Hong Kong IPO FAQs: How to Apply, Understand Pricing, Check Allocation and Trade

A practical HKEX-based guide to Hong Kong IPO applications: routes, documents, fees, pricing, allocation mechanisms, refunds, allotment results and first trading day.

To apply for a Hong Kong IPO, use the electronic route named in that IPO’s final prospectus: either the issuer-appointed White Form eIPO website or a broker or custodian submitting through HKSCC’s EIPO Channel via FINI. The prospectus controls the price or price range, application deadline, permitted lot sizes, allocation mechanism, refunds and first trading day. Prepare the application money plus the stated transaction charges, submit only one complete application, and use the announced timetable to check allotment and trading.

Hong Kong Exchanges and Clearing Limited (HKEX) provides the general framework, but an individual offer’s final listing document and announcements are decisive. Rules, fee rates and available channels can change, so verify them immediately before applying.

What a Hong Kong IPO applicant needs to know first

A Hong Kong IPO normally has a public-offer tranche for eligible investors and a placing tranche arranged through bookbuilding. Your practical decisions are governed by the offer documents, not by a general rule of thumb:

  • Read the final listing document and offer announcements for the offer price or price range, application deadline, share quantities, eligibility, payment instructions, allocation basis, refund arrangements and listing date.
  • Apply through the designated White Form eIPO provider or ask a broker or custodian to submit an EIPO application through HKSCC’s EIPO Channel via FINI, if that route is available to you for the offer.
  • Submit one accurate application only. Multiple, joint-name or defective applications can be rejected before allotment.
  • Budget for application money and the transaction charges specified by HKEX and your intermediary.
  • Check allotment through the channels named in the prospectus and do not assume the first-day price will be above the offer price.

HKEX’s investor FAQ explains the general process and the questions applicants most often ask: how to apply electronically, what counts as a multiple application, how to find allotment results and how an allotment basis is set.

Use the final prospectus, not preliminary listing documents

An Application Proof is a draft listing document. A Post Hearing Information Pack (PHIP) is a near-final document, but it is still not the final listing document. HKEX says investors should not make an investment decision solely from either preliminary document. Wait for and read the final listing document, the formal offer announcement and any subsequent announcements that amend the timetable or terms.

The final documents should answer the questions that determine whether you can apply and how much cash you need:

  • Is the offer open to your residency, investor category and account type?
  • What is the public-offer price, price range, minimum lot and maximum permitted application?
  • When does the application open and close, including the precise time and Hong Kong time zone?
  • Which payment method and electronic channel are accepted?
  • How will the final price be fixed if a price range is published?
  • Which public-subscription allocation mechanism applies, and what demand bands or clawback rules are used?
  • When will refunds, share delivery, allotment results and first trading occur?

HKEX’s explanation of the document distinction is available in its Securities investor FAQs.

Two common electronic application routes

HKEX identifies two broad ways to submit a public-offer application. The IPO prospectus may offer one or both, and an intermediary can impose operational cut-offs earlier than the exchange deadline.

Route How it works Funds and refunds What to verify
White Form eIPO Apply on the designated website of the White Form eIPO provider appointed by the issuer. The provider may return excess application money by bank transfer or cheque, according to its instructions. Provider eligibility, accepted bank details, payment method, service charges, cut-off time and how allotment and share-delivery information will be supplied.
Broker or custodian EIPO through FINI Instruct a broker or custodian to submit the application through HKSCC’s EIPO Channel via FINI. The broker or custodian arranges any refund to your designated bank account under its own arrangements. Whether your account and location are eligible, the intermediary’s internal deadline, commission or service fees, required cash or credit, and how shares will appear in your account.

HKEX does not endorse a particular provider. Availability, support and charges are offer- and intermediary-specific. Some intermediaries may also pass through CCASS service fees; HKEX notes that doing so is at the intermediary’s discretion. Check the prospectus and your provider’s current schedule before sending money.

How to apply through White Form eIPO

  1. Locate the official application link. Use the designated White Form eIPO website identified in the IPO’s final prospectus or offer announcement. Avoid links copied from unofficial messages.
  2. Confirm eligibility and read the terms. Check residency, investor status, permitted application lots, identity requirements and the exact closing time.
  3. Enter one applicant’s details exactly. Use the legal name, identification information, address, contact details and bank information requested by the form. A mismatch or missing field can cause rejection.
  4. Select a permitted number of shares. Choose only a lot size and quantity listed in the prospectus. Do not alter the form to request an unlisted quantity.
  5. Calculate and pay the full application amount. Include the application money and the stated brokerage and levies. Keep the payment confirmation and reference number.
  6. Save the submission record. Retain the electronic receipt, payment evidence and the provider’s instructions for results and refunds.
  7. Monitor the announced dates. If the final price is below an indicated maximum, or if fewer shares are allotted, the provider handles the excess-money refund under its stated method.

A White Form submission is not a guarantee of an allotment. It is an application for shares subject to the offer’s allocation basis.

How to apply through a broker or custodian

  1. Ask whether the account supports this IPO. The broker or custodian must support the relevant EIPO Channel process, and its geographic, account and client-eligibility rules may be narrower than the prospectus.
  2. Request the intermediary’s internal deadline. A broker may need instructions and cleared funds before the public-offer closing time to complete checks and submit through FINI.
  3. Provide the requested mandate and cash. Follow the intermediary’s form, identity and settlement instructions. Ask whether the application uses cash, a blocked balance or approved financing.
  4. Confirm charges. Separate broker service charges, financing interest or administrative fees may apply in addition to the HKEX transaction components.
  5. Obtain the application reference. Keep the broker’s confirmation and ask how it will communicate the final price, allotment, refund and share credit.
  6. Check the securities account after settlement. Allotted shares are credited according to the intermediary’s and clearing system’s arrangements; an unallocated or partially allocated application produces a corresponding refund.

If the broker cannot support the offer, do not submit a second application through another route unless you have first cancelled or otherwise resolved the original instruction under the prospectus rules. A second submission can be treated as a multiple application.

Multiple, joint-name and incomplete applications

HKEX says an investor is liable to rejection for making more than one application, including where one application is in joint names. Registrars normally screen out multiple, incomplete or incorrectly completed applications before allotment. The screening can occur before any shares are assigned, so a large order does not compensate for a data or process error.

  • Do not apply once through White Form and again through a broker for the same offer.
  • Do not submit two applications because the first payment appears delayed; contact the provider and retain the first reference instead.
  • Use the exact applicant name and identification details required by the form.
  • Check that payment, bank details and contact information are complete before the deadline.
  • Follow the prospectus for permitted joint applications and beneficial-owner declarations; do not assume a family member’s account is a separate application.

The specific prospectus can impose additional rejection rules. Read its declarations and warnings in full.

How the IPO price is determined

The offer price is specific to each IPO. A prospectus may publish a fixed price or a price range and explain how the final price will be determined through the public-offer and placing process. The final listing document and pricing announcement, rather than a general HKEX guide, establish the amount payable.

Do not infer the likely first-day price from the offer price, an oversubscription headline or the size of the public tranche. HKEX’s general material does not predict whether shares will trade above or below the offer price, and the allotment process does not create a guaranteed return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the offer you are considering, identify these items in the final documents:

  • the stated offer price or the upper and lower limits of the range;
  • the method and date for fixing the final price;
  • the relationship between the public-offer and placing tranches;
  • any clawback, reallocation or adjustment triggered by public demand; and
  • the deadline by which an application can be withdrawn or amended, if permitted.

How much cash to prepare: HKEX transaction components

HKEX’s current transaction-cost guidance describes an IPO application payment as the application money plus four stated components. The rates below are the figures shown in HKEX guidance accessed in 2026; recheck the page and the individual prospectus because rates and intermediary charges can change.

Component Rate in HKEX guidance Qualification
Brokerage 1% Applied as stated in the offer and calculated separately from the other components.
SFC Transaction Levy 0.0027% HKEX guidance rate; calculation and rounding follow the applicable rules.
AFRC Transaction Levy 0.00015% Applies to IPOs when the allotment-results announcement date is on or after 1 January 2022.
Exchange Trading Fee 0.00565% HKEX guidance rate; calculated separately and rounded as applicable.

HKEX says each component is calculated separately and rounded as applicable before the subtotals are added. As a purely arithmetic illustration, on HK$10,000 of application money, the unrounded percentages would produce HK$100 brokerage, HK$0.27 SFC levy, HK$0.015 AFRC levy and HK$0.565 Exchange Trading Fee; the actual amount can differ after required rounding and any provider or broker charge. A provider may also charge administration, custody, financing or other service fees.

Use the IPO’s own payment table rather than relying on this illustration. Keep enough cleared funds for the maximum amount that the application form requires, including the stated charges.

Allocation mechanisms after the 2025 rule change

HKEX announced on 1 August 2025 that reforms took effect on 4 August 2025 for issuers and new applicants whose listing documents were published on or after that date. The reform requires at least 40% of the shares initially offered to be allocated to the bookbuilding placing tranche, excluding cornerstone investors as described in the announcement.

For in-scope new applicants, the rules allow two public-subscription mechanisms. The applicable prospectus and allotment-results announcement determine which one is used.

Mechanism A: prescribed increases with public demand

The initial public-subscription allocation is increased according to specified demand bands. HKEX’s announcement sets the allocation levels at 5%, 15%, 25% and 35% against the stated bands of public demand. The maximum clawback allocation is 35%, meaning shares can be moved from the placing tranche to the public subscription when the relevant oversubscription thresholds are reached, subject to the rules.

Mechanism B: larger public tranche without clawback

The initial public-subscription allocation is at least 10%, can be increased to as much as 60%, and has no clawback mechanism. The offer documents state the exact percentage and basis used for that IPO.

These mechanisms describe the pool available to the public, not the number of shares an individual applicant will receive. Valid applications are assessed after multiple and defective applications are removed. The issuer and sponsor determine the allotment basis under the applicable rules, and the results announcement identifies the demand, mechanism and final basis. Do not use oversubscription alone as a measure of investment quality or a forecast of post-listing performance. HKEX’s reform announcement is available at HKEX Concludes Consultation on IPO Price Discovery and Open Market Requirements.

How to check allotment results and refunds

The prospectus states the official arrangements. HKEX says results may be available through:

  • Listed Company Information on HKEXnews;
  • the appointed share registrar; and
  • sometimes the issuer’s own website.

Use the offer’s announcement to confirm the publication time and the correct company identifier. A result may show a full allotment, a partial allotment or no allotment. The result does not change the price paid for shares actually allotted; excess application money is returned under the White Form provider’s or broker’s stated arrangement.

White Form providers may refund by bank transfer or cheque. A broker or custodian arranges the refund to your designated bank account under its own procedures. Confirm your bank details before the deadline and allow for the provider’s processing time rather than treating a delayed refund as evidence that the application failed.

When Hong Kong IPO trading begins

After Listing Committee approval, HKEX describes an ordinary process in which marketing, the roadshow, public offering and pricing occur approximately one month before listing and trading. That is a general indication, not a guaranteed duration.

The individual timetable controls every operational date:

  1. publication of the final offer documents and opening of the offer;
  2. application close and payment cut-off;
  3. pricing and any price-adjustment announcement;
  4. allotment-results publication;
  5. refund processing and share delivery or account credit; and
  6. the first day on which the stock can trade.

Do not place a sell order before the announced listing date, and check your broker’s trading and settlement instructions for the newly listed security. The first traded price can be above, equal to or below the offer price; neither an allotment nor a popular subscription guarantees a gain.

HKEX’s overview of the general sequence is in Top Questions: Listing and IPO process.

A practical pre-submission checklist

  • Read the final listing document, not only an Application Proof or PHIP.
  • Confirm you are eligible through the selected route and that your account can receive the shares.
  • Record the exact Hong Kong deadline and your provider’s earlier internal cut-off.
  • Check the offer price or range, lot size, maximum application and public-allocation mechanism.
  • Calculate application money, HKEX transaction components and intermediary charges.
  • Submit one complete application and save its reference and payment proof.
  • Know where results will be published and how refunds will be paid.
  • Record the announced first trading day and do not assume a profitable opening.

Questions that cannot be answered from a general HKEX guide

A general guide cannot tell you the price, your personal probability of allotment, whether a particular broker accepts your application, or the likely first-day return. Those answers depend on the specific issuer, offer documents, demand, your eligibility and the final timetable. For each IPO, rely on the final prospectus, formal announcements, the registrar and your intermediary’s current instructions. Recheck HKEX’s fee and investor pages because rules, rates and electronic channels may be revised.
