Home Equity Financing Alternatives: Cash-Out Refinance, Personal Loan, or HELOC?

There is no universally cheapest or best option. A cash-out refinance replaces your existing mortgage with a larger one and gives you the difference in cash. A HELOC is a revolving, usually variable-rate credit line secured by your home. A personal installment loan provides a lump sum that you repay in scheduled installments, generally without pledging the home. Choose by comparing the total cost over the time you expect to keep the debt, the payment path, upfront fees, rate risk, flexibility and what happens if you cannot pay.

At a glance: the three choices

The right structure depends first on how much you need and when you will need it. Replacing a mortgage, opening a credit line and taking an unsecured installment loan create very different payment and risk profiles.

Option How money arrives Typical structure Most important comparison Main risk
Cash-out refinance Your current mortgage is replaced by a larger mortgage; you receive the difference in cash at closing. One new mortgage with closing costs. The new rate and term apply to the entire new balance, including the amount that pays off your old mortgage. Whether repricing the existing mortgage and extending repayment costs less than keeping it and adding a second loan. The home secures the mortgage. A higher rate or longer payoff period can make the overall borrowing expensive.
HELOC You draw money from an approved credit line, often in stages during a draw period. Open-end credit, commonly with a variable rate. After the draw period, the account enters repayment. Value of staged access and flexibility versus variable-rate exposure, fees and the payment change when repayment begins. The home secures the line. The lender may freeze additional draws, and payments can rise sharply after the draw period.
Personal installment loan You receive one lump sum. Closed-end loan repaid in periodic installments. Rate may be fixed or adjustable; amount, term and fees depend on the lender and your profile. All-in rate and fees for the exact amount and term, without changing your mortgage or pledging your home. Default can lead to collections and credit damage. “Unsecured” does not mean inexpensive.

A home equity loan is a fourth, related option. It normally provides a lump sum secured by home equity and usually carries a fixed rate. If you already have a first mortgage, it is generally a second mortgage with a second payment. The house remains at risk if you do not repay.

How much equity is actually available?

Equity is the portion of your home’s value that is not covered by mortgage debt. Your available borrowing is not automatically equal to that equity: a lender sets its own underwriting limits, valuation method, income requirements and credit standards. The Consumer Financial Protection Bureau’s Office of Research reported that two-thirds of U.S. households owned a home in 2022 and that median home equity was above $200,000. That national statistic is background context, not a promise that any particular homeowner can borrow that amount.

Before requesting offers, write down your current mortgage balance, interest rate, remaining term, estimated home value and the exact cash amount you need. A lender’s appraisal or other valuation can differ from your estimate, changing the amount available and the terms.

How a cash-out refinance works

You replace the first mortgage

With a cash-out refinance, the new mortgage is large enough to pay off the existing mortgage and provide additional proceeds. You then have one mortgage payment, but every dollar of the old balance is now governed by the new loan’s rate, term and fees. This is the crucial difference from adding a HELOC or personal loan: you are not isolating the new borrowing; you are repricing the entire mortgage.

When it can fit

  • You need a substantial, known lump sum and expect to keep the new mortgage long enough to justify its closing costs.
  • The written refinance offer has a total cost that works better than preserving the existing mortgage and using a second product.
  • You can afford the new payment for the full proposed term, not merely the first year’s payment.

Costs and trade-offs to model

Cash-out refinancing commonly involves closing costs. A lower monthly payment is not proof of savings: a new term can stretch repayment and allow interest to accrue for many more years. Compare the balance, interest and fees you would pay over the period you expect to keep the loan, rather than comparing only the quoted payment or initial rate.

A “no closing cost” offer is not necessarily free. The Consumer Financial Protection Bureau explains that the costs may be offset by a higher interest rate or added to the loan balance. Ask the lender to show exactly where the costs appear and what the balance and payment would be with and without them.

How a HELOC works

Draw period and repayment period

A HELOC lets you borrow, repay and potentially borrow again up to a credit limit during the draw period, subject to the plan’s rules. When the draw period ends, the account enters repayment. The payment can rise because you can no longer replenish the balance and because the repayment calculation may be different. In some plans, repayment of the balance can become due over a relatively short period.

The CFPB’s consumer guidance states: “Only consider a HELOC if you’re confident you can keep up with the loan payments.” That warning matters even when the initial payment looks manageable.

Variable-rate exposure

HELOC rates are commonly variable. Your payment can therefore change as the underlying rate changes, and the rate used during repayment may not match the rate at the time of your first draw. Obtain the margin, index, adjustment frequency, caps and floor from the written plan documents; do not treat an introductory or current rate as a guaranteed long-term cost.

Fees and lender controls

Depending on the plan, fees can include application, origination, appraisal, title, annual, inactivity, cancellation or conversion charges. Request a complete fee schedule and ask which fees apply if you never draw the full line. A lender may freeze or reduce further draws in some circumstances, so do not assume an unused portion is permanently available.

When a HELOC can fit

  • Your expenses will arrive in stages or the final amount is uncertain.
  • You can withstand payment increases and have a plan for the repayment period.
  • You value paying interest only on amounts actually drawn, while accepting the home’s collateral risk and variable-rate uncertainty.

How a personal installment loan works

Lump sum, scheduled installments

A personal installment loan is a closed-end loan: you receive a specified amount and repay it in periodic installments. The rate can be fixed or adjustable, and the lender determines the amount, term and qualification criteria. Because the loan is not secured by your home, it does not directly add a lien against the house.

Fees can change the real price

The CFPB lists possible personal-loan charges such as origination, documentation, optional insurance and late fees. Compare the amount deposited to your account with the total of all scheduled payments and fees. An unsecured loan can still be costly, particularly when a longer term lowers the payment but increases the time interest accrues.

Default is still serious

“Unsecured” means the home is not pledged as collateral; it does not eliminate consequences. Missed payments can be reported to credit bureaus, sent to collections and potentially pursued through other lawful collection processes. Compare those consequences with the foreclosure risk attached to a HELOC, home equity loan or mortgage.

Match the product to the need

One known, one-time expense

For a defined project or bill, compare a cash-out refinance, a fixed-rate home equity loan and a personal installment loan on the same amount and payoff horizon. A refinance must overcome the cost of repricing your existing mortgage and paying closing costs. A home equity loan leaves the first mortgage in place but adds a second payment. A personal loan avoids a home lien but may have a higher rate or shorter term.

Expenses that arrive over time

A HELOC’s draw feature can avoid borrowing the full amount on day one. That flexibility has a price: the rate is usually variable, fees may apply even when little is drawn and the payment design changes at the end of the draw period. If you can estimate the total and timing accurately, price a lump-sum loan as well.

Protecting an existing low mortgage rate

If your current first-mortgage rate is favorable, replacing it means giving up that rate on the entire balance. Compare the refinance’s all-in cost with keeping the first mortgage and adding a HELOC, home equity loan or personal loan. The second-loan option may have a higher rate on the new money but still cost less overall if it preserves a much lower rate on the existing balance.

When the home should not be collateral

An unsecured personal loan removes the direct foreclosure exposure created by a home-secured product. It does not make borrowing safe or cheap, and payment problems can still damage your credit and finances. Use the distinction to make a deliberate risk decision, not as a substitute for comparing total cost.

Compare offers by total cost, not a headline rate

Use the same borrowing amount and the same expected holding period for every offer. CFPB guidance on comparing mortgage offers emphasizes evaluating costs over a relevant time horizon. Apply that principle to all three products.

  1. Define the cash need. Record the amount you need net of fees and when each dollar is required. For a HELOC, estimate both the maximum line and the amount you expect to draw.
  2. Set the comparison horizon. Choose the date you realistically expect to repay or replace the debt. If you may move or refinance sooner, calculate that shorter case as well as a longer case.
  3. List every cash cost. Include refinance closing costs; HELOC application, appraisal, title, annual, inactivity, cancellation and conversion fees where applicable; and personal-loan origination, documentation, optional-insurance and late fees.
  4. Map every payment phase. Show the payment now, after any rate adjustment, and after a HELOC’s draw period. Note whether the payment includes principal, interest or both, and when the balance must be fully repaid.
  5. Calculate the remaining balance at your horizon. A loan with a lower payment may leave a larger balance. Include that balance when comparing the economic cost of selling, refinancing or paying off.
  6. Stress-test the plan. For a variable-rate HELOC or adjustable personal loan, calculate a higher-rate case. For a refinance, test whether you could still pay if income fell or another major expense occurred.
  7. Request written terms. Do not rely on a verbal quote or a teaser rate. Ask each lender for the rate, index or adjustment rules, term, fees, payment schedule, prepayment conditions and collateral language in writing.

APR is useful, but not a complete cross-product comparison

APR combines an interest rate with certain finance charges, but the disclosures for a closed-end loan and a HELOC account for fees differently. The CFPB cautions that their APRs are not necessarily directly comparable. Use APR as one data point, then compare the actual dollars paid, payment schedule, assumptions, adjustment rules and remaining balance.

Do not compare a HELOC’s current variable rate with a fixed personal-loan APR as if both were guaranteed for the same period. Likewise, do not compare a refinance payment that includes a newly extended term with a shorter personal-loan payment without including the total interest and balance outcomes.

Collateral, default and the decision to use home equity

A HELOC, home equity loan and cash-out refinance are secured by the home. Falling behind can put the property at risk of foreclosure. This changes the risk even if the rate is lower than an unsecured alternative.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using home equity to pay non-mortgage debt may reduce the stated borrowing cost in some circumstances, but it converts debt that was not tied to the home into debt secured by the home. The CFPB’s Office of Research discusses that trade-off in its January 2025 report on cash-out refinances and paydown behavior of non-mortgage debt balances. Lower interest is not a sufficient reason to accept a collateral change you cannot afford.

If you are already struggling to make the mortgage payment, seek help before adding home-secured debt. CFPB guidance points consumers toward a HUD-approved housing counselor as an alternative to taking out a home equity loan or HELOC. Counseling cannot guarantee approval or a particular outcome, but it can help you examine affordability and loss-mitigation options.

A HELOC can affect a later refinance

If you open a HELOC and later want to refinance your first mortgage, the HELOC lender may need to approve the refinance because its lien has priority arrangements to protect. The lender can refuse, in which case you may have to pay off the HELOC before refinancing. Ask about subordination and payoff requirements before opening the line if a first-mortgage refinance is plausible.

Taxes and other questions the offers will not answer

Whether interest is deductible depends on current tax law, how you use the funds and your individual circumstances. The available guidance does not establish a blanket rule for these products. Keep records of the use of proceeds and obtain current advice from a qualified tax professional rather than assuming home-secured interest is deductible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also verify whether a quoted product is available in your state, whether the rate is promotional, how long an approval remains valid and whether prepayment or early-closure charges apply. These details can change the cost even when two offers show similar headline rates.

A practical decision sequence

  1. Decide whether the home should secure the debt. If foreclosure exposure is unacceptable, remove cash-out refinancing, HELOCs and home equity loans from the first comparison.
  2. Separate known from uncertain spending. Price a lump-sum product for a known bill; price a HELOC only when staged access has real value and you can manage the repayment transition.
  3. Protect valuable existing terms. Calculate the cost of replacing your current mortgage before choosing a cash-out refinance.
  4. Collect comparable written offers. Use the worksheet above and ask questions about every fee, rate adjustment and payment phase.
  5. Choose the payment you can sustain in the worst reasonable case. Do not qualify yourself using an introductory payment or a rate that could change.
  6. Recheck the plan before signing. Confirm the net cash, total fees, collateral, payoff date, future payment and consequences of missed payments.

What current evidence can and cannot tell you

There is no current, like-for-like market-rate table for cash-out refinances, HELOCs and personal loans in the material available for this comparison. Rates vary by date, lender, borrower, amount, term and geography. Obtain current written offers for the same borrowing amount and compare their assumptions rather than relying on a general advertised rate.

The CFPB pages used for product definitions and cautions were reviewed on different dates: the HELOC guidance and APR explanation were marked August 28, 2026; personal installment-loan guidance and fee guidance were marked August 30, 2024; home-equity-loan guidance was marked September 11, 2024; and HELOC refinancing guidance was marked February 2, 2024. The CFPB Office of Research report on cash-out refinances is dated January 2025. Product terms and laws can change, so verify the documents you receive now.
