HMRC has awarded SAP UK Ltd a contract worth £275,366,367 to modernise the Enterprise Tax Management Platform (ETMP), moving it from a heavily customised SAP ECC6.0 installation to SAP S/4HANA Cloud through RISE with SAP. The planned ETMP go-live is May 2029. This is a back-office platform regeneration, not a replacement of every HMRC tax service or taxpayer portal.
The award was made on 19 December 2025 and published on Contracts Finder on 16 January 2026. HMRC’s wider programme has a separate whole-life cost ceiling of £536.7 million through 2035–36.
What HMRC is actually replacing
ETMP is HMRC’s core tax-accounting and payment platform. The government business case says it processes more than £800 billion each year, supports more than 50 tax regimes and is used by more than 40,000 internal users. It handles returns processing, tax accounting, payments and data mastery.
HMRC and SAP have developed the capability with third parties since 2004. The project is a migration from SAP ECC6.0, rather than a wholesale replacement of HMRC’s technology estate. Other capabilities, including customer-relationship-management and contact-centre systems, are separate procurements that must interoperate with ETMP.

The selected technology stack
SAP S/4HANA Cloud
S/4HANA Cloud is the supported successor to ECC6.0. HMRC’s planned approach is system conversion: retain data and useful configuration where practicable, while adapting the estate to the newer platform.
RISE with SAP
RISE with SAP is the commercial and managed-cloud route for the transformation. It combines the S/4HANA software with managed infrastructure and services rather than leaving HMRC to operate the legacy platform indefinitely.
SAP UK Sovereign Cloud
The target environment is SAP’s UK Sovereign Cloud, intended to provide UK hosting, data-residency controls and security and compliance measures required by HMRC. “Sovereign” does not mean that every foreign legal, supplier or operational exposure disappears; the public business case supports a description based on UK hosting and controlled handling of government data.
Business Technology Platform and AI
SAP Business Technology Platform is intended to provide integration, data and extension capabilities. SAP and HMRC also refer to AI, automation, insight and decision support as future capability areas. Public documents do not specify production AI models, permitted tax-decision use cases, safeguards or a deployment timetable, so this should not be reported as an operational AI tax system.

The wider envelope also has to cover migration delivery, HMRC’s client-side capability, assurance and related programme work. A separate competitive procurement is planned for a Migration Delivery Partner.

Why HMRC is moving before ECC6 support ends
SAP ECC6.0 mainstream support ends at the end of 2027. Remaining indefinitely on ageing technology would increase support, resilience and operational risks. HMRC already has substantial SAP investment, bespoke configuration, data structures and staff knowledge. The business case judged conversion to S/4HANA less costly and less risky than adopting an entirely different ERP and redesigning the architecture.
HMRC also required a SaaS solution hosted in the UK. The government assessment says SAP could meet both the software and UK-hosting requirements.
How the procurement was conducted
The software award was a direct award with negotiation, not an open competition between ERP vendors. Procurement notices identify SAP as the sole supplier found to have the required sovereign capability. That rationale is specific to the software award and does not mean SAP alone will deliver every part of the programme.

The public business case says a different-platform replacement would require substantial redesign and carry materially higher cost and risk, but it does not publish a complete shortlist of competing products.

The dates are the current plan, not a guarantee. A May 2029 go-live depends on conversion, build, integration testing, final testing, operational readiness and a safe cutover.

What has already been demonstrated
In 2023 HMRC used the Digital Core Accelerator to test a limited ECC6-to-S/4HANA conversion. The Accounting Officer assessment says the small migration completed successfully, with minor follow-up work needed for the tested HMRC configuration to operate fully on S/4HANA. That supports technical feasibility at small scale; it does not remove the risks of converting a nationally critical production platform.
The main delivery risks
- Data conversion: HMRC must validate balances, historic records, liabilities, payments and controls at production scale.
- Customisation and technical debt: Preserving configuration may reduce redesign, but carrying old choices forward can make future upgrades harder.
- Integrations: ETMP must continue exchanging data with HMRC services, CRM and contact-centre capabilities, and third-party systems.
- Continuity and cutover: Tax accounting and payment services cannot tolerate a prolonged outage or incorrect opening data.
- Cloud dependency: Service availability, recovery arrangements, exit rights and data portability need effective contractual and technical controls.
- Multiple suppliers: SAP, the migration partner and HMRC’s own assurance teams must operate with clear accountability.
- Client capability: The Accounting Officer assessment stresses HMRC’s need to remain an intelligent client able to challenge suppliers and assure outcomes.
- Cost pressure: Delivery costs could exceed the approved envelope if scope, interfaces or remediation expand.
The earlier Accounting Officer assessment gave the programme an Amber Delivery Confidence Assessment. That is consistent with a feasible but complex transformation, not a low-risk upgrade.

The immediate work is mainly back-office. HMRC says the modern platform should improve analytical-data access, employee interfaces, reporting, automation and decision support. SAP’s announcement describes the intended direction as more responsive and transparent taxpayer services.
Those are objectives and expected benefits, not evidence that taxpayers already have a new portal or that service quality has improved. Early visible effects may be internal resilience and staff tooling. Direct taxpayer changes will depend on the interfaces and services connected to ETMP and on how HMRC implements the programme.

Advantages of staying with SAP
- Lower platform-change risk than replacing a deeply customised ERP.
- Reuse of existing SAP skills, data structures and organisational knowledge.
- A supported successor before ECC6 mainstream support ends.
- A route to managed UK hosting, integration and modern analytics capabilities.
Trade-offs
- Incumbent continuity also deepens dependence on SAP’s roadmap, cloud service and commercial terms.
- System conversion can preserve technical debt instead of forcing inefficient processes to be redesigned.
- A direct award requires continuing scrutiny of value, competition and sovereign-capability claims.
- AI references remain high-level until HMRC publishes use cases, controls and evaluation standards.
Oracle Fusion Cloud ERP and Microsoft Dynamics 365 Finance are examples of market alternatives for organisations considering a new platform, but the public HMRC documents do not identify either as a shortlisted option. They would represent a much larger redesign and skills transition for HMRC’s existing SAP estate.

- Publication and performance of the Migration Delivery Partner procurement.
- Evidence that the April 2026 conversion and January 2027 build milestones remain on schedule.
- Results from system-integration, recovery, security and data-reconciliation testing.
- Independent assurance of cutover readiness and supplier accountability.
- Updated reporting against the £536.7 million ceiling, projected savings and estimated yield.
- Specific rules and audit arrangements for any AI-enabled automation.
- Clear explanations of how ETMP will interoperate with HMRC’s customer-facing systems.
The most authoritative project documents are HMRC’s summary business case, its Accounting Officer assessment, and the contract award record.
