How a Social Security Benefit Change Could Affect Spousal and Survivor Benefits

A Social Security payment change affects spouse and survivor benefits differently. Learn how the 2026 COLA, WEP/GPO repeal, claiming age, and earnings rules apply.

A Social Security change can affect a spouse’s or survivor’s payment, but the result depends on what changed and which benefit the person receives. A 2026 cost-of-living adjustment raises benefit calculations; repeal of the Windfall Elimination Provision and Government Pension Offset can remove certain reductions; and claiming age or work earnings can still affect payments. A living spouse’s benefit and a survivor benefit follow different rules, so first identify the benefit and whose work record it is based on.

Start by identifying the benefit and the change

“My Social Security benefit changed” can mean several different things: an annual cost-of-living adjustment (COLA), a correction after the Social Security Fairness Act, a change caused by claiming age, or a temporary reduction related to work earnings. Those changes do not flow through to a spouse or survivor in the same way.

A spouse benefit is based on a living worker’s record. A survivor benefit is based on the record of a deceased worker. The two can have different starting ages, maximum amounts, and rules for coordinating with a person’s own retirement benefit. Before estimating the effect, determine whether the person is receiving their own retirement benefit, a spouse benefit, a survivor benefit, or a combination in which Social Security pays one amount and adds a partial supplement from another record.

  • If the change is a COLA: it generally updates the benefit calculation for eligible beneficiaries, including applicable spouse and survivor benefits.
  • If it is a Fairness Act adjustment: it may remove a WEP reduction from a person’s own retirement benefit or a GPO reduction from a spouse or survivor benefit, for applicable months.
  • If it follows a new claim or work: claiming-age reductions and the retirement earnings test may affect the amount paid, even after a COLA or Fairness Act adjustment.

These effects can overlap. For example, a survivor who previously had a GPO reduction may also receive an annual COLA, while a separate early-claim reduction or earnings-test withholding can continue to affect the payment.

What the 2026 COLA does to spouse and survivor benefits

The Social Security Administration (SSA) set the 2026 COLA at 2.8%. It based the adjustment on the increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) from the third quarter of 2024 to the third quarter of 2025. The increase applies to benefits payable in January 2026. See the SSA’s 2026 COLA fact sheet.

A COLA can raise a spouse’s or survivor’s payment because it updates the underlying benefit calculation. It does not mean every recipient’s final check will rise by exactly 2.8%. SSA applies the COLA to the primary insurance amount (PIA) and then calculates the payable benefit using the applicable factors, such as an early-claim reduction, delayed retirement credits where relevant, and offsets or rounding. SSA explains this process in Application of COLA to a Retirement Benefit.

For a living spouse, the worker’s PIA is central to the spouse-benefit ceiling. If that PIA rises with a COLA, the spouse’s maximum calculation can rise too, but the spouse’s actual amount still depends on their own claiming age and benefit coordination. A worker’s delayed retirement credits do not raise the maximum spouse benefit above the applicable 50% of the worker’s PIA.

For a survivor, the deceased worker’s benefit and the survivor’s age and circumstances are central. A COLA can update the benefit amount on which a survivor payment is based, while an age-related reduction may continue to determine how much the survivor receives. The SSA’s current survivor overview describes common survivor benefit amounts as 71.5% to 100% of the deceased worker’s benefit, depending on the case and when the survivor claims; it does not promise a particular amount for an individual.

SSA estimated that the average monthly benefit for aged widow(er)s living alone would be $1,919 after the 2026 COLA, compared with $1,867 before it. Those are population estimates reported in the 2026 COLA fact sheet, not a forecast or guaranteed increase for any particular household.

What the Social Security Fairness Act changed

The Social Security Fairness Act repealed the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) for benefits payable beginning January 2024. SSA says it began adjusting affected monthly payments on February 25, 2025. People whose payments change or who receive a past-due payment should receive a notice by mail. The agency’s Social Security Fairness Act update explains the repeal and implementation.

These provisions had affected some people with pensions from work not covered by Social Security. WEP could reduce certain retirement or disability benefits on a person’s own record. GPO could reduce certain spouse or survivor benefits. For a person whose spouse or survivor benefit was reduced by GPO, the repeal may mean a larger payable benefit for applicable months. A person may also have been eligible for a past-due adjustment, subject to their record and the rules governing their claim.

The repeal does not remove other Social Security rules. SSA says early-claim reductions and the retirement earnings test still apply. So a surviving spouse whose payment increases after removal of GPO may still receive less than the maximum survivor amount because they claimed before survivor full retirement age. Likewise, a person below full retirement age who works may have some benefits withheld under the earnings test.

The law’s effective period and the date SSA started adjusting payments are distinct. The repeal applies to benefits payable from January 2024, while SSA began making affected monthly payment adjustments in February 2025. A payment change or past-due amount depends on the person’s eligibility and record; do not assume that every pension recipient qualifies or that every past application receives the same retroactive treatment. SSA also notes that the Act did not change the Social Security Act’s rules governing the retroactivity of benefit applications.

Living spouse benefit versus survivor benefit

These benefits are not interchangeable. A spouse benefit is payable while the worker is living and is generally capped at half the worker’s PIA when the spouse claims at their full retirement age. A survivor benefit may be based on a larger share of the deceased worker’s benefit, but the survivor’s age at claiming and other facts matter.

Rule Spouse benefit while worker is living Survivor benefit after worker dies
Typical starting age Generally 62; some people caring for the worker’s qualifying child under 16 or with a disability may qualify at any age. Generally 60, or 50 if disabled; some child-in-care cases may qualify at any age.
Maximum basis Up to 50% of the worker’s PIA when the spouse claims at spouse full retirement age. The worker’s delayed retirement credits do not increase this ceiling. Commonly 71.5% to 100% of the deceased worker’s benefit, depending on claim age and case facts.
Coordination with own retirement benefit Deemed filing can apply when eligible for both retirement and spouse benefits. SSA pays the person’s own retirement benefit first and adds a spouse amount only if needed to reach the applicable higher spouse amount. Deemed filing does not apply. The survivor benefit can be claimed separately from the person’s own retirement benefit.
Can both full amounts be added? No. The spouse amount is a supplement when needed to reach the applicable spouse benefit, not a second full check. No. SSA generally pays the higher applicable benefit rather than adding the full retirement and survivor amounts together; switching later may be possible.

SSA’s spouse benefit guidance explains the 50% ceiling and delayed-retirement-credit distinction. Its filing rules for retirement and spouse benefits explain deemed filing and its survivor-benefit exception. See the agency’s spouse calculation information for the calculation framework.

How age and work can still change the amount

Claiming a spouse benefit early

A spouse benefit can be permanently reduced if claimed before the spouse reaches full retirement age. The maximum spouse benefit at that age is generally 50% of the worker’s PIA, not half of a larger worker benefit that includes delayed retirement credits. A COLA may raise the underlying calculation, but it does not erase an early-claim reduction. SSA’s spouse benefit explanation sets out this distinction.

Claiming a survivor benefit early

Survivor full retirement age is separate from retirement full retirement age and falls between 66 and 67 under SSA guidance. A surviving spouse may generally start a survivor benefit at 60, or at 50 if disabled, with a reduced amount that can rise with later claiming up to survivor full retirement age. Commonly stated survivor amounts range from 71.5% to 100% of the deceased worker’s benefit, but the amount for a specific person depends on the record and circumstances. SSA’s pages on what a survivor could get and who can get survivor benefits provide the agency’s rules.

Working before full retirement age

The retirement earnings test can affect payments for beneficiaries who work before full retirement age. For 2026, SSA lists an annual earnings limit of $24,480 for people below full retirement age all year, and $65,160 for people reaching full retirement age in 2026. The withholding rate differs between those groups. Starting with the month a beneficiary reaches full retirement age, there is no earnings limit. These 2026 figures are from SSA’s COLA fact sheet; they are annual thresholds, not a statement of how much any individual will have withheld.

Where a spouse or survivor benefit is involved, check whose earnings and benefit record SSA is assessing and whether the person is below full retirement age. The fact that a benefit increased through a COLA or Fairness Act adjustment does not itself suspend the earnings test.

Eligibility facts that can change the answer

A person may qualify for a spouse benefit based on age or caring for the worker’s qualifying child. A divorced spouse may also qualify on a former spouse’s record in some circumstances. Eligibility is not established merely by being or having been married; age, care responsibilities, marriage history, and other Social Security conditions matter. SSA’s spouse benefit information is a starting point for the living-worker rules.

For survivor benefits, SSA’s general guidance says a surviving spouse usually must be at least 60, or 50–59 with a disability, have been married to the deceased for at least nine months, and meet remarriage rules. A surviving divorced spouse may qualify under a 10-year marriage rule. Exceptions and additional conditions can apply, so these are screening rules rather than a case-specific eligibility decision. Consult SSA’s survivor eligibility guidance for the relevant circumstances.

A personal estimate depends on details including birth dates, both earnings records and claiming histories, marriage and remarriage history, pension history, and current earnings. A change in one person’s check does not by itself establish that another household member’s payment will change by the same percentage or amount.

How to check what changed and what to do next

  1. Identify the payment type. Check the benefit notice or account to determine whether the payment is based on the recipient’s own retirement record, a living spouse’s record, or a deceased worker’s record. If Social Security pays an own-record benefit plus a spouse supplement, note that distinction.
  2. Find the cause and effective period. For a COLA, compare the payment before and after the January 2026 adjustment. For a Fairness Act change, review any SSA notice and identify the months involved, especially if the person had a pension from work not covered by Social Security. For a claim or earnings change, note the date the claim began, the beneficiary’s age, and current work earnings.
  3. Compare the amount with the correct rule. A spouse benefit uses the worker’s PIA and the spouse’s claiming age; it is not calculated as half of the worker’s delayed-credit amount. A survivor benefit uses survivor rules and a separate survivor full retirement age. Do not use the spouse-benefit ceiling to estimate a survivor amount.
  4. Review coordination and work. If the person qualifies for their own retirement benefit and a spouse benefit, deemed filing may apply. It does not apply to survivor benefits. Check whether the recipient works and is below full retirement age, because the earnings test may affect current payments.
  5. Get an individual determination. Review the person’s my Social Security account for available benefit information and contact SSA for a record-specific estimate or correction. Survivor benefits cannot be applied for online; SSA instructs prospective applicants to call for an appointment. Use SSA’s survivor amount information and eligibility page to prepare, but rely on SSA for the claim decision.

When asking SSA about a payment change, have the award or adjustment notice, dates of birth, marriage or divorce details, pension information, and recent earnings figures available as relevant. Ask the agency to explain which benefit record was used, which months the adjustment covers, whether the change is ongoing or limited to a past period, and whether an application or additional evidence is needed. This helps separate a recalculated benefit from a temporary withholding or a different benefit category.

Common mistakes to avoid

  • Assuming a 2.8% COLA means exactly 2.8% more in the final check. SSA applies the adjustment to the PIA and then calculates the payable amount using applicable factors, offsets, and rounding.
  • Using the worker’s delayed-credit amount to estimate a spouse benefit. The spouse maximum at spouse full retirement age is based on up to 50% of the worker’s PIA.
  • Assuming the Fairness Act removed every reduction. It repealed WEP and GPO; it did not remove early-claim reductions or the retirement earnings test.
  • Adding a full retirement payment to a full survivor payment. SSA generally pays the higher applicable benefit, and switching between benefit types may be possible, but the full amounts are not stacked.
  • Applying spouse rules to survivors—or the reverse. Their ages, calculations, and deemed-filing treatment differ, so use the relevant SSA rules for the benefit actually at issue.
