There is no substantiated, consolidated year-by-year series of U.S. Army E-5 promotion rates in the official sources reviewed. The available figures describe selection rules, promotion-point systems, or eligibility benchmarks—not the share of eligible Soldiers who were promoted. To compare rates honestly, a dataset would need to define the years, Army component, promotion cycle, selected Soldiers, and eligible population.
Why the available figures are not promotion rates
A promotion rate requires a numerator and a denominator: for example, the number of eligible Soldiers selected for E-5 during a defined period divided by the number of Soldiers eligible during that same period. The denominator matters. A rate for Regular Army Soldiers cannot be assumed to represent the Army Reserve or National Guard, and a monthly selection figure cannot be compared directly with an annual figure unless both populations and periods are defined consistently.
Army materials instead report several other kinds of numbers. A promotion-point cutoff is the score needed to be selected in a particular monthly cycle; it does not tell readers what fraction of eligible Soldiers were selected. Likewise, a time-in-service requirement, an eligibility score, or the maximum possible points on a worksheet is not a promotion rate.
What the official historical record establishes
FY1978: an eligibility benchmark, not an odds figure
The Department of the Army’s Historical Summary for Fiscal Year 1978 reports that, after May 31, 1978, Soldiers seeking promotion to E-5 or E-6 needed an SQT score of at least 80 percent or a score in the top half of their MOS. This was an eligibility criterion. It does not report how many eligible Soldiers were promoted.

2011–2012: changes to promotion points
On June 1, 2011, the Army changed the semi-centralized promotion-point system for sergeants and staff sergeants. Its March 28, 2011 announcement said the worksheet maximum remained 800 points, while up to 300 points previously associated with promotion boards or commanders were shifted to other categories. The Army’s Adjutant General, Brig. Gen. Richard P. Mustion, said: “While the promotion points that our Soldiers have will decline, so will the promotion cutoff. We’ll still promote about the same number of Soldiers.” This describes anticipated effects of a point-system redesign; it is not a published historical selection-rate series.
In September 2011, the Army also described changes to education-category point ceilings, intended to address Soldiers reaching maximum education points without attending NCO education schools. The Army said the revised ceilings would affect E-5 and E-6 and take effect January 1, 2012. See the Army’s September 27, 2011 report. These details help explain why scores and cutoffs from different periods are not directly comparable, but they do not establish promotion odds.

2021: selection process still involved points and cutoffs
An Army report on changes beginning in May 2021 said points and cutoff scores would continue to inform pin-on selection for sergeant and staff sergeant, even as the Army announced promotion selects across ranks from sergeant through sergeant major. That announcement describes the selection process, not a historical rate for E-5.
Component-specific rules should not be merged
Army promotion processes differ by component and can change over time. The October 25, 2023 Army Regulation 600-8-19 describes monthly competition for sergeant and staff sergeant among Regular Army and U.S. Army Reserve Active Guard Reserve Soldiers. Soldiers must be fully qualified and meet or exceed the cutoff announced for the promotion month. That cutoff is a score threshold, not a rate.

The Army Reserve’s “E5 in 5” guidance describes a separate initiative and process. Its ordinary benchmarks are 36 months time-in-service and 12 months time-in-grade, with waiver benchmarks of 18 and 6 months, respectively. The guidance also describes board practices and distinguishes Troop Program Unit Soldiers. These are Reserve eligibility and process details; they are not Army-wide rates and should not be used to infer a historical rate for other components.

No continuous year-by-year E-5 rate table is established by the official materials cited here. A reliable series would need to identify, for every reported period:

- Time period: The specific month, promotion cycle, or fiscal year, with a consistent rule for assigning selections to that period.
- Numerator: The number of Soldiers selected or promoted, clearly distinguishing selection from actual pin-on where relevant.
- Denominator: The population eligible in the same component and period, rather than all Soldiers or only those who met an isolated threshold.
- Process context: Applicable rules, MOS-level requirements, and policy changes, so changes in the population or selection method are not mistaken for changes in odds.
Without those elements, a table of cutoff scores or point totals may document how the system operated, but it cannot answer how likely an eligible Soldier was to make E-5.
