the maximum rate and payment shown under the program’s assumptions. Ask what conditions and contract limits those figures reflect.
  6. Compare the complete cost and risk. Review the Loan Estimates’ rates, points, fees, terms, and total costs alongside the ARM’s adjustment mechanics. Do not treat the initial rate as a forecast of the rate you will pay later.

Keep copies of the Loan Estimate, ARM program disclosure, and note and make sure you understand any apparent difference between a summary and the contract terms. If an item is unclear—such as the index, how a cap applies, or when a payment changes—ask the lender to explain the relevant provision. Do not fill in missing information by assuming all ARMs follow one standard schedule.

How high can an ARM rate or payment go?

The maximum depends on the loan’s specific contract, not on a general ARM rule. Its adjustment schedule, index, margin, caps, floor, and payment recalculation terms determine the path. Use the ARM program disclosure and note to find the maximum rate and payment applicable to that program, and ask the lender to explain the assumptions behind the illustrated figures. CFPB’s Regulation Z disclosures require illustrations of initial and maximum rates and payments under the program’s assumptions; those illustrations are not a live quote for every borrower or a prediction of future index movements.

Rate and payment ceilings are different questions. A rate cap limits the rate change as described in the contract; payment terms govern how the amount due is calculated and when it changes. If a payment does not cover interest, a loan that permits negative amortization may add unpaid interest to the balance. Review both the rate limits and payment/balance provisions rather than treating one as a substitute for the other.

Use the maximum-payment illustration as an affordability check, not as a reason to assume the payment will reach that level—or to assume it cannot. The contract determines the applicable ceiling and adjustment rules; the index can move over time, and the program’s illustrations are not a forecast. If the illustrated maximum or other contractually allowed payment would strain your budget, the lower introductory payment does not remove that risk.

Can an ARM payment go up?

Yes. When an ARM rate adjusts upward, its principal-and-interest payment can increase under the loan’s recalculation rules. The amount and timing depend on the contract. A falling index may contribute to a lower rate, but a floor, caps, and other provisions can affect the result. Before accepting an ARM, assess affordability at the maximum payment allowed by its terms, not only at the introductory payment.

When might each type fit a borrower?

A fixed-rate mortgage may fit a priority for payment stability

A borrower who values a rate that will not change may prefer the predictability of a fixed-rate loan’s principal-and-interest payment. The choice still requires comparing actual offers: fixed-rate pricing is not automatically higher than the ARM offer available to a particular borrower. Taxes and insurance held in escrow can change even when the mortgage rate does not.

An ARM may be worth considering only after testing its terms

An ARM may appeal when its actual initial offer is attractive and the borrower can manage the contract’s possible payment changes. The key is not to assume the introductory rate will last for the entire time you have the loan or that the rate will necessarily fall. Evaluate the maximum contractual payment and the possibility that your plans may change.

Do not make an ARM affordable only by assuming you will sell the home or refinance before the first adjustment. The CFPB specifically cautions borrowers not to assume either will be possible. A future sale or refinance is uncertain, and it should not be the condition that makes the loan’s maximum payment manageable.

Time horizon can be part of the comparison, but it is not a guarantee. Even if you expect to move or refinance before an adjustment, circumstances can change, and the transaction may not be possible on your preferred schedule. Consider whether the ARM remains manageable if you keep the loan through a rate adjustment. If the answer depends on leaving before the payment can change, you are relying on an uncertain future event rather than the loan terms you can assess today.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the ARM offers conversion to a fixed rate?

Some ARM contracts offer a conversion feature, but it is not automatically a cheaper or guaranteed escape route. Check the conversion formula and rate, when you are eligible to use it, and whether a fee applies. Compare those terms with the fixed-rate offer available to you; do not treat the feature as a substitute for assessing the ARM’s adjustment risk.

A practical decision test

After comparing matched Loan Estimates and reading the ARM disclosures and note, make the decision using your own time horizon and ability to absorb a payment change. Consider what happens if you keep the loan through an adjustment, if the payment reaches the contractual maximum, and if a planned sale or refinance is unavailable. If the maximum payment is not affordable, a lower introductory payment does not resolve that problem. If both loan types are affordable, weigh the ARM’s actual initial pricing against the value you place on a rate that stays unchanged.

For further official explanations, the CFPB publishes its Consumer Handbook on Adjustable-Rate Mortgages (CHARM), an ARM fine-print FAQ last reviewed February 2, 2024, and consumer guidance on comparing fixed-rate and adjustable-rate mortgages. The applicable disclosure requirements are in Regulation Z, including 12 CFR § 1026.19 and § 1026.37. Loan terms and offers vary by lender and borrower; use your current lender documents to assess an actual offer.

Frequently Asked Questions

What is the difference between a fixed-rate and adjustable-rate mortgage?

A fixed-rate mortgage keeps its note rate unchanged under the loan contract. An ARM may change after an introductory period according to its rate formula and adjustment schedule. That can make the ARM’s principal-and-interest payment rise or fall.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can an ARM payment go up?

Yes. If the rate adjusts upward, the principal-and-interest payment can increase under the contract’s recalculation rules. Check when adjustments occur, how payments are recalculated, and whether the maximum contractual payment would be affordable.

What should I look for in an ARM Loan Estimate?

Check the product and listed costs, then review the ARM program disclosure and note for the initial rate period, first adjustment date, later adjustment frequency, index, margin, caps, floor, maximum payment, and any negative-amortization or prepayment-penalty terms. Ask the lender to explain anything unclear.

How high can my ARM rate or payment go?

The contract sets the applicable limits. Review the ARM program disclosure and note for the maximum rate and payment illustrated under the program’s assumptions, and ask how the rate caps and payment rules work together. The figures are not a prediction of future rates or payments.

Is an ARM always cheaper than a fixed-rate mortgage?

No. Many ARMs have lower introductory rates than fixed-rate offers, but that is not guaranteed for every offer, and a lower starting rate does not guarantee long-term savings. Compare actual Loan Estimates, including points, fees, loan term, and ARM adjustment terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I choose an ARM if I plan to sell or refinance before the rate adjusts?

Do not rely on a future sale or refinance as the condition that makes the loan affordable. The CFPB cautions borrowers not to assume either will be possible. Consider whether you could manage the contractual payment if your plans change and you keep the loan through an adjustment.

The Bottom Line

Fixed-rate mortgages offer a rate that stays unchanged under the contract; ARMs may offer a lower initial rate but can change later. Compare actual Loan Estimates and ARM disclosures, understand the adjustment and payment rules, and choose only after checking that the maximum contractual payment is manageable without depending on a sale or refinance.
